Madam Chair,

1. I have the honor to speak on behalf of the G77 and China on the Regional Service Center Entebbe during the second resumed part of the seventy-first session of the General Assembly.

2. At the outset, the Group would like to thank Ms. Bettina Tucci Bartsiotas, Assistant-Secretary General, Controller, as well as Mr. Carlos Ruiz Massieu, Chair of the Advisory Committee, for introducing the respective reports of the Secretary-General and the ACABQ.

Madam Chair,

3. The Group recalls that the Regional Service Centre at Entebbe was established in July 2010, following the adoption by the General Assembly of its resolution 64/269, as a shared service center for missions in the region under the global field support strategy.

4. The Assembly, in paragraph 62 of its resolution 69/307, decided to give the Centre operational and managerial independence and requested the Secretary-General to submit a budget proposal which the committee will consider in this period.

5. As stated in the third annual progress report of the Secretary-General on the implementation of the global field support strategy (A/67/633), the RSCE was formed to create synergies and economies of scale to deliver better and more timely support and reduce or eliminate waste, duplication and bottlenecks in logistical, administrative and financial support services.

6. The Group so far welcomes the work done by the center in supporting 7 Peacekeeping Missions, 6 Special Political Missions and the United Nations Office to the African Union (UNOAU).

7. The Group welcomes the addition of MINURSO to the RSCE as well as other Peacekeeping Missions in the region.

8. The G-77 and China welcomes the proposed restructuring of the Regional Service Centre across cross-functional service lines to take full advantage of the functionalities of Umoja, and looks forward to learning about the advantages this would provide in supporting Peacekeeping Missions in the region.

9. The Group looks forward to hearing from the Secretariat regarding the proposed staffing structure, which also involves reassignment of posts during the informal meeting.

10. Taking note that over 60% of the Peacekeeping Missions in the world are in Africa, it is important for the Missions to receive support from a hub that is within the same time zone.

11. In the same way, taking into account the number of missions on the African continent and the number of civilian personnel in the Peacekeeping Missions, it is very important that trainings are also done in the region. We therefore welcome the services provided by the Regional Training and Conference Centre for providing a hub for a wide variety of meetings and events for United Nations field missions in the region, for staff from United Nations Headquarters and other United Nations entities, the Regional Training and Conference Centre should be managed under the administration of the Regional Service Centre.

12. The Group also takes note of the low cost implications of hosting a support center for Missions in Africa and encourages the Secretariat to fully take advantage of this at a time when we are asking it to do more with less.

13. The Group takes note of the importance of the governance structure of the Regional Service Center in Entebbe in ensuring the smooth functioning of its work and will be interested in understanding the roles of both the board and Steering Committee especially because the center was granted managerial independence.

14. The Group will also follow closely the support component for all Peacekeeping Missions to ensure maximum efficiencies and accountability especially for the administrative and back office functions.
15. In conclusion, the Group wishes to assure you of its readiness to engage constructively on this agenda item.

DECLARACIÓN EN NOMBRE DEL GRUPO DE LOS 77 Y CHINA POR MS. LOURDES PEREIRA SOTOMAYOR, PRIMER SECRETARIO DE LA MISIÓN PERMANENTE DE LA REPÚBLICA DEL ECUADOR EN LAS NACIONES UNIDAS, SOBRE EL CENTRO REGIONAL DE SERVICIOS DE ENTEBBE, EN LA SEGUNDA REUNIÓN REANUDADA DEL SEPTIMO PRIMER PERÍODO DE SESIONES DE LA ASAMBLEA GENERAL - QUINTA COMISIÓN. (Nueva York, 3 de mayo de 2017)

Señora Presidenta,

1. Tengo el honor de emitir esta declaración en nombre del Grupo de los 77 y China sobre el Centro Regional de Servicios Entebbe durante la segunda parte reanudada del 71º período de sesiones de la Asamblea General.

2. Para iniciar, el Grupo desea agradecer la presentación de los informes del Secretario General a la Sra. Bettina Tucci Bartsiotas, Subsecretaria General y Contralora, y de la Comisión Consultiva a su Presidente, el Sr. Carlos Ruiz Massieu.

3. El Grupo recuerda que el Centro Regional de Servicios de Entebbe fue creado en julio de 2010, tras la aprobación por la Asamblea General de su resolución 64/269, como centro de servicios compartidos para las misiones de la región en el marco de la estrategia global de apoyo a las actividades sobre el terreno.

4. La Asamblea, en el párrafo 62 de su resolución 69/307, decidió otorgar al Centro la independencia operativa y de gestión y pidió al Secretario General que presentara una propuesta de presupuesto que la comisión examinará en este período.

5. Como se indica en el tercer informe anual del Secretario General sobre la aplicación de la estrategia global de apoyo a las actividades sobre el terreno (A / 67/633), el Centro Regional de Servicios de Entebbe se creó además para crear sinergias y economías de escala para prestar un mejor y más oportuno apoyo y reducir o eliminar los desperdicios, la duplicación y los cuellos de botella en los servicios de apoyo logístico, administrativo y financiero.

6. Hasta la fecha, el Grupo acoge con beneplácito la labor realizada por el Centro en apoyo de 7 Misiones de Mantenimiento de la Paz, 6 Misiones Políticas Especiales y la Oficina de las Naciones Unidas ante la Unión Africana (UNOAU).

7. El Grupo celebra la incorporación de la MINURSO a la RSCE, así como de otras misiones de mantenimiento de la paz de la región.

8. El G-77 y China se congratulan por la propuesta de reestructuración del Centro Regional de Servicios a través de líneas de servicios multifuncionales para aprovechar al máximo las funcionalidades de Umoja y esperan conocer las ventajas que esto ofrecería para apoyar las misiones de mantenimiento de paz en la región.

9. El Grupo espera recibir noticias de la Secretaría sobre la estructura de personal propuesta, que también implica la reasignación de puestos durante la reunión oficiosa.

10. Tomando en cuenta de que más del 60% de las misiones de mantenimiento de la paz en el mundo están en África, es importante que las misiones reciban apoyo de un centro que se encuentre dentro del mismo huso horario.

11. De la misma manera, teniendo en cuenta el número de misiones en el continente africano y el número de personal civil en las Misiones de Mantenimiento de la Paz, es muy importante que también se realicen capacitaciones en la región. Por lo tanto, acogemos con beneplácito los servicios prestados por el Centro Regional de Capacitación y Conferencias para proporcionar un centro para una amplia variedad de reuniones y eventos para las misiones de las Naciones Unidas sobre el terreno en la región, para el personal de la Sede de las Naciones Unidas y otras entidades de las Naciones Unidas. Centro de Conferencias debe ser gestionado bajo la administración del Centro de Servicios Regionales.

12. El Grupo también toma nota de las repercusiones de la celebración de un centro de apoyo para las misiones en África de bajo costo y anima a la Secretaría a aprovechar plenamente esta situación en un momento en que le pedimos que haga más con menos.

13. El Grupo toma nota de la importancia de la estructura de gobierno del Centro Regional de Servicios en Entebbe para asegurar el buen funcionamiento de su trabajo y estará interesado en entender las funciones tanto del consejo como del Comité de Dirección.

14. El Grupo también seguirá de cerca el componente de apoyo para todas las misiones de mantenimiento de la paz a fin de garantizar la máxima eficiencia y rendición de cuentas, especialmente para las funciones administrativas y administrativas.

15. En conclusión, el Grupo desea asegurarle su disposición a participar constructivamente en este tema de la agenda.
