STATEMENT ON BEHALF OF THE GROUP OF 77 AND CHINA BY H.E. AMBASSADOR JORGE ARGUELLO, PERMANENT REPRESENTATIVE OF ARGENTINA TO THE UNITED NATIONS AND CHAIR OF G77 AND CHINA AT THE OPENING PLENARY OF THE SIXTEENTH SESSION OF THE AD HOC WORKING GROUP ON FURTHER COMMITMENTS UNDER THE KYOTO PROTOCOL (AWG-KP 16, 3RD PART) (PANAMA CITY, PANAMA, 1ST OCTOBER 2011) (Panama City, Panama, 1 October 2011)

Mr. Chairman,

1. I have the honor to speak on behalf of the Group of 77 and China.

2. Allow me at the outset to express our deep appreciation to the Government and people of Panama for hosting this important meeting in the beautiful city of Panama. We also thank the Secretariat for their excellent work regarding the arrangements for this meeting.

3. I would also like to express to you, Mr. Chair, the readiness of the Group of 77 and China to lend you our full support and collaboration. The Group of 77 and China is committed to help move this process forward in a constructive and proactive manner.

Mr. Chairman,

4. The Group recalls its core position that the primary objective of this session is to reach a second commitment period under the Kyoto Protocol, and we would like to reaffirm the positions as presented in the previous segments of this session.

In this regard, the Group is concerned on the significant lack of progress of the AWG-KP in completing the milestones of its work programme,

5. The Group will continue to work in exploring the best way forward to establish such a second commitment period in the belief that the Kyoto Protocol is a key cornerstone of the multilateral climate change regime.

6. Substantive discussions on scale of emission reductions in aggregate as well as joint and individual contributions of Annex I Parties must be concluded to overcome the wide gap between the pledges put forward by Annex I Parties and what is required by science, equity and historical responsibility.

7. The Group is willing to engage in a discussion of the rules, but it is clear that the political will to have a second commitment period is the key for the technical issues to go forward productively.

Mr. Chairman,

8. Regarding the organization of our work you have proposed for this resumed session, the Group would like to reiterate the need for political discussions to be preserved in the framework of the AWG-KP, since a second commitment period with a high level of ambition is key to a successful meeting in Durban with a balanced and comprehensive outcome.

9. The Group is glad to support the proposals made by you in paragraphs 8 and 10 of your scenario note, then, and recalls that all Chapters of the Conference Room Paper would benefit from continuing discussions during this resumed session.

10. Finally, Mr. Chairman, I would like to reiterate that the Group will continue to support your leadership and is committed to constructive, party-driven and transparent negotiations in this resumed session in order to move forward.

DECLARACIÓN EN NOMBRE DEL GRUPO DE LOS 77 Y CHINA POR ÉL EMBAJADOR JORGE ARGUELLO, REPRESENTANTE PERMANENTE DE LA ARGENTINA ANTE LAS NACIONES UNIDAS Y PRESIDENTE DEL G77 Y CHINA EN LA SESIÓN PLENARIA INAUGURAL DE LA DECIMOSEXTA SESIÓN DEL GRUPO ESPECIAL DE TRABAJO SOBRE LOS NUEVOS COMPROMISOS EN EL MARCO DEL PROTOCOLO DE KYOTO (AWG-KP 16, 3 ª PARTE) (Ciudad de Panamá, Panamá 1 de octubre de 2011)

Sr. Presidente,

1. Tengo el honor de hablar en nombre del Grupo de los 77 y China.

2. Permítanme, en primer lugar, expresar nuestro profundo agradecimiento al Gobierno y al pueblo de Panamá por organizar esta importante reunión en la hermosa ciudad de Panamá. También agradecemos a la Secretaría por su excelente trabajo en lo relativo a las modalidades de esta reunión.

3. También me gustaría expresar a usted, señor Presidente, la disposición del Grupo de los 77 y China para prestarle todo nuestro apoyo y colaboración. El Grupo de los 77 y China está comprometido a ayudar al avance en este proceso de manera constructiva y proactiva.

Sr. Presidente,

4. El Grupo reafirma la base de su posición, que el objetivo principal de esta sesión es alcanzar un segundo periodo de compromiso bajo el Protocolo de Kyoto, y nos gustaría reafirmar las posiciones que se presentaron en los segmentos anteriores de esta sesión. En este sentido, el Grupo está preocupado por la falta de progreso significativo del AWG-KP para completar los hitos de su programa de trabajo.

5. El Grupo seguirá trabajando en la exploración de la mejor manera de establecer un segundo período de compromiso en la creencia de que el Protocolo de Kyoto es un pilar fundamental del régimen multilateral sobre cambio climático.

6. Los debates sustantivos en la escala de reducciones de emisiones en su conjunto, así como las contribuciones individuales y conjuntas de las Partes del Anexo I, debe concluirse para superar la amplia brecha entre las promesas formuladas por las Partes Anexo I y lo que se requiere por la ciencia, la equidad y la responsabilidad histórica.

7. El Grupo está dispuesto a participar en una discusión de las reglas, pero está claro que la voluntad política de tener un segundo período de compromiso es la clave para que las cuestiones técnicas avancen de manera productiva.

8. En cuanto a la organización de nuestro trabajo que usted ha propuesto para este período de sesiones, el Grupo quiere reiterar la necesidad de que los debates políticos se mantengan en el marco del AWG-KP, ya que un segundo período de compromiso con un alto nivel de ambición es la clave para una exitosa reunión en Durban con un resultado equilibrado y comprehensivo.

9. El Grupo se complace en apoyar las propuestas hechas por usted en los párrafos 8 y 10 de su nota de escenario y recuerda que todos los capítulos del documento de sesión se beneficiarían de la continuación de los debates durante esta sesion continuada.

10. Por último, Sr. Presidente, me gustaría reiterar que el Grupo seguirá apoyando su liderazgo y esta comprometido con negociaciones constructivas, conducidas por las Partes y transparentes en este período de sesiones con el fin de seguir adelante.
