STATEMENT ON BEHALF OF THE GROUP OF 77 AND CHINA BY AMBASSADOR NOZIPHO MXAKATO-DISEKO AT THE CLOSING PLENARY OF THE 43RD SESSION OF THE SUBSIDIARY BODY FOR IMPLEMENTATION (SBI43), PARIS CLIMATE CHANGE CONFERENCE (Paris, France, 4 December 2015)

Chair, Excellencies, Distinguished representatives, Ladies and gentlemen,

1. I have the honour to deliver this statement on behalf of the Group of 77 and China. First of all, I would like to commend you for the efforts you have made during this session to advance the important implementation work on the agenda of the SBI.

2. On the impact of response measures, the position of the G77 and China remains firm that the negative economic and social impacts of the implementation of response measures taken by developed country Parties on developing country Parties must be avoided and minimised. Policy issues, such as unilateral measures, must also be addressed. In this regard, the G77 and China engaged constructively during these sessions to agree on the draft decision forwarded from the 42nd sessions of the subsidiary bodies, and we still look forward to the adoption of a decision by COP21 on this issue of utmost importance to developing countries.

3. As stated during the opening of this session, the G77 and China believes that adaptation is an important and urgent priority for developing country Parties.

4. We, therefore, welcome the draft decision on the extension of the mandate of the LDC expert group (LEG) for consideration and adoption by the COP during this session. To this end, the Group calls for the urgent and immediate implementation of the process for the launching of the NAPs process.

5. The Group strongly believes that capacity-building should be based on and respond to national needs and foster country ownership. We already have ample lessons learned since the adoption of the Convention to know that the process of capacity- building must be participatory, country-driven and cross-cutting. It is for this reason that the group believes that Paris should lead to the establishment of the necessary institutions to enhance the implementation of capacity-building.

6. On the revision of guidelines for National Communications for Annex I Parties, the Group welcomes the progress made towards the finalisation of these guidelines. We look forward to further consultative engagements at SBI44 with a view to adopting comprehensive guidelines for Annex I National Communications by COP22.

7. On the international assessment and review (IAR) process for Annex I Parties, the Group actively participated in the first round of multilateral assessment working sessions and the discussions on the outcomes of this process. The Group believes that the IAR process is an important and useful component of the transparency arrangements under the Convention for developed countries and, as such, the Group stresses the need for Annex I Parties to continue to enhance information on the provision of support to developing countries.

8. The Group of 77 and China is pleased that the SBI considered and reached agreement on the progress reports regarding the work of the Consultative Group of Experts (CGE).

9. On gender and climate change, the Group welcomes the draft conclusions by the SBI and wishes to express its support for the recommendations outlined therein.

10. On the 2013-2015 Review, the Group wishes to register its disappointment on the lack of progress to reach consensus on this agenda item during this session despite all the efforts by all parties over the past three years and looks forward to further guidance from the COP on how best to find agreement on this matter going forward.

11. In conclusion, Mr. Chairman, the G77 and China conveys its appreciation to you for your leadership and looks forward to engage further with Parties during the next session.
