Costa Rica (1996)

Ambassador Fernando Berrocal-Soto (Costa Rica) is a former Minister of the Presidency (Chief of Staff) and Minister of Housing. He was ambassador in Moscow and Deputy Permanent Secretary of the Latin American Economic System (SELA). Lawyer and Journalist with a specialty in International Development, he was also Managing Editor of principal newspapers and TV stations in Costa Rica. A member of the Executive Committee of the Institute for European-Latin American Relations (IRELA) in Madrid, he has served twice as Ambassador and Permanent Representative to the United Nations.
