Madam Chair,

1. I have the honor to deliver this statement on behalf of the Group of 77 and China on agenda item 134: Programme budget for the biennium 2016-2017 on Managing after-service health insurance (ASHI).

2. At the outset, the Group of 77 and China wishes to thank the Director of the Accounts Division, Office of Programme Planning, Budget and Accounts, Mr. Pedro Guazo, for his introduction of the Secretary-General's report on managing after-service health insurance liabilities (ASHI), as contained in document A/71/698, and the Chair of the Advisory Committee on Administrative and Budgetary Questions (ACABQ), Mr. Carlos Ruiz Massieu, for his introduction of the report of the ACABQ, as contained in document A/71/815.

Madam Chair,

3. The Group of 77 and China reiterates the great importance it attaches to the welfare of the United Nations staff members and remains committed to the settlement of their end-of-service liabilities, including those related to after-service health insurance as many of them cannot benefit from the national social security schemes of Member States, owing to their service with the United Nations.

4. The report under consideration contains several proposals of the Secretary-General regarding after-service health insurance. The Group has carefully analysed these proposals as well as the related comments and recommendations of the Advisory Committee.

5. In essence, the Secretary-General proposes further seven recommendations in respect of the previous eight recommendations prepared by the Working Group on the after-service health insurance, which were endorsed by the General Assembly in its resolution 70/248B.

6. On the basis of these seven recommendations, it is proposed to fully fund a newly constituted after-service health insurance in respect of staff recruited from 1 January 2020, while maintaining the pay-as-you-go approach for the existing liability.

7. The Group will be interested to receive detailed information, among others, on the benefits of the coexistence of the current pay-as-you-go approach with the new proposed funding of the after-service health insurance.

8. The Secretary-General also proposes to cease the consideration of extending the mandate of the United Nations Joint Staff Pension Fund (UNJSPF) to the benefits of the after-service health insurance.

9. Regarding this proposal, the Group recalls that the General Assembly in its resolution 68/244 requested the Secretary-General to propose options for including in the mandate of the UNJSPF the administration of ASHI benefits, taking into account that the funding of the latter is an issue of system-wide concern.

10. In this context, the Group would like to receive more information on the reasons why the aforementioned options can no longer be explored.

11. The Group will also consider the other proposals of the Secretary-General on their own merits.

Madam Chair,

12. In the next coming years, a substantial number of United Nations staff will proceed on retirement and therefore, it would be important to take into account their fundamental interests in the consideration of ASHI.

13. In conclusion, the Group of 77 and China would like to assure you of our constructive participation in the negotiation of this important agenda item.

Señora Presidenta,

1.Tengo el honor de presentar en nombre del Grupo de los 77 y China nuestras declaración sobre el tema 134: Presupuesto por Programas para el bienio 2016-2017: La gestión de las obligaciones correspondientes al seguro médico después de la separación del servicio (ASHI).

2. Primeramente, el Grupo de los 77 y China desea agradecer al Director de la Division de Cuentas, Oficina de Planificacion de Programas, Presupuesto y Cuentas, señor Pedro Guazo, por la presentación del informe del Secretario General sobre gestión de las obligaciones correspondientes al seguro médico después de la separación del servicio (ASHI) conforme al documento A/71/698, así mismo queremos agradecer al señor Carlos Ruiz Massiu, Presidente de la Comisión Consultiva para Asuntos Administrativos y de Presupuestos (ACABQ), por la presentación del informe de la Comisión conforme al documento A/71/85.

Señora Presidenta,

3. El Grupo de los 77 y China reitera la gran importancia que confiere al bienestar de los funcionarios de las Naciones Unidas y continua comprometido con resolver los requerimientos de sus obligaciones después de la separación del servicio, incluyendo aquellas que se refieren al seguro medico después de la separación del servicio, toda vez que muchos de ellos no se pueden beneficiar de los sistemas de seguro social de los paises miembros, debido a su servicio con las Naciones Unidas.

4. El informe bajo consideración contiene varias propuestas del Secretario General sobre el seguro de salud después de la separación del servicio. El Grupo ha analizado cuidadosamente los comentarios y recomendaciones de la Comisión Consultiva.

5. En esencia, el Secretario General propone otras siete recomendaciones relativas a las ocho recomendaciones anteriores preparadas por el Grupo de Trabajo sobre el seguro de enfermedad después de la separación del servicio, que fueron endosadas por la Asamblea General en su resolución 70/248B.

6. Sobre la base de estas siete recomendaciones, se propone financiar íntegramente un seguro de enfermedad después de la separación del servicio, recientemente constituido con respecto al personal contratado a partir del 1 de enero de 2020, manteniendo al mismo tiempo el enfoque de pago progresivo del pasivo existente.

7. El Grupo estará interesado en recibir información detallada, entre otros, sobre los beneficios de la coexistencia del actual enfoque de pago progresivo con la nueva propuesta de financiación del seguro médico después de la separación del servicio.

8. El Secretario General también propone dejar de considerar la posibilidad de prorrogar el mandato de la Caja Común de Pensiones del Personal de las Naciones Unidas (CCPPNU) a los beneficios del seguro médico después de la separación del servicio.

9. En relación con esta propuesta, el Grupo recuerda que, en su resolución 68/244, la Asamblea General pidió al Secretario General que propusiera opciones para incluir en el mandato de la CCPPNU la administración de las prestaciones de ASHI, teniendo en cuenta que la financiación de esta última es un tema de preocupación en todo el Sistema de Naciones Unidas.

10. En este contexto, el Grupo desearía recibir más información sobre las razones por las cuales las opciones mencionadas ya no pueden ser exploradas.

11. El Grupo también examinará las demás propuestas del Secretario General sobre sus propios méritos.

12. En los próximos años, un número considerable de funcionarios de las Naciones Unidas procederán a la jubilación y, por lo tanto, sería importante tener en cuenta sus intereses fundamentales en la consideración de la ASHI.

13. En conclusión, el Grupo de los 77 y China desean asegurarles nuestra participación constructiva en la negociación de este importante punto del orden del día.
