STATEMENT ON BEHALF OF THE GROUP OF 77 AND CHINA BY MINISTER COUNSELLOR LARBI DJACTA, PERMANENT MISSION OF ALGERIA TO THE UNITED NATIONS, AT THE OPENING PLENARY OF THE 35TH SESSION OF THE SUBSIDIARY BODY FOR SCIENTIFIC AND TECHNOLOGICAL ADVICE (SBSTA) OF THE UNITED NATIONS FRAMEWORK CONVENTION ON CLIMATE CHANGE (Doha, Qatar, 26 November 2012) |
Mr. Chairman,
I have the honor to deliver this statement on behalf of the Group of 77 and China.
The Group assures you its support for the success of this session of the SBSTA.
Mr. Chairman,
The Group of 77 and China reiterates that mitigation and adaptation should be addressed in a balanced manner. We look forward to continue the discussion on the potential future areas of work of the Nairobi work program during this session. Any future work carried out under the Nairobi work program should be aimed at enhancing the capacities of developing countries in their adaptation efforts in relation to the adverse effects of climate change.
The Group wants to focus on the need of awareness on climate change and its impacts as well as the importance to carry out research and systematic observation. Therefore, we welcome the research dialogue that will be taking place during this session.

In Bonn, the G77 and China noted with great interest the dialogue engaged on issues related to agriculture and called for the need to ensure that work on this matter is consistent with the SBSTA mandate contained in article 9 of the Convention, in order to assess the existing scientific and technological knowledge on adaptation to agriculture to the adverse effects of climate change, increase knowledge sharing, improve agricultural productivity and adaptive capacity and improve capacity building as well the development and transfer of technologies in developing countries, in accordance with the principles and provisions of the UNFCCC.
The Group underscores the importance of adaptation of agriculture and the need to increase agriculture productivity in order to achieve food security, particularly in developing countries. In this spirit, the G77 and China looks forward to continuing the discussions on this matter here.
Mr. Chairman,
The G77 and China looks forward to engaging constructively in the forum on the impact of the implementation of response measures at the Subsidiary Bodies, as well as to the work program to address these impacts.
We attach great importance to this issue as all developing countries will be affected by economic and social consequences of response measures taken by developed countries, and there is a need to avoid and minimize negative economic and social consequences of response measures on developing countries.
The G77 and China welcomes the efforts made by the Technology Executive Committee along this year. A valuable progress was made, but we still need to make progress on hurdles that are still facing this process, including the hosting of the Technology Mechanism.
The Group welcomes the experience-sharing workshop on technology needs assessments held last September in Bangkok, and look forward for the updated TNA synthesis report prepared by the secretariat.

Finally, I would like to reiterate the full commitment of the G77 and China to foster our work to achieve the objectives of the SBSTA during this session.
