STATEMENT ON BEHALF OF THE GROUP OF 77 AND CHINA BY MR. LARBI DJACTA, HEAD OF DELEGATION OF ALGERIA, AT THE OPENING PLENARY OF THE AD HOC WORKING GROUP ON DURBAN PLATFORM (AWG-ADP) OF THE UN FRAMEWORK CONVENTION ON CLIMATE CHANGE (Bangkok, Thailand, 30 August 2012)

Co-Chairs,

1. I have the honour to deliver this statement on behalf of the G77 and China.

2. The Group of 77 and China reiterates once again its deep appreciation to the Government of Qatar for hosting the COP and also for making this round of negotiations possible.

3. Let me also congratulate you Mr. Jayant Moreshver Mauskar and Mr. Harald Dovland for your election for the position of Co-Chairs of the AWG-ADP and assure you of the full support of the G77 and China in your work.

4. The Group hopes that this session will lead us to a fruitful substantive discussion after having successfully agreed on the agenda of the AWG-ADP, during its first session in Bonn, in May 2012. The agenda agreed in Bonn is the basis for our work, and we should concentrate our efforts in Bangkok in making substantive progress within the two workstreams, addressing respectively matters related to para 2-6 and para 7-8 of decision 1/CP17.

5. The Group of 77 and China considers that progress in the Durban Platform is critical for taking the Convention forward. However, work must ensure a strong linkage between mitigation, adaptation and means of implementation, in a balanced manner, as is reflected in the Convention.

6. The G77 and China holds the view that all tracks under the Convention must progress in an expedite, ambitious and effective manner. Such progress should reflect the linkages between mitigation, adaptation and means of implementation. This relationship is embedded in the Convention.

7. The negotiations and outcome of the Durban Platform process must be in accordance with the objective, principles and provisions of the Convention, including the principles of equity and common but differentiated responsibility and respective capabilities.

8. Any planning of the work should be based on decision 1CP/17, and in accordance with the equity and CBDR and respective capabilities principles and with relevant provisions of the Convention. It should also be comprehensive, inclusive and equitable in scope given the urgency of responding to climate change and the vulnerability of our members to the adverse impacts of climate change.

9. We reaffirm that the negotiations should be conducted in an inclusive, party driven, open and transparent manner, and that all member states be given the opportunity to participate and provide inputs.
