Madam Chair,

1. I have the honour to speak on behalf of the Group of 77 and China. We would first like to thank the Controller, Ms. Bettina Tucci Bartsiotas, and the Chair of the Advisory Committee on Administrative and Budgetary Questions, Mr. Carlos Ruiz Massieu, for introducing the respective reports of the Secretary-General and the ACABQ.

2. The Group of 77 and China takes this opportunity to once again stress that all Member States should fulfill their financial obligations as set out in the Charter of the United Nations on time, in full, and without conditions. We urge all Member States to make every possible effort to ensure payment of their assessed contributions in full. Member States that are in arrears in their payments of assessed contributions to closed peacekeeping missions should pay those contributions expeditiously.

3. Over the years, the Group has repeatedly expressed its concern at the cash deficit situation in several closed peacekeeping missions, owing to the continued non-payment of arrears by some Member States. We reiterate those concerns now.

4. The Group of 77 and China is also very concerned with the cross-borrowing from closed missions and wishes to recall that in its resolution 65/293, the General Assembly requested the Secretary-General to submit concrete proposals and alternatives to address the issue of outstanding dues to Members States from closed peacekeeping operations that are faced with cash deficit. In the session ahead of us, the Group stands ready to explore options to achieve a fair solution to this longstanding problem. We hope to reach agreement on a resolution on closed peacekeeping missions that provides a sustainable solution to the issue of claims payable to Member States, particularly troop and police contributing countries, from closed peacekeeping operation budgets.

5. The Group will engage actively and constructively in the coming deliberations on this important issue. We look forward to all delegations doing the same.

LOURDES PEREIRA SOTOMAYOR, PRIMER SECRETARIO DE LA MISIÓN PERMANENTE DEL ECUADOR EN LAS NACIONES UNIDAS, SOBRE EL TEMA 149 DEL PROGRAMA: ASPECTOS ADMINISTRATIVOS Y PRESUPUESTARIOS DE LA FINANCIACIÓN DE LAS OPERACIONES DE MANTENIMIENTO DE LA PAZ DE LAS NACIONES UNIDAS - MISIONES DE MANTENIMIENTO DE LA PAZ TERMINADAS, EN LA SEGUNDA PARTE DEL REUNIÓN DEL SÉPTUAGESINO PRIMER PERÍODO DE SESIONES DEL QUINTA COMISIÓN DE LA ASAMBLEA GENERAL (Nueva York, 1 de mayo de 2017)

Señora Presidenta,

1. Tengo el honor de hablar en nombre del Grupo de los 77 y China. En primer lugar, queremos agradecer a la Contralora, Sra. Bettina Tucci Bartsiostas, y al Presidente de la Comisión Consultiva en Asuntos Administrativos y de Presupuesto, Sr. Carlos Ruiz Massieu, la presentación de los respectivos informes del Secretario General y de la Comisión Consultiva (ACABQ)

2. El Grupo de los 77 y China aprovecha esta oportunidad para subrayar una vez más que todos los Estados Miembros deben cumplir las obligaciones financieras establecidas en la Carta de las Naciones Unidas a tiempo, en su totalidad y sin condiciones. Instamos a todos los Estados Miembros a que hagan todo lo posible por garantizar el pago íntegro de sus cuotas. Confiamos que los Estados Miembros que estén atrasados en el pago de las cuotas asignadas a las misiones de mantenimiento de la paz concluidas paguen esas contribuciones con celeridad.

3. A lo largo de los años, el Grupo ha expresado reiteradamente su preocupación por la situación de déficit de efectivo en varias misiones de mantenimiento de la paz concluídas, debido al impago permanente de los atrasos por parte de algunos Estados Miembros. Insistimos en éstas preocupaciones ahora.

4. El Grupo de los 77 y China está también muy preocupado por los préstamos cruzados de misiones concluidas y desea recordar que en su resolución 65/293 la Asamblea General pidió al Secretario General que presentara propuestas concretas y alternativas para abordar la cuestión de las cuotas pendientes por los Estados Miembros a las operaciones de mantenimiento de la paz terminadas, que se enfrentan con déficit de efectivo. En la sesión por delante, el Grupo está listo para explorar opciones para lograr una solución justa a este problema de larga data. Esperamos llegar a un acuerdo sobre una resolución sobre misiones cerradas de mantenimiento de la paz que proporcione una solución sostenible a la cuestión de las reclamaciones pagaderas a los Estados Miembros, en particular a los países que aportan contingentes y fuerzas de policía de las misiones de mantenimiento de la paz terminadas.

5. El Grupo participará activa y constructivamente en las próximas deliberaciones sobre esta importante cuestión. Esperamos que todas las delegaciones hagan lo mismo.
