Mr. President,

I have the honor to deliver a statement on behalf of the Group of 77 and China.

Let me extend our congratulations on your election to the Presidency of the Executive Board, as well as to the 4 Vice-presidents. We are convinced that you will success in your work during this year.

The Group of 77 and China thanks to the UNDP Administrator, Ms. Helen Clark, for her comprehensive statement delivered in this session, and especially for the valuable service to the international community during her mandate. We hope to continue working to make international cooperation an effective tool to achieve sustainable development.

The Group of 77 and China emphasizes the importance of the United Nations Development Programme in supporting national efforts and the development of national capacities to achieve development goals. We reiterate our commitment to work for the full implementation of the 2030 Agenda in a balanced and integrated manner.

The Group reaffirms the importance of integrating the three dimensions of sustainable development, namely inclusive and sustained economic growth, protection of the environment, and social inclusion. The UNDP's role in this context should be the cooperation on the achieving of the internationally-agreed development goals in the 2030 Agenda.
 
The new agenda for the implementation of the Quadrennial Comprehensive Policy Review (QCPR) provides to the UNDP a long-term strategic guidance to adapt its work -especially the Strategic Plan 2018-2021- to the 2030 Agenda for Sustainable Development, as well as other inter-governmentally agreed development commitments.

The QCPR requested the UNDP to mainstream the Sustainable Development Goals in their strategic planning documents and their work at all levels, taking into account that the eradication of poverty in all its forms and dimensions, including extreme poverty.

The Group takes this opportunity to highlight the importance of the work of UNDP within the UN development system and at the country level to bring about real progress in the achievement of the Sustainable Development Goals. We continue to face increasing demands for development assistance, the effectiveness in carrying out its mandate to facilitate the necessary means of implementation, particularly in the areas of finance and capacity-building.

The Group of 77 and China emphasizes the need to strengthen the transparency, accountability, and responsibility to the member states in the governance process of the United Nations Development System, as well as to improve the working methods of the boards.

We look forward to engaging constructively in the elaboration of the next strategic plan and integrated budget, a process that should be transparent, inclusive, and consistent with the 2030 Agenda and the QCPR resolution, making sure that the final text is representative of the views of the whole membership.

The Group takes this opportunity to support the ideas of the Secretary General António Guterres regarding the importance of integrated actions by the United Nations Development System as a whole to allocate its highest priority for the full implementation of the 2030 Agenda; particularly that the different programmes on the national ground of the members states are aligned with the achievement of the 17 Sustainable Development Goals.

DISCURSO A NOMBRE DEL GRUPO DE LOS 77 Y CHINA POR PARTE DEL EMBAJADOR HORACIO SEVILLA BORJA, REPRESENTANTE PERMANENTE DEL ECUADOR ANTE LAS NACIONES UNIDAS, EN LA PRIMERA SESIÓN REGULAR DE LA JUNTA EJECUTIVA DEL PROGRAMA DE NACIONES UNIDAS PARA EL DESARROLLO (PNUD), FONDO DE POBLACIÓN DE LAS NACIONES UNIDAS (UNFPA), Y OFICINA DE LAS NACIONES UNIDAS DE SERVICIOS PARA PROYECTOS (UNOPS)- Nueva York (30 de enero de 2017)

Sr. Presidente,

Tengo la honra de pronunciar esta intervención en nombre del Grupo de los 77 y China.

Reciba nuestras felicitaciones por su elección como Presidente de la Junta Ejecutiva, felicitación que la hacemos extensiva a los 4 Vicepresidentes. Estamos convencidos de que tendrá éxito en sus labores este año.

El Grupo de los 77 y China agradece a la Administradora del PNUD, señora Helen Clark, por el amplio informe que acaba de presentar en esta sesión, y especialmente por sus valiosos servicios a la comunidad internacional durante su mandato. Esperamos continuar el trabajo para hacer de la cooperación internacional una herramienta efectiva para alcanzar el desarrollo sostenible.

El Grupo de los 77 y China enfatiza la importancia del Programa de Naciones Unidas para el Desarrollo para apoyar los esfuerzos nacionales y el desarrollo de las capacidades nacionales para alcanzar la consecución de los objetivos de desarrollo. Reiteramos nuestro compromiso para trabajar por la implementación total de la Agenda 2030 de una manera balanceada e integral.

El Grupo reafirma la importancia de integrar las tres dimensiones del desarrollo sostenible, es decir el crecimiento económico inclusivo y sostenido; la protección del medio ambiente; y la inclusión social. El trabajo fundamental del PNUD en esta coyuntura debe ser cooperar para la ejecución de los objetivos de desarrollo internacionalmente convenidos en la Agenda 2030.

La nueva agenda para la implementación de la Revisión Cuadrienal Amplia de la Política Integral (QCPR) presenta al PNUD una guía estratégica a largo plazo para armonizar su trabajo -en especial el Plan Estratégico 2018-2021-con la Agenda 2030 para Desarrollo Sostenible así como con los otros compromisos intergubernamentales de desarrollo acordados.

El QCPR solicita al PNUD incorporar los Objetivos de Desarrollo Sostenible en su plan estratégico y en su trabajo en todos los niveles, priorizando la erradicación de la pobreza en todas sus formas y dimensiones, incluyendo la extrema pobreza.

El Grupo se sirve de esta ocasión para resaltar la importancia del trabajo del PNUD dentro del sistema de Naciones Unidas para el Desarrollo, y a nivel nacional de los Estados miembros para alcanzar progresos reales en la consecución de los Objetivos de Desarrollo Sostenible. Continuamos enfrentando crecientes demandas de asistencia para el desarrollo, y de una mayor eficacia del Sistema para ejecutar su mandato de facilitador de los mecanismos necesarios de implementación, particularmente en las áreas de financiamiento y de desarrollo de capacidades.

El Grupo de los 77 y China enfatiza la necesidad de fortalecer la transparencia, la rendición de cuentas, y la responsabilidad ante los Estados miembros en el proceso de gobernanza del Sistema de las Naciones Unidas para el Desarrollo. También la de mejorar los métodos de trabajo de sus diferentes órganos.

Esperamos trabajar constructivamente en la elaboración del próximo plan estratégico y su presupuesto integrado, en un proceso que debe ser transparente, inclusivo, y consistente con la Agenda 2030 y la resolución sobre el QCPR, asegurando que el texto final represente los puntos de vista de todos.

El Grupo aprovecha esta oportunidad para respaldar las ideas del Secretario General António Guterres sobre la importancia de que el Sistema de las Naciones Unidas para el Desarrollo en su conjunto tenga como su primaria responsabilidad la ejecución de la Agenda 2030, particularmente que sus distintos programas en el terreno nacional de los Estados miembros estén alineados con los 17 Objetivos de Desarrollo Sostenible.
