STATEMENT BY MR. ABDELGHANI MERABET, THIRD SECRETARY AT THE PERMANENT MISSION OF ALGERIA TO THE UNITED NATIONS ON BEHALF OF THE G77 AND CHINA, AT THE CLOSING PLENARY OF THE SUBSIDIARY BODY FOR IMPLEMENTATION (SBI) OF THE UN FRAMEWORK CONVENTION ON CLIMATE CHANGE (Bonn, Germany, 25 May 2012) |
Mr. Chairman,
1. I have the honor to deliver this statement on behalf of the Group of 77 and China.
2. Let me first congratulate you for your efforts as a chairman of this important subsidiary body during this session in order to paving the way to a real progress in implementing all items of its agenda in a constructive manner taking into account the concerns and interests of parties, particularly the G77 and China members.

3. With respect to the National Communications from Parties included in Annex I to the Convention and the Status of submission and review of the fifth national communications, the G77 and China urges them to improve reporting information in accordance with all element of "Guidelines for the preparation of national communications by Annex I parties to the Convention". It also calls Annex I Parties to enhance the completeness, comparability and level of detail of the reported information.
4. The Group calls developed country Parties to submit their sixth national communications by 1 January 2014, and to submit their national inventories using the "Revised reporting guidelines on annual inventories for Parties included in Annex I to the Convention". In this context, it urges those Parties to intensify their efforts in reducing their GHG emissions in accordance with the principles and provisions of the Convention and the Kyoto Protocol.

The Group stresses on the necessity for developed countries to enhance their support to parties not included in Annex I of the Convention and providing them with appropriate technical assistance to facilitate the preparation of their national communications and biennial update reports by identifying problems, constraints and difficulties encountered in the use of guidelines and methodologies for their preparation. In this regard, the continuation of the Consultative Group of Experts on Non-Annex I National Communications will be essential in providing necessary support to the members of our group.
6. The G77 and China recommend the COP at it's eighteenth session to request the GEF to provide funds for technical support for the preparation of biennial update reports from non-Annex I Parties, similar to that provided by the National Communications Support Programme, recognizing that the costs of such technical support are not deducted from the funds provided to non-Annex I Parties for the preparation of their biennial update reports. The Group invites the GEF to report on this matter in its report to the COP at its nineteenth session.
7. The Group would like to recall that since Cancun, additional reporting obligations for developing countries were established, which represent a new burden for them. Such burden cannot be supported by developing countries without adequate, appropriate and predictable means of implementation.

8. With respect to mitigation action by developing countries, the Group stresses the importance of establishing an MRV system of support to ensure better information and implementation of support actions received from developed countries. It also recommend to start a new process with a view to enable developing countries to elaborating their own MRV for NAMA's which will be implemented at the national level taking into account relevant and specific elements of mitigation actions as well as national circumstances.
9. The G77 and China recalls the need to operationalize ICA in a non-intrusive and non-punitive manner to the national sovereignty of the developing country Parties through an appropriate support from developed countries. The members of the team of technical experts referred to in decision 2/CP.17, annex IV, must be selected with a view to achieving a balance between experts from Annex I Parties and non-Annex I Parties in the overall composition of the team.
10. We consider that the participation in the registry shall be voluntary and its elaboration must take into account the diversity of the nationally appropriate mitigation actions of developing country Parties. The G77 and China took note of information provided by the secretariat on the design of the prototype of the registry, including that, in accordance with decision 2/CP17, this design includes separate sections for nationally appropriate actions (NAMA's) seeking international support and for other NAMA's submitted for recognition.

11. The G77 and China welcomes your approach for the Forum and work programme on the impact of the implementation of response measures in accordance of the Decision 8/CP.17, with the objective of improving the understanding of the impact of the implementation of response measures.
12. We are at the beginning of an important process and we welcome the constructive work done in this session in order to finalizing all modalities to operationalise the forum on the impact of the implementation of response measures and to start implementing its work programme and defining relevant and specific elements to structure its activities on the basis of Decision 8/CP.17. We celebrate the conclusion of an agreement on the activities to implement the work programme, and we look forward to engaging constructively in the in-forum worshops and discussions at the forum planned for the thirty-seventh, thirty-eighth, and thirty-ninth session of the Subsidiary Bodies, taking into account the specific needs and concerns of developing country Parties in relation to the impact of the implementation of response measures taken by developed country Parties.
13. We are pleased with the progress under the work programme on loss and damage associated with climate change impacts in developing countries that are particularly vulnerable to the adverse effects of climate change, including on points relevant to assessing the risk of loss and damage on, inter alia, technical and financial assistance. The group stresses the importance on continuing to advance the work on matters related to non-economic losses. We hope to see this issue advance in Doha and to reach a decision then, including establishing an international mechanism to address loss and damage.

14. The adaptation is an issue of central concern to members of the Group of 77 and China. The Group is particularly concerned by the diminishing of resources of the Adaptation Fund due to the current low market prices of certified emission reductions. Such situation is liable to affect the necessary balance between adaptation and mitigation in providing the means of implementation to developing country parties. The group considers any effort to ensuring sustainability, predictability and adequacy of the resources of the Adaptation Fund as a priority.
15. The Group took note with appreciation of the efforts of the Adaptation Fund Board to promote the accreditation of national implementing entities, the direct access to its resources and initiatives taken by it to explore options for raising additional resources.
16. The G77 and China encourages the SBI to continue its consideration of the initial review of the Adaptation Fund in accordance with the annex to decision 6/CMP.6 with a view to preparing a draft decision on the outcome of the initial review of the Adaptation Fund for adoption by the CMP at its eight session.
17. The G77 and China urges developed country Parties to mobilize financial support for the national adaptation plans for LDC Parties through bilateral and multilateral channels, including the Least Developed Countries Fund (LDCF) in accordance with decision 1/CP.16 and 1/CP.17 and took note the work of the Least Developped Countries Expert Group (LEG) and other experts groups under the Convention.

18. The G77 and China recognizes the activities done by the Technology Executive Committee (TEC) during 2012 and welcomes its rolling work plan for 2012- 2013. The group emphasized the necessity for the TEC to structure its work plan in short and medium term, including the organisation of a thematic dialogue on enabling environment and on barriers to technology development and transfer.
19. We recommend the TEC to establish an interaction with other institutional arrangements under the Convention, including the Climate Technology Center Network (CTCN), the Financial Mechanism and the Adaptation Committee as part of its program of work.
20. The G77 and China calls the Global Environment Facility to continue to provide as appropriate financial resources to non Annex I Parties, to support the implementation of the Doha work programme on Article 6 of the Convention relating to education, training and public awareness in order to achieve the goals of the Convention and a full implementation of adaptation and mitigation actions. It is highly important that the new work programme on article 6 of the Convention has the technical and financial support necessary to achieve the goals of the Convention and a full implementation of adaptation and mitigation actions.

21. The Group of 77 and China reiterates the necessity of an effective participation of Palestine in the UNFCCC process, and to have the right of access to funding from different climate change sources. Furthermore, we request the SBI to provide financial support for the participation of the Palestinian delegation in the meetings of the convention and the Kyoto Protocol.

22. The Group of 77 and China is fully committed to achieve a success of the Thirty-seven session of the Subsidiary Body for Implementation (SBI) and all other bodies of the Convention during the 18th session of the Conference of the Parties which will be held in Doha.
