STATEMENT ON BEHALF OF THE GROUP OF 77 AND CHINA BY H.E. AMBASSADOR LATIFA BENAZZA, HEAD OF DELEGATION OF ALGERIA, AT THE CLOSING PLENARY OF THE FIFTEENTH SESSION OF THE AD HOC WORKING GROUP ON LONG-TERM COOPERATIVE ACTION UNDER THE CONVENTION (UNFCCC) (Bonn, Germnay, 24 May 2012)

Mr Chairman,

1. I have the honor to speak on behalf of the Group of 77 and China.

2. As stated in our opening declaration, the group of 77 and China reiterated its willingness to work under your guidance to achieve a substantial progress on the LCA track Inspired by the desire to move forward in a constructive manner as it was expressed by all member of our group during the two passed weeks.

3. We came to Bonn with the firm will to start working on what was agreed at the COP17 in Durban, having in mind that the effects of climate change are real and continue to cause damage and destructions to our planet especially for those who are particularly vulnerable.

4. Therefore, it is the responsibility of all of us, particularly the developed countries, given their historical responsibility, to address climate change within the UNFCCC and its Kyoto Protocol. For this goal, we must adhere to the provisions and principles of the Convention, in particular the principles of equity and common but differentiated responsibilities and respective capabilities.

5. The Group of 77 and China has argued for a fair, equitable and comprehensive LCA outcome during the COP 18 in Doha. We stressed that this outcome must be in line with the Bali Action plan, and the substantive progress made in the Cancun and Durban decisions. We wish to highlight the importance of the balance between the two negotiating tracks without prejudging the outcome of the ongoing negotiations. An evaluation of the remaining work and what can be achieved up to and beyond Doha is advisable. In this regard, the group welcomes the holding of several workshops and calls for a better use and understanding of their results.

6. On substantive issues, the group notes that good discussions took place during this session, however, we believe that progress is still to be made on issues like adaptation, finance, and technology transfer, as expressed by several members of our group both during the plenaries and contact group sessions during the last two weeks.

We consider that we need clarity on the funding gap between 2012 and 2020 as well as on others issues related to adaptation, mitigation, technology transfer in order to meet the needs of developing country Parties in the light of new obligations imposed on them by the decisions taken in Cancun and Durban.

7 In this regard the G77 and China highlights the importance of allowing ample time for the negotiaions on the issues of high importance to the group and to all countries, and stresses that an additional negotiaiong session in Bangkok as proposed would allow achieving a lot of progress with a view to reach a common view on all elements of the Bali Action Plan by Doha that allows us to fulfill its mandate

We would like to thank you for the competent handling of these negotiations, and your efforts for leading us to an agreed outcome in Doha, that would fulfill the mandate contained in the Bali Action Plan. Be assured, Mr. Chairman, that the Group of 77 and China will spare no effort in supporting you and moving the process forward for the future of humanity and that of our planet.
