STATEMENT ON BEHALF OF THE GROUP OF 77 AND CHINA BY H.E. AMBASSADOR LATIFA BENAZZA, HEAD OF DELEGATION OF ALGERIA, AT THE CLOSING PLENARY OF THE 36TH SESSION OF THE SUBSIDIARY BODY FOR SCIENTIFIC AND TECHNOLOGICAL ADVICE (SBSTA 36) (Bonn, Germany, 25 May 2012)

Mr. Chairman,

1. I have the honor to deliver this statement on behalf of the Group of 77 and China.

2. Allow me first to underline that under your guidance, this session helped us to have a constructive exchange of ideas in a productive way to move forward our work under the SBSTA agenda.
Mr. Chairman,

3. The G77 and China noted with great interest the exchange of views on issues related to agriculture done in accordance with decision 2. CP/17 and called for the need to ensure that work on agriculture is related to the SBSTA mandate of the article 9 of the Convention, and is done on the basis of the principles and provisions of the Convention, in particular the principle of common but differentiated responsibililties. We need to assess existing scientific and technological knowledge on adaptation of agriculture to the adverse effects of climate change, and increase capacity building in developing countries, what could contribute to improve agricultural productivity. The Group believes that adaptation shall be the scope of the work undertaken in the SBSTA on agriculture, in order to safeguard food security, particularly in developing countries.

4. The G77 and China welcomes the discussion at the first meeting of the forum to implement the work program on the impact of the implementation of response measures that took place at the 36 the session of Subsidiary Bodies, with the objective to set a clear set of modalities for the operationalization of the forum and work program including inter alia, assigning specific tasks and activities for the rest of the year and creating an outline schedule for 2013 to address specific needs and concerns of developing countries arising from the impact of the implementation of response measures. In this respect, we welcome the conclusion in this session of an agreement on the activities to implement the work programme, and we look forward to engaging constructively in the in forum worshops and discussions at the forum planned for the thirty-seventh, thirty-eighth, and thirty-ninth session of the Subsidiary Bodies.

5. Furthermore, the G77 and China welcomes the progress made in the implementation of the Nairobi Work Program since its thirty fifth session as it was reported prepared by the Chair of the SBSTA. We would like to highlight the importance of the process leading to the review of the Nairobi Work Program's objectives, action-oriented sub-themes and working areas, and the need for the Program to further enhance its work with a view to support the Adaptation Framework and its provisions.

6. We look forward to engage in the activities scheduled for the next two sessions of the SBSTA with a focus on the working areas under the Nairobi Work Programme which will help developing countries further understand the implications of the impacts of climate change and how best to support the objectives of the Nairobi Work program.

7. The G77 and China recognizes the activities done by the Technology Executive Committee (TEC) during 2012 and welcomed its rolling work plan for 2012- 2013. The group emphasized the necessity for the TEC to structure its work plan in short and medium term, including the organisation of a thematic dialogue on enabling environement and on barriers to technology development and transfer.

8. We recommend the TEC can consider, as part of this program of work, the interaction with other institutional arrangements under the Convention, including the Climate Technology Center Network, the Financial Mechanism and the Adaptation Committee.

9. The G77 and China welcomes the exchange of views on the item relating to carbon dioxide capture and storage in geological formations under the clean development mechanism projects activities with the aim to provide clarification on certain technical and legal issues at the 37th session of SBSTA, while requesting that the necessary resources are allocated for the technical paper to be prepared by the Secretariat for this purpose.

10. On the methodological issues under the Convention, the G77 and China welcomes the discussions on the general guidelines for domestic measurement, reporting and verification of domestically supported nationally appropriate mitigation actions by developing countries with the aim to continue the interactive exchange of views on the guidelines at the thirty-seventh session of SBSTA.
 
11. The G77 and China considers appropriate the discussion on methodological guidance for activities relating to reducing emissions from deforestation and forest degradation and the role of conservation, sustainable management of forests and enhancement of forest carbon stocks in developing countries, considering both market and non-market approaches. In this regards, the group calls for further discussions to ensure transparency, consistency, comprehensiveness and effectiveness in the presentation of the summary of information on how the safeguards referred to decision 1/CP.16 are being addressed and respected.

12. The G77 and China supports the dialogue on this issue taking into account the results of discussions on finances under the LCA and the need for adaptation in each country.

13. On the methodological discussions related to the completion of the Guidelines for the Biennial Reports from Annex I Parties, developing a common tabular format for reporting part of the information required, the group acknowledges the progress of the work. However it expresses its concern with the delay of the work on the review guidelines for biennial reports, national communications and annual inventories from Annex I Parties. While recognizing that the completion of this work is due only at COP 19, the amount of work required and its importance requires immediate engagement of the Parties in order to ensure a comprehensive outcome.

14. On the common metrics to compare emissions of different GHGs, the G77 and China welcomes the workshop held last April here in Bonn that confirmed the importance of the exchange between science and policy. The group reiterates the relevance of the choice of the common metric in the context of future policy considerations under the Convention and its Kyoto Protocol.

15. We express deep concern that no conclusion was reached in agenda item 6 on research adn systematic observation. progress and support on this item is of critical importance, in particularly for developing countries countries with high mountain ecosystems.

16. On items 10(a) and b, we emphasize that the ability of developing countries to undertake mrv issues depends on teh extend of support they receive for from developed country parties. methodological guidance for biennial reports to enable mrv requires financial support by developed countries to develop infrastructure, effective technology transfer, and capacity building.

17. I would like to reiterate the full commitment of the G77 and China to continue working to achieve concrete results during the next session of SBSTA in Doha.
