STATEMENT ON BEHALF OF THE GROUP OF 77 AND CHINA BY H.E. AMBASSADOR AHMED HAMID, DELEGATION OF THE REPUBLIC OF SUDAN, AT THE OPENING PLENARY OF THE 30TH SESSION OF THE SUBSIDARY BODY FOR IMPLEMENTATION (SBI) (Bonn, Germany, 1 June 2009)

Madam Chair,

I have the honour to deliver this statement on behalf of the Group of 77 and China. Allow me at the outset to express our sincere appreciations to the Government of Germany for hosting this meeting, and for the Convention's Secretariat for this important meeting.

Madam Chair,

Allow me on behalf of the Group of 77 and China to congratulate you for your election to lead this Subsidiary Body during this critical time of the climate change process and I would like to assure you of our full support and cooperation.

Madam Chair,

The Group reiterates its disappointment at the unjustifiable delay of the extension of the mandate of the CGE since Bali.

Parties have heavily relied on the technical advice and support provided by the CGE. But now, despite the fact that almost all Non-Annex I countries are currently in the middle of preparation of their second National Communication, they do not have any support.

The Group believes that this issue has been kept as a hostage by some other issues and extraneous ideas. Developing countries need the CGE, but we will not re-negotiate the Convention to have it back. We urge the SBI to achieve that at this session as more delays will affect our Group.

Madam Chair,

The Group would like to reiterate the difficulties that non-Annex I Parties are facing in receiving technical and financial support on national communications. Predictability of funding and the provision of the agreed full costs for the preparation of National Communications from Non-Annex I Parties are crucial.

Madam Chair,

We look forward to progressive and serious considerations of the G77 and China paper on 1/CP10 submitted to the secretariat in Poznan on elements and views for concrete proposals towards the implementation of this decision. During the negotiations in Poznan our efforts were frustrated by our partners, by referring almost all our proposals to the AWG-LCA Chair. The Bali Action Plan is to enhance the implementation of the Convention and not to replace it. We should therefore be very mindful to this. We encourage our partners to show flexibility and commitment towards the adaptation needs of the developing countries, particularly the most vulnerable Parties like LDCs and SIDs.

Madam Chair,

Decision 2/CP.14 requested the GEF to promptly initiate and expeditiously facilitate the preparation of projects for approval and implementation under the strategic program; to collaborate with the GEF agencies in order to provide technical support to developing countries in preparing or updating their technology needs assessments; and to consider the long-term implementation of the strategic program.

The G77 & China takes note of the GEF's report as contained in FCC/SBI/2009/3 which provides an update to SBI 30 on the GEF's progress of implementation of the Poznan Strategic Program on technology development and transfer. The G77 & China requests the GEF to take into consideration the reports that the EGTT has provided to this session when developing its long-term strategic programme for the implementation of technology development and transfer.

Madam Chair,

The Group of G77 & China would like to stress that while we discuss about a future financial architecture, many developing countries are suffering now from climate change impacts. G77 & China urges the developed countries to demonstrate their commitment to fight climate change by replenishing at an adequate level the GEF. In this light the G77 & China calls for concurrent replenishment of the Special Climate Change Fund and the Least Developed Country Fund to particularly cover the unequal needs of financing for adaptation.

On financial issues, we are going to be faced with a very heavy agenda in Copenhagen. In order to facilitate our work, we have requested that two additional sub-items, mainly procedural in nature, be considered at this session on financial issues - the first on the assessment of the Special Climate Change Fund (SCCF), and starting the review of the Adaptation Fund (AF), including institutional arrangements, and, of course, the very important Fourth Review of the Financial Mechanism of the Convention.

Madam Chair,

The Group is committed to continue the discussion and finalize the second comprehensive review of the implementation of the capacity-building framework.

The Group would like to assure that it will continue to work constructively with you and our partners to make real progress during this session.
