STATEMENT ON BEHALF OF THE GROUP OF 77 AND CHINA BY MR. HICHEM KIMOUCHE, AT THE CLOSING PLENARY OF THE ADDITIONAL SESSION OF THE AD HOC WORKING GROUP ON LONG-TERM COOPERATIVE ACTION UNDER THE CONVENTION (AWG-LCA) OF THE UN FRAMEWORK CONVENTION ON CLIMATE CHANGE (Bangkok, Thailand, 5 September 2012) |
Mr. Chair,
1. I have the honor to deliver this statement on behalf of the Group of 77 and China.
2. As stated in our opening declaration, the group of 77 and China reiterated its willingness to work under your guidance to achieve a successful outcome of the AWG-LCA during COP18 in Doha.
3. The group recognizes that a substantial work has been achieved during last sessions by setting up new institutions dealing with some of the key priority for developing countries in adaptation, finances, technology transfer and capacity building. However, we consider that more needs to be done in terms of the implementation of what has been decided.
4. In our View, the funding gap between 2012 and 2020, as well as others aspects related to finances including Long-term finance, arrangements between the COP and GCF and MRV of financial support and other issues dealing with adaptation, mitigation, technology transfer and capacity building that deal with the needs of developing country Parties in the light of new obligations agreed upon in Cancun and Durban, are still to be addressed in order to achieve a successful outcome of the LCA.

5. The Group of 77 expresses its concern on the slow progress in the negotiation during the Bangkok session and calls for a consensual transition to consolidate areas of convergence and minimize the divergences.
Mr. Chair,
6. The Group of 77 and China calls for a fair, equitable and comprehensive outcome during the COP 18 in Doha. We stress on the fact that this outcome must take into account the Bali Action Plan, and the substantive progress made in the Cancun and Durban decisions.

7. We would like to thank you for the way you are conducting these negotiations, and for your efforts and leading us to an agreed outcome in Doha. Be assured, Mr. Chairman, that the Group of 77 and China will spare no effort in supporting you and moving the process forward.
