STATEMENT BY MS. JANIL GREENAWAY, MINISTER COUNSELLOR, PERMANENT MISSION OF ANTIGUA AND BARBUDA TO THE UN, ON BEHALF OF THE GROUP OF 77 AND CHINA, DURING THE INFORMAL CONSULTATIONS ON THE CONTENTS OF THE OUTCOME DOCUMENT FOR THE FOLLOW-UP INTERNATIONAL CONFERENCE ON FINANCING FOR DEVELOPMENT (New York, 9 June 2008)

Mr. Co-Chairman, I have the honour to deliver this statement on behalf of the Group of 77 and China during this informal consultation on the contents of the outcome document of the follow-up International Conference on Financing for Development to review the Monterrey Consensus, which will be held in Doha, Qatar 29 November to 2 December 2008.

2. On behalf of the Group I would like to use this opportunity to thank both distinguished Co-Chairs for continuing to guide and lead us in this process, and to complement you both on the excellent manner in which you've executing your task.

3. The Group welcomes this opportunity to share with you and the general membership our views so far on the outcome document. These are our preliminary views on the structure and content and you can expect we will have more details on this at the next and future informal consultations.

4. Mr. Chairman, as we begin to think on the contents of the outcome document, we are guided by:

a. paragraph 73 of the Monterrey Consensus in which leaders mandated "a review conference to review the implementation of the Monterrey Consensus;" and

b. operative paragraph 2 of resolution 62/187, with a special emphasis on identifying best practices and lessons learnt, obstacles and constraints and how to overcome them as part of the way forward.

5. In this regard, it is therefore important that the integrity of the Monterrey Consensus be preserved and maintained.

6. Mr. Chairman, in terms of the structure of the outcome document, initially we would envisage three sections, including:

         An introductory section that would identify the key issues under the six themes of the Monterrey Consensus. This section should be analytical in nature, contextualize the global political economy, including changes since Monterrey, and establish the context of the review conference. It should also include overarching conclusions on performance, constraints and challenges. The introductory section should also refer to new and emerging challenges to financing for development.

        A second section would then thoroughly assess the six themes of the Monterrey Consensus in detail, on a chapter by chapter basis, and also include an appropriate assessment within those six themes of new challenges and emerging issues. In terms of what the Group would like to see in a detailed assessment of those six themes, including the priority issues, these we have elaborated upon in the statements we have delivered in the six substantive review sessions held under your able leadership, Mr. Co-Chairs. We reiterate our view that the Doha review meeting should place particular emphasis on assessing implementation, including commitments of developed countries, and this should be clearly reflected in this section of the Doha outcome document. Therefore, section two should also include an assessment of progress and constraints in achieving the objectives of the Monterrey Consensus.

        A third section should then detail the way forward, including a mechanism for follow-up that, among other things, would maintain and sustain a high-level of political momentum for financing for development, recognizing that development is a long-term process and we need to stay engaged at a very high level. It should also contain broad recommendations which do not fit into the specific sectors.

7. Mr. Chairman, the Group will have more detailed views on the way forward, including views on a follow-up mechanism, as well as on the entire document at future consultations as we continue the preparatory process.

8. Mr. Co-Chairman once again I thank you for the opportunity to give the preliminary views of the Group of 77 and China on the structure of the outcome document and we look forward to elaborating further on this during the next round of consultations.
