Theme: "The effects of climate change on oceans"

I have the honour to deliver this statement on behalf of the Group of 77 and China.

At the outset, please allow me to extend our congratulations for your appointment as Co-chairs of the eighteenth meeting of the United Nations Open-ended Informal Consultative Process on Oceans and the Law of the Sea (or Informal Consultative Process) on the theme "The effects of climate change on oceans". The Group underscores the need to continue to strengthen and improve the effectiveness of the Informal Consultative Process as a unique forum for comprehensive discussions on issues related to oceans and the law of the sea, therefore we are confident that the Informal Consultative Process, under your able leadership, can fulfill its mandate and render an outcome that gives further evidence of its effectiveness and utility. In this regard, the Group expresses its wish that the final report of the Co-Chairs can be taken into account in the relevant partnership dialogue of the UN Conference to Support the Implementation of SDG14.

The Group of 77 and China reiterates the relevance and priority it attaches to climate change and its intrinsic linkage to sustainable development. The goals and targets under the 2030 Agenda for Sustainable Development will be more difficult to achieve if we continue to be faced with negative impacts due to climate change.

I would like to express my appreciation on behalf of the Group for the documents provided for discussion and also support the call by the Co-chairs that the nomination process for the panelists be initiated as soon as possible, taking into account the proposed areas of concentration for the discussion panel.

Finally, I would like to reiterate that the Group of 77 and China stands ready to support you and constructively engage in this process.

DECLARACIÓN EN NOMBRE DEL GRUPO DE LOS 77 Y CHINA EN LA REUNIÓN PREPARATORIA DE LA DECIMOCTAVA REUNIÓN DEL PROCESO ABIERTO DE CONSULTAS OFICIOSAS DE LAS NACIONES UNIDAS SOBRE LOS OCÉANOS Y EL DERECHO DEL MAR (Nueva York, 13 de marzo de 2017)

Tema: "Efectos del cambio climático en los océanos"

Señores Copresidentes,

Tengo a honra pronunciar esta intervención en nombre del Grupo de los 77 y China.

En primer lugar, mis felicitaciones distinguidos Representantes Permanentes de Perú, Embajador Gustavo Mesa Cuadra, y de Chipre, Embajador Kornelios Korneliou, por vuestro nombramiento como Copresidentes de la Decimoctava Reunión del Proceso Abierto de Consultas Oficiosas de las Naciones Unidas sobre los Océanos y el Derecho del Mar (o Proceso Abierto de Consultas) sobre el tema "Efectos del cambio climático en los océanos". El Grupo subraya la necesidad de seguir fortaleciendo y mejorando la eficacia del Proceso Abierto de Consultas como único foro de amplia discusión sobre cuestiones relacionadas con los océanos y el derecho del mar, por lo que confiamos en que el Proceso Abierto de Consultas, bajo su liderazgo, cumplirá con su mandato cuyos resultados serán evidencia de su eficacia y utilidad. El Grupo expresa su deseo de que el informe final de este proceso pueda tenerse en cuenta para el respectivo diálogo sobre las alianzas de la Conferencia de las Naciones Unidas para apoyar la consecución del Objetivo de Desarrollo Sostenible 14.

El Grupo de los 77 y China reitera la importancia y prioridad que atribuye al cambio climático y su vinculación intrínseca con el desarrollo sostenible. Las metas y objetivos de la Agenda 2030 para el Desarrollo Sostenible serán más difíciles de lograr si seguimos enfrentando impactos negativos debido al cambio climático.

Señores Copresidentes,

Quisiera expresar mi agradecimiento en nombre del Grupo por los documentos que presentados para el debate. Apoyamos la petición de iniciar lo antes posible el proceso de presentación de candidaturas para panelistas teniendo en cuenta las áreas de concentración propuestas para los paneles de discusión.

Reitero nuestro apoyo y deseo de participar de manera constructiva durante este proceso.
