Distinguished Co-Facilitators,

I have the honor to deliver this statement on behalf of the Group of 77 and China.

First of all, the appreciation on behalf of the Group for convening this second consultation session aimed at enhancing synergies and coherence between the work of the General Assembly and the 2030 Agenda for Sustainable Development.

Regarding with the note circulated on March 24th and the questions proposed by the co-facilitators, the Group would like to express the following remarks:

We believe that joint committee meetings and joint Bureau meetings could be useful to enhance coordination within the United Nations; while not being a substitute of the deliberations held by each Committee and their respective perspectives. Reports of the Secretary General, rapporteurs, and bureaus could be also useful in this process. However, the joint reports of the Secretary General must be reviewed carefully, since each subject can be analyzed differently in accordance to its specific approach.

The mapping exercise in 2016 lead to important advances in identifying gaps with the 2030 Agenda. The content of this analysis should serve as an input for the currently undergoing process. Duplication does not necessarily mean repetition; overlaps should be studied in a case by case basis, taking into consideration specific mandates and perspectives.

Distinguished Co-Facilitators,

We believe that mandates lead to accomplish results, and that both concepts do not oppose. We should have a broad view of what we want while taking concreate actions to achieve quantifiable results.

The implementation of the 2030 Agenda is the most relevant issue for developing countries. By 2019 it will be four years since the adoption of the 17 Sustainable Development Goals. At that time the latest, we should conclude and have fully integrated the alignment process. However, we should leave no one behind and work together to reach consensus, premises that should not be bound by deadlines.

Finally, the mandates of the General Assembly and the ECOSOC are defined. If they are respected the consistency of their work with resolution 70/299 will be assured.

Distinguish Co-facilitators,

The Group believes that this constructive process should be inclusive, taking into consideration the view of the universal membership of the United Nations, safeguarding the rights of all States. In the same regard, this consultation process should take into account the perspectives of all Committees of the General Assembly.

The G77 and China reaffirm its full support in this process.

Distinguidos Co-Facilitadores:

Tengo a honra pronunciar esta intervención en nombre del Grupo de los 77 y China.

En primer lugar, el agradecimiento en nombre del Grupo por la convocatoria a esta segunda sesión de consultas encaminada a mejorar las sinergias y la coherencia entre la labor de la Asamblea General y la Agenda 2030 para el Desarrollo Sostenible.

Con relación a la nota distribuida el 24 de marzo y a las preguntas propuestas por los co-facilitadores, el Grupo desea realizar los siguientes comentarios:

Consideramos que las reuniones conjuntas de las Comisiones y las reuniones conjuntas del Bureau pueden ser útiles para mejorar la coordinación dentro de las Naciones Unidas, sin ser por supuesto sustitutos de las deliberaciones de cada Comisión y sus respectivas perspectivas. Los informes del Secretario General, de los relatores, y de los bureaus, también pueden ser útiles en este proceso. Sin embargo, informes conjuntos del Secretario General deben ser revisados cuidadosamente, ya que cada tema puede ser analizado de manera diferente de acuerdo con su enfoque específico.

El ejercicio de mapeo realizado en 2016 condujo a importantes avances en la identificación de brechas con la Agenda 2030. El contenido de dicho análisis debe servir de insumo para el proceso en curso. Duplicación no significa necesariamente repetición; la sobreposición de temas deberían estudiarse caso por caso, teniendo en cuenta mandatos y perspectivas específicos.

Distinguidos Co-Facilitadores,

Creemos que los mandatos están dirigidos a lograr resultados, y que ambos conceptos no son contradictorios. Debemos tener una visión amplia de lo que queremos al tiempo de tomar acciones concretas para lograr resultados cuantificables.

La implementación de la Agenda 2030 es el tema más importante para los países en desarrollo. En el 2019 se cumplirán cuatro años desde la adopción de los 17 Objetivos de Desarrollo Sostenible. Hasta ese momento a más tardar, debemos concluir e integrar plenamente el proceso de alineación. Sin embargo, no debemos dejar a nadie atrás y trabajar juntos para lograr consensos, premisas que no deben estar sujetas a plazos.

Finalmente, los mandatos de la Asamblea General y del ECOSOC están definidos. Si se los respetan, se garantizará la coherencia de su labor con la resolución 70/299.

Distinguidos Co-Facilitadores,

El Grupo considera que este proceso constructivo debe ser incluyente, teniendo en cuenta la visión de la membresía universal de las Naciones Unidas, salvaguardando los derechos de todos los Estados. Asimismo, este proceso de consulta debería tomar en cuenta las perspectivas de todos los Comités de la Asamblea General.

El G77 y China reafirma su pleno apoyo a este proceso.
