STATEMENT ON BEHALF OF THE GROUP OF 77 AND CHINA BY MR. LARBI DJACTA, MINISTER COUNSELOR, PERMANENT MISSION OF ALGERIA TO THE UNITED NATIONS, AT THE OPENING PLENARY OF 37TH SESSION OF THE SUBSIDIARY BODY FOR IMPLEMENTATION (SBI) OF THE UN FRAMEWORK CONVENTION ON CLIMATE CHANGE (Doha, Qatar, 26 November 2012) |
Mr. Chairman,
1. I have the honor to deliver this statement on behalf of the Member States of the G77 and China.
2. I would like to congratulate you for your efforts to paving the way to obtain a progress in implementing all the agenda items of the Subsidiary Body that you assume the chairmanship, in a constructive manner.

3. Since Cancun, additional reporting requirements for developing countries were established, which represent a new burden for them. Such burden cannot be supported by developing countries without adequate, appropriate and predictable means of implementation provided by developed countries.
4. The Group stresses on the necessity for developed countries to enhance their support to parties not included in Annex I of the Convention Technical assistance to facilitate the preparation of their national communications and biennial update must be ensured, whenever needed. The work of the Consultative Group of Experts on Non-Annex I National Communications will be essential in providing necessary support requested by developing countries.

5. The Group recalls the need to operationalize ICA in a non-intrusive and non-punitive manner to the national sovereignty of developing country Parties through the provision of adequate financial resources by developed countries.
6. The Group considers that the participation in the Registry shall be on a voluntary basis, and its elaboration must take into account the diversity of the nationally appropriate mitigation actions of developing countries.
7. The Group calls developed country Parties to submit their sixth national communications, by January 1st, 2014, and their national inventories using the "Revised reporting guidelines on annual inventories for Annex I Parties. We urge them to intensify their efforts in reducing their GHG emissions in accordance with the principles and provisions of the Convention and the Kyoto Protocol.

8. The G77 and China welcomes the approach developed on the Forum and the Work Programme on the impact of the implementation of response measures. We attach great importance to this issue as all developing countries will be affected by economic and social consequences of response measures taken by developed countries, and there is a need to avoid and minimize negative economic and social consequences of response measures on developing countries.
9. The G77 and China welcomes the organization of the informal pre-sessional meeting to exchange further views on the possible recommendations on loss and damage associated with adverse effect of climate change. We hope to move forward in Doha, in order to reach a decision.
10. The Groups stresses the urgency of addressing the needs of developing countries emerging from extreme and slow-onset events. Therefore, we underscore the importance of achieving successful and meaningful work under the Work Programme and Loss and Damage, including through recommendations to strengthen work on loss and damage inside and outside the Convention, as well as on establishing an international mechanism on loss and damage. In this context, we highlight the importance of regional diversity, as learned through the regional meetings in the work programme, and that the international mechanism under the Convention will be a key step to support multiple approaches on loss and damage to respond to this complex issue.

11. Regarding the Article 6 of the Convention, the G77 and China highlights the importance to adopt in Doha the new Work Programme on education, training and public awareness. We support the proposal to organize an annual in-session dialogue for Article 6 of the Convention and to have a training programme for Article 6 focal points. We consider that education is essential for achieving the goals of the Convention and for an effective implementation of adaptation and mitigation measures.
12. Adaptation remains a central concern to the G77 and China. The Group calls for more efforts to ensure sustainability, predictability and adequacy of the resources of the Adaptation Fund.
13. The G77 and China urges developed countries to mobilize financial support for the national adaptation plans for LDCs through bilateral and multilateral channels, including the Least Developed Countries Fund, in accordance with the Decisions 1/CP.16 and 1/CP.17, as well as for developing country parties that are not LDCs in accordance with decision 5/CP.17.
14. The G77 and China took note of the activities done by the Technology Executive Committee during this year and welcomes its rolling Work Plan for 2012-2013. We need a structuration of the Work Plan in order to structure in short and medium terms.
15. The Group of 77 and China reiterates the necessity of an effective participation of Palestine in the UNFCCC process, and to have the right of access to funding from different mechanisms and sources on climate change. Furthermore, we request the SBI to provide financial support for the participation of the Palestinian delegation in the meetings of the convention and the Kyoto Protocol.
