Co-Facilitators,

I have the honour to deliver this statement on behalf of the Group of 77 and China. At the outset, allow me, Excellencies, to express my appreciation on behalf of the Group for convening this very important preparatory meeting.

The Group of 77 and China reiterates the importance of maintaining political momentum to keep working tirelessly for the full implementation of the 2030 Agenda for Sustainable Development in its three dimensions - economic, social and environmental - in a balanced and integrated manner. Hence, we welcome the decision to hold the high-level United Nations Conference to Support the Implementation of Sustainable Development Goal 14, and to contribute, through this deliberations, to the preparation of the "Call for Action".

The Group recognizes that Oceans, seas, islands and coastal areas form an integrated and essential component of the Earth's ecosystem and are critical for global food security and for sustaining economic prosperity and the well-being of many national economies of developing countries, in particular small island developing states (SIDS), least developed countries (LDCs), and developing countries with biological diversity significance islands. The conservation and sustainable use of them and their resources is vital for sustainable development.

We reiterate the importance to protect, and restore, the health, productivity and resilience of oceans and marine ecosystems, to maintain their biodiversity, enabling their conservation and sustainable use for present and future generations. In this regard, enhancing support to developing countries is fundamental, including through provision of development financial resources, transfer of technology, enhanced international support and targeted capacity-building, while at the same time protecting biodiversity and the marine environment and addressing the impacts of climate change.

The Group of 77 and China agrees that the "Call for Action" should be a concise, focused and intergovernmentally agreed declaration, but substantive in its nature, based not only in the above mentioned elements but also in the good practices and experiences gained through the partnerships, and national, regional or international initiatives that will lead us to identify ways and means to support the implementation of SDG 14, to stimulate and concrete new partnerships, involving all relevant stakeholders, and to contribute to the follow-up and review process of the 2030 Agenda for Sustainable Development by providing an input to the high-level political forum on sustainable development.

The Conference will be the opportunity to identify ways and concrete means to support the implementation of SDG 14. The Group of 77 and China encourage all Member States to participate in the Conference at the highest possible level, and to make substantive and concrete contributions through their voluntary commitments for the implementation of Goal 14, to reach a community of shared future in the field of oceans and seas.

After these preliminary views on the elements of the "Call for Action", we look forward to constructively engage in its further discussions, and we wish to assure you our continued support throughout this process.

"LLAMAMIENTO A LA ACCIÓN"

Señores Co-facilitadores,

Tengo la honra de pronunciar esta intervención en nombre del Grupo de los 77 y China. En primer lugar, permítanme, Excelencias, expresar mi agradecimiento en nombre del Grupo por haber convocado esta importante reunión preparatoria.

El Grupo de los 77 y China reitera la importancia de mantener el momento político para seguir trabajando sin descanso para la plena aplicación de la Agenda 2030 para el Desarrollo Sostenible en sus tres dimensiones -económica, social y ambiental-, de forma equilibrada e integrada. Por tanto, acogemos con beneplácito la decisión de celebrar la Conferencia de las Naciones Unidas para apoyar la consecución del Objetivo de Desarrollo Sostenible 14, y contribuir, a través de estas deliberaciones, a la preparación del "Llamamiento a la Acción".

Señores Co-facilitadores,

El Grupo reconoce que los océanos, los mares, las islas y las zonas costeras forman un componente integrado y esencial del ecosistema terrestre y son fundamentales para la seguridad alimentaria mundial y para mantener la prosperidad económica y el bienestar de muchas economías nacionales de países en desarrollo, en particular, de los Pequeños Estados Insulares en Desarrollo (SIDS), de los Países Menos Adelantados (LDCs) y de los países en desarrollo con islas de importancia para la diversidad biológica. La conservación y el uso sostenible de ellos y de sus recursos es vital para el desarrollo sostenible.

Reiteramos la importancia de proteger y restaurar la salud, la productividad y la resiliencia de los océanos y de los ecosistemas marinos, de mantener su biodiversidad y de permitir su conservación y uso sostenible para las generaciones presentes y futuras. Es fundamental fomentar el apoyo a los países en desarrollo, en particular mediante la prestación de recursos financieros para el desarrollo, la transferencia de tecnología, mejorando el apoyo internacional y la creación de capacidad, al tiempo de proteger la biodiversidad y el medio marino, y abordar los impactos del cambio climático.

El Grupo de los 77 y China coincide en que el "Llamamiento a la Acción" debe ser una declaración concisa, centrada e intergubernamentalmente acordada, pero sustantiva en su naturaleza, basada no sólo en los elementos antes mencionados sino también en las buenas prácticas y experiencias adquiridas con las alianzas y las iniciativas nacionales, regionales e internacionales, que nos llevarán a identificar formas y medios de apoyar la implementación del SDG 14, estimular y concretar nuevas alianzas, incluyendo a todas las partes interesadas, y a contribuir al proceso de seguimiento y examen de la Agenda 2030 para el Desarrollo Sostenible, aportando una contribución al Foro Político de Alto Nivel sobre el Desarrollo Sostenible.

Señores Co-facilitadores,

La Conferencia será la oportunidad para identificar medios concretos para apoyar la implementación del ODS 14. El Grupo de los 77 y China alienta a todos los Estados Miembros a participar en la Conferencia al más alto nivel y a realizar contribuciones sustantivas y concretas a través de sus compromisos voluntarios para la implementación del ODS 14 que permita alcanzar una comunidad con futuro compartido en el campo de los océanos y los mares.

Luego de estos comentarios preliminares sobre los elementos del "Llamamiento a la Acción", esperamos con entusiasmo participar en los futuros debates y queremos asegurarles una vez más nuestro continuo apoyo durante todo este proceso.
