STATEMENT ON BEHALF OF THE GROUP OF 77 AND CHINA BY MR. ALF WILLS, DELEGATE OF THE REPUBLIC OF SOUTH AFRICA, AT THE SIXTH MEETING OF THE CONFERENCE OF THE PARTIES SERVING AS THE MEETING OF THE PARTIES TO THE KYOTO PROTOCOL (CMP) (Copenhagen, Denmark, 16 December 2009)

Madam President,

The Group of 77 and China notes that the text that has been presented to this COP-MOP is not yet in a form to be finally considered by the high-level segment from a number of technical perspectives.

We also note that your informal consultations on the key issues that you identified in the KP have actually completed and we note that the outcome of those consultations produced a recommendation that further consultation on these key political issues of the targets, goals and level of ambition be subject to further consultation work.

In this context, the Group of 77 and China recommends to this Conference of Parties Serving as the Meeting of Parties, that firstly the political issues already identified be considered by the high-level segment. However, secondly, we recommend that the technical aspects of the text which has been submitted to us be referred back to the AWG-KP for further technical work.

We note, Madam President, that should the high-level segment make decisions on the targets, goals and level of ambition, that the text to which those aspects would be returned is not yet ready to receive the targets. So we are recommending that some further technical work be done by the AWG-KP for a period of one day.
