STATEMENT ON BEHALF OF THE GROUP OF 77 AND CHINA BY MR. LARBI DJACTA, HEAD OF DELEGATION OF ALGERIA, AT THE CLOSING PLENARY OF THE AD HOC WORKING GROUP ON DURBAN PLATFORM (AWG-ADP) OF THE UN FRAMEWORK CONVENTION ON CLIMATE CHANGE (Bangkok, Thailand, 5 September 2012)

Co-Chairs,

1. I have the honour to deliver this statement on behalf of the G77 and China.

2. The Group reiterates its full support for your work and commends both of you for the way you conducted our work during this session, which led us to a fruitful and substantive discussion within the different roundtables. The Group is pleased that parties are engaged in a good and constructive spirit and the discussions were frank and useful. The process was open and inclusive. We are understanding each other better now and what our views are coming from. The Group reiterates that the agenda agreed in Bonn is the basis for our work, and we should concentrate our efforts in making substantive progress within the two workstreams.

3. The Group of 77 and China considers that progress in the Durban Platform is critical for taking the Convention forward. All tracks under the Convention must progress in an expedite, ambitious and effective manner. Work must ensure a strong linkage between mitigation, adaptation and means of implementation, in a balanced manner, as is reflected in the Convention.

4. We particularly emphasize that completing the work in the LCA and KP will provide the necessary and solid basis for the Durban Platform, especially in relation to pre-2020 ambition. Progress in the LCA and KP will definitely lead to moving forward in the ADP process.

5. The ADP process must not be an exercise of rewriting the Convention. Indeed, these negotiations and their outcome must be in accordance with the objective, principles and provisions of the Convention, including the principles of equity and common but differentiated responsibility and respective capabilities.

6. We reaffirm that the negotiations should be conducted in an inclusive, party driven, open and transparent manner, and that all member states be given the opportunity to participate and provide inputs. You made sure this was done in the roundtables; let's continue the negotiations in this spirit.

7. We foresee the ADP discussions under Workstream I to continue in brainstorming mode in order for Parties to clarify conceptual ideas, and for Workstream II, a lot of detailed work will have to be done to move it forward. In this context, we emphasize the importance of discussion on means of implementation.

8. Co-chairs, as we leave Bangkok, the Group of 77 and China again assures you of its cooperation. We have a long journey ahead of us. But Bangkok has been a good first step in the right direction.
