STATEMENT ON BEHALF OF THE GROUP OF 77 AND CHINA BY MR. AMANUEL AJAWIN, PERMANNT MISSION OF THE REPUBLIC OF THE SUDAN TO THE UNTIED NATIONS, AT THE SECOND SESSION OF THE AD HOC COMMITTEE ON THE ADMINISTARATION OF JUSTICE AT THE UNITED NATIONS (New York, 20 April 2009)

Mr. Chairman,

I am privileged to address this committee on behalf of the Group of 77 and China.

Mr. Chairman,

I seized this opportunity on behalf of the Group of 77 and China to express to you and to the members of the Bureau our sincere gratitude for the stewardship of the Committee and would like to assure you of the full support and cooperation of our Group during the deliberations of the Committee and hope that our three day deliberations will usher in a dawn of a new reform of the administration of justice system in the United Nations.

The Group of 77 and China believes that the reform of the administration of justice system in the United Nations is of crucial importance in ensuring justice, impartiality and fairness within the United Nations administration of justice.

The Group of 77 and China would like to reiterate its unequivocal support for the reform of the administration of justice system in the United Nations.  We are committed to working in good faith and in a transparent manner to achieve the desired reforms envisaged within the United Nations system.  The envisaged results of the reform of the administration of justice system in the United Nations should be effective, efficient and that which ensures justice and adequate remedy for those affected by it.

We welcome the appointment of the judges for the Tribunals while noting that constructive reform is urgently needed regarding the Internal Justice Council.  It should be transparent and should have more contact with member states.

It is necessary that all the UN personnel need to have recourse to an effective and just dispute settlement mechanism, we are adamant that Member States will leave no stone unturned in reaching consensus of the outstanding issues within the shortest time frame.
