STATEMENT ON BEHALF OF GROUP OF 77 AND CHINA BY MINISTER ABDERRAHMAN HAMIDAOUI, PERMANENT MISSION OF ALGERIA TO THE UNITED NATIONS, AT THE INFORMAL CONSULTATIONS ON THE HIGH LEVEL THEMATIC DEBATE OF THE UN GENERAL ASSEMBLY ON THE STATE OF THE WORLD ECONOMY (New York, 12 April 2012)

Co-facilitators,

Algeria has been mandated to present the observations and questioning of the Group of 77 and China on the High Level Thematic Debate on the State of the world Economy:

1- What is the purpose of this informal meeting since the letters of invitation have already been sent to our heads of states and since the program of the HLTD has already been set?

2- The program has no clear relevance to the theme of the high level debate (The State of the World Economy) since it consists of round tables on policies such as to combat unemployment, to create an environment to increase production trade and investment etc.

3- The program of the HLTD has no relevance to the follow up of the International Conference on the world Financial and Economic Crisis and its Impact on Development expect, to a certain extent, the theme of Round Table 4 on "increasing stability, predictability and transparency in the financial sector".

4- The outcome of the HLTD will be a Chair's Summary containing the conclusions of the PGA and the Secretary General. Have we all agreed on this format for the outcome?

5- What is the status of the HLTD with relation to the follow up of the International Conference on the world Financial and Economic Crisis and its impact on Development as stated in the last paragraph of resolution 65/313?

6- The Group of 77 and China reiterates its recommendation contained in the Ministerial Declaration adopted in September 2011, to hold a Follow-Up Conference on the World Financial and Economic Crisis and its Impact on Development for 2012 and that the Ad Hoc Open-ended Working Group of the General Assembly to follow-up on the issues contained in the Outcome of the above mentioned Conference, will continue its work.

7- The Group of 77 and China presented through a letter of June 2010 addressed to the Co-Chairs of the Working Group, a significant number of proposals and recommendations on how to operationalize the different mandates established in the Outcome Document of the 2009 Conference on the World Financial and Economic Crisis and Its Impact on Development and the relevant General Assembly resolutions that still need to be implemented.

8- The G77 and China has serious concerns regarding the program of the HLTD, especially with regard to complete absence to any reference to the Reform of the International Financial and Economic System and Architecture, which is even one of the chapters of the Outcome of the 2009 Conference on the World Financial and Economic Crisis.
