Madame Chair,

1. I have the honor to speak on behalf of the Group of 77 and China on agenda item 134: Programme budget for the biennium 2016-2017 - Standards of accommodation for air travel.

2. The Group would like to thank Mr. Stephen Cutts, Assistant Secretary-General, Office of Central Support Services, for introducing the report of the Secretary-General on standards of accommodation for air travel. We also thank Mr. Carlos Ruiz Massieu, Chair of the Advisory Committee on Administrative and Budgetary Questions (ACABQ), for introducing the related report of the Committee.

3. The Group attaches great importance to the effective and efficient utilization of resources for air travel in the United Nations. In this regard, the General Assembly, in its resolutions 67/254 A and 69/271 A, endorsed substative changes in the standards of accommodation of air travel in the United Nations.

4. The Group has carefully studied the Secretary-General's report. We welcome the efforts taken by the Secretary-General to improve the information provided to Member States, so that we can have a better understanding of the resources being utilized for air travel.

5. Let me highlight four issues.

6. First, the Group concurs with the recommendations of the ACABQ on the issue of First Class travel. Today's Business Class is now functionally equivalent to yesterday's First Class. First Class sections have also been eliminated by many airlines. It is therefore time to have a review of the Organization's policy on entitlements to First Class travel.

7. Second, on the issue of frequent flyer miles, the Group understands the challenges faced in implementing a FFM program at the corporate level. We would not insist on having such an uneconomical program when the report of the Secretary-General clearly states that the costs of managing such a program more than outweigh any associated benefits, and would require the deployment of significant additional resources.

8. Third, the report of the Secretary-General appears to attribute the spike in exceptions authorized by the Secretary-General to changes endorsed by the General Assembly on the standards of accommodation for air travel. The Group notes this point with concern, and will seek specific clarification on the issue of travel for members of organs and subsidiary organs, committees, councils, and commissions of the United Nations, and why such travel has been treated as exceptions, when paragraph 20 of resolution 67/254 A clearly mandates stipulated standards of accommodation for air travel.

9. Four, the Group notes with concern the low compliance rate with the advance purchase policy directive. We agree with the ACABQ that the Secretariat should be encouraged to make stronger efforts in this regard.

The Group reiterates that any policy changes or new formulations in the area of standards of accommodation for air travel, like other management and financial issues, continue to remain the exclusive prerogative of the Fifth Committee and the General Assembly. To this end, we reiterate our readiness to engage constructively in the upcoming discussions, with the aim of concluding this agenda item in a timely fashion.

DECLARACIÓN A NOMBRE DEL GRUPO DE LOS 77 Y CHINA, POR EL SEGUNDO SECRETARIO JONATHAN VIERA, MISIÓN PERMANENTE DE ECUADOR ANTE NACIONES UNIDAS, SOBRE EL TEMA DE LA AGENDA 134: PRESUPUESTO POR PROGRAMAS PARA EL BIENIO 2016-2017: CONDICIONES DE VIAJE POR VÍA AÉREA, EN LA PRIMERA PARTE DE LA 71VA SESIÓN RESUMIDA DEL QUINTO COMITÉ DE LA ASAMBLEA GENERAL DE LAS NACIONES UNIDAS (Nueva York, 10 de marzo de 2017)

1. Tengo el honor de hablar en nombre del Grupo de los 77 y China sobre el tema 134 del programa: Presupuesto por Programas para el Bienio 2016-2017 - Condiciones de Viaje por Vía Aérea.

2. El Grupo desea agradecer al Sr. Stephen Cutts, Subsecretario General, Oficina de Servicios Centrales de Apoyo, por presentar el informe del Secretario General sobre las Condiciones de Viaje por Vía Aérea. Quisiéramos también dar las gracias al Sr. Carlos Ruiz Massieu, Presidente de la Comisión Consultiva en Asuntos Administrativos y de Presupuesto (CCAAP, ACABQ, por sus siglas en inglés), por haber presentado el correspondiente informe de la Comisión.

3. El Grupo concede gran importancia a la utilización eficaz y eficiente de los recursos para los viajes aéreos en las Naciones Unidas. Al respecto, la Asamblea General, en sus resoluciones 67/254 A y 69/271 A, adoptó cambios substantivos en las Condiciones de Viaje por Vía Aérea en las Naciones Unidas.

4. El Grupo ha estudiado detenidamente el informe del Secretario General. El Grupo acoge con beneplácito los esfuerzos realizados por el Secretario General para mejorar la información facilitada a los Estados Miembros para un mejor entendimiento de los recursos que se utilizan viajes por vía aérea.

5. Permítame destacar cuatro aspectos.

6. En primer lugar, el Grupo desea expresar su conformidad con las recomendaciones de la Comisión Consultiva sobre la cuestión de los viajes de Primera Clase. Hoy en día, la Clase Ejecutiva es ahora funcionalmente equivalente a la Primera Clase del pasado y las secciones de Primera Clase han sido eliminadas por muchas aerolíneas. Por lo tanto, el Grupo considera que es oportuno revisar la política de la Organización en materia de los viajes en Primera Clase.

7. En segundo lugar, sobre la gestión de las millas de viajero frecuente, el Grupo entiende los desafíos que enfrenta la Secretaría cuando se trata de implementar un programa de gestión a nivel corporativo. No insistiremos en tener un programa tan poco económico cuando el informe del Secretario General indica claramente que los costos de la gestión de dicho programa superan con creces los beneficios asociados y requerirían el despliegue de recursos adicionales significativos.

8. En tercer lugar, el informe del Secretario General parece atribuir el aumento de las excepciones autorizadas por el Secretario General a los cambios aprobados por la Asamblea General sobre las condiciones de viaje por vía aérea. El Grupo toma nota de este punto con preocupación y, específicamente, buscaremos aclaraciones específicas sobre la cuestión de los viajes de los miembros de los órganos y órganos subsidiarios, comités, consejos y comisiones de las Naciones Unidas y por qué se han tratado tales viajes como excepciones, cuando el párrafo 20 de la resolución 67/254 A asigna como mandato de manera clara las normas estipuladas de las condiciones de viaje por vía aérea.

9. Cuarto, el Grupo nota con preocupación el bajo grado de cumplimiento de la Directiva relativa a la política de compra anticipada. Coincidimos la Comisión Consultiva en que la Secretaría debería hacer mayores esfuerzos en este sentido.

10. El Grupo también desea reiterar que los cambios de política o las nuevas formulaciones en el ámbito de las normas de las condiciones de viaje por vía aérea, al igual que otras cuestiones de gestión y financieras, siguen siendo competencia exclusiva de la Quinta Comisión y de la Asamblea General Asamblea. En conclusión, el Grupo del G-77 y China desea reiterar de que estamos dispuestos a participar de manera constructiva en los próximos debates con el fin de concluir este punto del orden del día de manera oportuna.
