STATEMENT ON BEHALF OF THE GROUP OF 77 AND CHINA

ON THE OCCASION OF THE ADOPTION OF THE RESOLUTION ON HUMAN RESOURCES MANAGEMENT BY THE FIFTH COMMITTEE OF THE GENERAL ASSEMBLY

Mr. Chairman,

On behalf of the Group of 77 and China, I would like to express my appreciation to the coordinator, Mr. Chowdhury from Pakistan, for his tireless efforts and patience which helped developing a convergence of views that resulted in the adoption of the draft resolution by consensus. Indeed, consensus resolution on this critical item could not be possible without constructive participation in the deliberations and flexibility shown by all delegations which proved their responsibility for the realization of the genuine expectation from the General Assembly to engage in the reform of human resources management.

Our Group tried its best to improve General Assembly's consideration of the proposals of the Secretary-General by introducing various well thought proposals. We are happy to note that this resolution improves the management of human resources of the Organization. We are more happy to note that our Group fulfilled its responsibilities towards this important goal in the manner by which it participated in the deliberations. We are ready to continue our consideration of the various issues around human resources management in the prospective meetings of the General Assembly. We are looking forward to receiving reports requested in this resolution for the 56th session of the Assembly.

Once again we stress that well-designed mechanisms of accountability and effective system of the administration of justice are prerequisites for the successful reform in the management of human resources. On the issue of accountability we reiterate the role, authority and the responsibilities of the Office of Human Resources Management, especially its central role in monitoring of all relevant activities in the Secretariat regardless of the source of their funding and we look forward to seeing the methods by which the office intends to exercise this monitoring, its practical outline, the necessary resources and the time-line within which the improvement of the monitoring system is planned to be implemented.

We will follow with great interest the implementation of section XI of the draft resolution on the administration of justice, especially the necessary measures the Assembly is requesting from the Secretary-General to close the gap between the statutes of the UN Administrative Tribunal and that of the ILO.

I express my gratitude to Madam Salim and her colleagues in the Office of Human Resources Management for staying with us during the whole lengthy deliberations of this item and providing information and clarifications enlightening delegations for adoptiong an informed resolution.
