Mr. President,

The Plurinational State of Bolivia has the honor to address the eighteenth Session of the High-level Committee on South-South Cooperation on behalf of the Group of 77 and China.

At the outset, I would like to congratulate you, Mr. President, as well as the other members of the Bureau for your election to lead the Committee. I would like to express to you and the members of the bureau the support of the Group of 77 and China, in the work that comes ahead. I also wish to acknowledge the participation of Helen Clark, UNDP Administrator and congratulate the appointment of the new Special Representative of the Secretary General for his new responsibilities.

The Group would like to reaffirm its view of South-South cooperation as a manifestation of solidarity among peoples and countries of the South that contributes to their national well-being, national and collective self-reliance and the attainment of internationally agreed development goals, including the Millennium Development Goals.

And in this regard, as mentioned in the Nairobi Outcome document, South-South cooperation and its agenda have to be set by countries of the South and should continue to be guided by the principles of respect for national sovereignty, national ownership and independence, equality, non-conditionality, non-interference in domestic affairs and mutual benefit.

At the same time, we reiterate that South-South cooperation is not a substitute for, but rather a complement to, North-South cooperation and that financial contributions from other developing countries should not be seen as Official Development Assistance from these countries to other countries of the South. These are merely expressions of solidarity and cooperation.

The Group would like to recall that in the Ministerial Declaration of 2013, the Ministers for Foreign Affairs of the Member States of the Group of 77, expressed that the South-South cooperation is critical for developing countries and requires long-term vision and a global institutional arrangement.

The Group would also like to express that the primary challenge for the expansion of South-South cooperation is the constraint of persistent inadequate resources to finance it. Therefore, there is need for increased bilateral and multilateral funding to assist developing countries in this regard. To this end, the development partners must fulfil their commitments made at international conferences and summits.

In that regard, the Group would like to express its interest in including in the discussion that will take place at the HLC, the need to have updated information on the steps taken on the implementation on all the twelve recommendations of the Joint Inspection Unit Report, and on the implementation of the call to strengthening of the UN Office of South-South Cooperation with adequate human and financial resources including the revision of the governance structure, secretariat support and financial assistance, and as a separate entity and a focal point for South-South cooperation within the United Nations system, so as to enable it to carry out its full responsibilities.

Mr. President,

The increasing importance given to South- South cooperation globally, shows that it is increasingly imperative that the United Nations Development System contributes actively and tangibly to the agenda and purposes of South Cooperation -South.

However, we still need to see how the United Nations Development System will work in supporting South -South cooperation, beyond the traditional discourse.

The UN Development System might miss out on this important development discourse, if it is not seen to be constructively and tangibly responding to the requirements of the South. Therefore we note that the Secretary General's report on strengthening the UN office for South-South Cooperation, merely continues the status quo, without any concrete commitment of either increasing its financial or human resources or even altering an inch, the status of the office in the UN Development System.

The Group of G77 and China, would like to express its appreciation to the UNOSSC as the articulator for South-South cooperation in the UN System and its leadership for being an all-around and responsive partner with the Group, and for playing a critical role in creating advancing in the construction of a much needed multilateral South-South support architecture.

Mister President, we are confident that under your leadership, the 18th Session of the High Level Committee will be a success and hope that the views and concerns of the G77 & China would be duly incorporated in its deliberations.

DECLARACIÓN DEL EMBAJADOR Y REPRESENTANTE PPERMANENTE DEL ESTADO PLURINACIONAL DE BOLIVIA, EMB. SACHA LLORENTY SOLIZ, EN NOMBRE DEL G77 Y CHINA, EN LA DECIMOCTAVA SESIÓN DEL COMITÉ DE ALTO NIVEL SOBRE LA COOPERACIÓN SUR-SUR

Sr. Presidente,

El Estado Plurinacional de Bolivia tiene el honor de dirigirse a la Decimoctava sesión del Comité de Alto Nivel sobre la Cooperación Sur -Sur en nombre del Grupo de los 77 y China.

En primer lugar, quisiera felicitarlo, señor Presidente, así como a los demás miembros del Bureau por su elección para dirigir el Comité. Asimismo, quisiera expresarle a usted y a los miembros del Bureau el apoyo del Grupo de los 77 y China, en el trabajo que emprenderán de aquí en delante. Asimismo, deseo agradecer la participación de Helen Clark, Administradora del PNUD, y felicitar la designación del nuevo enviado del Secretario General pos sus nuevas responsabilidades.

El Grupo desea reiterar su posición de que la cooperación Sur-Sur es una manifestación de la solidaridad entre los pueblos y países del Sur, que contribuye a su bienestar nacional, a la autosuficiencia nacional y colectiva y a la consecución de los objetivos de desarrollo acordados internacionalmente, incluidos los Objetivos de Desarrollo del Milenio.

En este sentido, como se menciona en el Documento Final de Nairobi, la cooperación Sur-Sur y su agenda, tiene que ser fijada por los países del Sur y deben seguir guiándose por los principios de respeto a la soberanía nacional, la propiedad y la independencia nacional, la igualdad, la no condicionalidad, la no injerencia en los asuntos internos y el beneficio mutuo.

Al mismo tiempo, reiteramos que la cooperación Sur-Sur no es un sustituto, sino un complemento de la cooperación Norte-Sur y que las contribuciones financieras de otros países en desarrollo no deben verse como ayuda oficial al desarrollo de estos países a otros países del Sur, ya que estos son expresiones de solidaridad y cooperación.

El Grupo desea recordar que en la Declaración Ministerial de 2013, los Ministros de Relaciones Exteriores de los Estados Miembros del Grupo de los 77, expresaron que la cooperación Sur -Sur es fundamental para los países en desarrollo y requiere una visión a largo plazo y un arreglo institucional mundial.

El Grupo también desea expresar que el desafío principal para la expansión de la cooperación Sur -Sur es la restricción de contar con recursos inadecuados para financiarlo.

Por lo tanto, existe la necesidad de una mayor financiación bilateral y multilateral para ayudar a los países en desarrollo con este aspecto. Con este fin, los países desarrollados deben cumplir con los compromisos contraídos en las distintas conferencias y cumbres internacionales.

En ese sentido, el Grupo desea expresar su interés en incluir en la discusión que tendrá lugar en este Comité de Alto Nivel, la necesidad de contar con información actualizada sobre las medidas adoptadas para la aplicación de las doce recomendaciones del informe de la Unidad de Inspección Conjunta y sobre la aplicación de la solicitud para el fortalecimiento de la Oficina de Naciones Unidas para la Cooperación Sur-Sur con los recursos humanos y financieros adecuados, incluyendo la revisión de la estructura, servicios de secretaría y asistencia financiera, como una entidad separada y como punto focal para la cooperación Sur-Sur en el sistema de las Naciones Unidas, a fin de que pueda llevar a cabo plenamente sus responsabilidades.

Sr. Presidente,

La creciente importancia que se presta a la cooperación Sur-Sur a nivel mundial, pone de manifiesto que es cada vez más imperativo que el Sistema de Desarrollo de las Naciones Unidas contribuya de manera activa y tangible a la agenda y a los propósitos de la Cooperación Sur-Sur.

Sin embargo, aún necesitamos constatar cómo será el trabajo del Sistema de Desarrollo de las Naciones Unidas en apoyo a la Cooperación Sur-Sur, más allá del discurso tradicional.

El Sistema de Desarrollo de la ONU podría perder la oportunidad en este importante progreso sobre desarrollo, si no tiene una respuesta constructiva y tangible para las exigencias del Sur. Por esa razón, observamos observar que el informe del Secretario General sobre el fortalecimiento de la oficina de la ONU para la Cooperación Sur-Sur, simplemente mantiene un status quo, sin mencionar ningún compromiso concreto de incrementar sus recursos financieros o humanos, o incluso modificar tangiblemente el estado de la Oficina en el Sistema de Naciones Unidas para el Desarrollo.

El Grupo de los 77 y China, desea expresar su agradecimiento a la UNOSSC como articulador de la cooperación Sur-Sur en el sistema de la ONU, por su liderazgo para ser un apoyo versátil hacia el Grupo, y por jugar un papel crítico en el avance de la construcción de una muy necesaria arquitectura multilateral de apoyo a la Cooperación Sur-Sur.

Señor Presidente, estamos seguros que bajo su dirección, la 18va Reunión del Comité de Alto Nivel tenga éxito y que las opiniones y preocupaciones del G-77 y China, se encuentren debidamente incorporadas en sus deliberaciones.
