Madam Chair,

1. I have the honour to deliver this statement on behalf of the Group of 77 and China on agenda item 136: Improving the financial situation of the United Nations.

2. The Group wishes to thank Mr. Yukio Takasu, Under Secretary-General for Management for the presentation on the financial situation of the United Nations on 3 May 2016. The Group also expresses its appreciation to the Office of Contributions for the updated information on the status of assessments for Member States.

Madam Chair,

3. The presentation is a suitable opportunity to reflect on our collective efforts towards the continued financial health of the Organization. This overview of the financial situation of the United Nations is also a time to reaffirm our collective commitment to meeting our legal obligations towards bearing the expenses of the Organization. In particular, the Group of 77 and China reaffirms our strong support for the work of the Organization in implementing the 2030 Agenda for Sustainable Development, in accordance with paragraph 74 of that resolution.

4. The Group is encouraged that financial indicators for the Organization are generally sound and positive, although we note that certain areas need to be closely monitored over the rest of 2017. We are also pleased that unpaid assessments were lower for the regular budget and the tribunals at the end of 2016. Nevertheless, the Group remains concerned over the increase in unpaid assessments for peacekeeping operations.
 
Madam Chair,

5. Allow me to turn to specific issues. First, the Group express its appreciation to all Member States who have made real efforts to reduce their outstanding contributions. We trust that these efforts will continue, taking into consideration the major undertakings and mandates for this Session.

6. Second, the Group acknowledges the collective efforts of many Member States resulted in lower unpaid assessments in all categories compared to one year ago. The Group reiterates that the financial health of the Organization through the rest of this year depends on action by all Member States. The Group looks forward to action to support improvement in the financial position of the UN, although we also recognize that not all Member States have national financial cycles aligned with that of the United Nations.

7. Third, the Group notes that the level of outstanding payments to Member States, as it relates to troop costs and contingent owned equipment, is slightly lower than the end of 2016. The Group appreciates the efforts of the Secretariat towards progress in addressing outstanding payments to Member States. This is especially important because many troop contributing countries are also developing countries, and are not in a position to sustain their troop commitments and maintain equipment on their own for extended periods of time. This issue remains a major concern and priority for the Group, and we wish to continue seeing improvement in the timelines for this process. The Group urges the Organization to continue its utmost efforts to significantly reduce outstanding amounts during the course of this year.

8. Allow me to return to the subject of unpaid assessments. The Group reaffirms the legal obligations of Member States in accordance with the Charter of the United Nations to bear the expenses of this Organization. It is important that we safeguard the financial stability of this Organization in order for it to function effectively, and fully implement all its mandates and activities. In this regard, while the Group understands the situation of some Member States that are temporarily unable to meet their financial obligations, especially as a consequence of genuine economic difficulties, the Group urges all Member States to pay their assessed contributions in full, on time, and without conditions.

9. Particularly with regard to peacekeeping, the Group reiterates the importance of the United Nations' work in the maintenance of international peace and security. It is essential that we all live up to our financial obligations, to enable the effective and efficient delivery of these mandates. It is not enough to express support for this Organization with words; we must also do so in deeds. The Group remains concerned at efforts by some to create artificial justifications for non-payment of their assessed contributions, which not only affect mandate delivery, but undermines the established principles of governance of the United Nations on the basis of the sovereign equality of Member States.

10. The Group of 77 and China will continue to constructively participate in our collective efforts towards resolving the persistent financial difficulties of this Organization. We call for all to do the same.

Señora Presidenta,

1. Tengo el honor de presentar esta declaración en nombre del Grupo de los 77 y China sobre el tema 136 del programa: Mejora de la situación financiera de las Naciones Unidas.

2. El Grupo desea agradecer al Sr. Yukio Takasu, Subsecretario General Adjunto de Administración, por la presentación sobre la situación financiera de las Naciones Unidas el 3 de mayo de 2016. El Grupo también expresa su agradecimiento a la Oficina de Contribuciones por la información actualizada sobre la situación de los Estados miembros.

Señora Presidenta,

3. La presentación es una oportunidad adecuada para reflexionar sobre nuestros esfuerzos colectivos hacia una salud financiera continua de la Organización. Esta sinopsis general de la situación financiera de las Naciones Unidas es también un momento para reafirmar nuestro compromiso colectivo de cumplir con nuestras obligaciones legales para asumir los gastos de la Organización. En particular, el Grupo de los 77 y China reafirmamos nuestro firme apoyo a la labor de la Organización en la implementación de la Agenda 2030 para el Desarrollo Sostenible, de conformidad con el párrafo 74 de esa resolución.

4. Alienta al Grupo que los indicadores financieros para la Organización sean generalmente sólidos y positivos, aunque observamos que algunas áreas deben ser objeto de un estrecho seguimiento durante el resto de 2017. También nos complace que las cuotas no pagadas sean más bajas para el presupuesto ordinario y los tribunales a finales de 2016. Sin embargo, el Grupo sigue preocupado por el aumento de las cuotas pendientes de pago para las operaciones de mantenimiento de la paz.

5. Permítanme referirme a cuestiones concretas. En primer lugar, el Grupo expresa su agradecimiento a todos los Estados Miembros que han realizado esfuerzos reales para reducir sus contribuciones pendientes. Confiamos en que estos esfuerzos continúen, teniendo en cuenta los principales compromisos y mandatos para esta Sesión.

6. En segundo lugar, el Grupo reconoce que los esfuerzos colectivos de muchos Estados Miembros se tradujeron en un número menor de cuotas no pagadas en todas las categorías en comparación con las de hace un año. El Grupo reitera que la salud financiera de la Organización durante el resto de este año depende de la acción de todos los Estados Miembros. El Grupo espera que se adopten medidas para apoyar la mejora de la situación financiera de las Naciones Unidas, aunque también reconocemos que no todos los Estados miembros tienen ciclos financieros nacionales alineados con los de las Naciones Unidas.

7. En tercer lugar, el Grupo observa que el nivel de los pagos pendientes a los Estados Miembros, en relación con los costos de las tropas y el equipo de propiedad de los contingentes, es ligeramente inferior al de fines de 2016. El Grupo agradece los esfuerzos de la Secretaría para avanzar en el pago de los pagos pendientes Estados miembros. Esto es especialmente importante porque muchos países que aportan contingentes son también países en desarrollo y no están en condiciones de mantener sus compromisos de tropas y de mantener el equipo por sí mismos durante largos períodos de tiempo. Este tema sigue siendo una preocupación importante y una prioridad para el Grupo, y deseamos seguir viendo mejoras en los plazos para este proceso. El Grupo insta a la Organización a que continúe haciendo todo lo posible por reducir significativamente los saldos pendientes durante este año.

8. Permítanme volver al tema de las cuotas impagadas. El Grupo reafirma las obligación legal de los Estados Miembros, de conformidad con la Carta de las Naciones Unidas, de sufragar los gastos de esta Organización. Es importante salvaguardar la estabilidad financiera de esta Organización para que funcione eficazmente y aplique plenamente todos sus mandatos y actividades. A este respecto, si bien el Grupo entiende la situación de algunos Estados miembros que no pueden cumplir temporalmente sus obligaciones financieras, sobre todo como consecuencia de verdaderas dificultades económicas, el Grupo insta a todos los Estados Miembros a que paguen íntegra y puntualmente sus cuotas, y sin condiciones.

9. En particular con respecto al mantenimiento de la paz, el Grupo reitera la importancia de la labor de las Naciones Unidas en el mantenimiento de la paz y la seguridad internacionales. Es esencial que todos cumplamos con nuestras obligaciones financieras, para permitir la entrega efectiva y eficiente de estos mandatos. No basta expresar apoyo a esta Organización con palabras; también debemos hacerlo con hechos. El Grupo sigue preocupado por los intentos de algunos de crear justificaciones artificiales para el impago de sus cuotas, que no sólo afectan a la ejecución del mandato, sino que socava los principios establecidos de gobernanza de las Naciones Unidas sobre la base de la igualdad soberana de los Estados Miembros.

10. El Grupo de los 77 y China continuaremos participando de forma constructiva en nuestros esfuerzos colectivos para resolver las persistentes dificultades financieras de esta Organización. Pedimos a todos que hagan lo mismo.
