Madam Chair,

1. I have the honour to speak on behalf of the Group of 77 and China on agenda item 149: Administrative and budgetary aspects of the financing of the United Nations peacekeeping operations, specifically, on the support account for peacekeeping operations.

2. At the outset, the Group would like to thank Ms. Bettina Tucci Bartsiotas, Assistant Secretary-General and Controller; as well as Mr. Carlos Ruiz Massieu, Chair of the Advisory Committee on Administrative and Budgetary Questions, for introducing their respective reports.

Madam Chair,

3. The Group of 77 and China remains a staunch supporter of peacekeeping operations. The members of the Group of 77 and China contribute financially to the budgets of peacekeeping missions; are the largest troop and police contributors; and host most of the current active operations. As such, the Group believes that United Nations peacekeeping operations must be provided with adequate resources for backstopping, so as to enable them to effectively and efficiently discharge their increasingly complex mandates.

4. Over the last few years, the changing nature of peacekeeping operations has posed additional challenges for their support component. The Group recognizes that new requirements have been placed on personnel both in the field and back at the Headquarters and support structures. Even so, the Group of 77 and China reiterates that the level of the support account should broadly correspond to the size and complexity of peacekeeping operations on the ground.

5. The Group notes that the Secretary-General's proposal for 2017/2018 with respect to post and non-post resources is $312.7 million. This is an increase of $3 million from the resources approved for the 2016/17 period. The Group further notes that the Secretary-General's proposal for 2017/2018 will result in a net reduction of three posts and positions. During informal consultations, the Group will carefully analyze the Secretary-General's requests for new posts and financial resources, to ensure that they are indeed relevant to the support needs of UN staff, as well as troop and police contingents on the ground.

6. During our deliberations on this agenda item, the Group of 77 and China will closely scrutinize the Secretary-General's proposals for the establishment, abolishment, reclassification, reassignment, and redeployment of posts, towards the envisaged realignment of the capacity of the support account in areas such as force generation, environmental responsibility, medical support, safety of staff, human rights, democracy, governance and prevention of sexual exploitation and abuse, which are among the Group's priorities.

The Group of 77 and China concurs with the view of the Advisory Committee that the various reform initiatives undertaken in recent years by the Secretariat, such as the Global Field Support Strategy, the Umoja Enterprise Resource Planning System, and other supply chain management improvements have not had a discernible impact on the level of resources being requested under the support account. The rationale for the massive and continuing investment in these initiatives was medium to long-term efficiencies and economies of scale. We have yet to see these materialize. Of note the Group observes that the requirements for the Umoja enterprise resource planning project in the amount of $25 million represent a 48.8% increase compared with the provision for 2016/2017. The Group will also examine the proposed organisational restructuring of the Logistical Support Division during informal consultations.

8. Turning to the issue of representation, the Group continues to note with concern the lack of improvement in the broad representation of troop and police contributing countries within the peacekeeping support structure, both in the field and at Headquarters, and in particular, at senior levels. The Group recalls that the General Assembly has consistently requested the Secretary-General to make concrete efforts to improve this situation, especially in the Departments of Peacekeeping Operations and Field Support. In this regard, the Group will be seeking updates from the Secretariat on measures taken to improve TCC and PCC representation during our informal consultations.

9. In conclusion, the Group of 77 and China would like to reiterate our support for United Nations peacekeeping operations and adequate backstopping capabilities at Headquarters. The Group reassures you of its determination to engage constructively on this agenda item, with a view to providing peacekeeping operations with necessary and sufficient resources to effectively deliver their mandates.

LOURDES PEREIRA SOTOMAYOR, PRIMER SECRETARIO, MISION PERMANENTE DEL ECUADOR ANTES LAS NACIONES UNIDAS, SOBRE EL TEMA 149 DEL PROGRAMA: ASPECTOS ADMINISTRATIVOS Y PRESUPUESTARIOS DE LA FINANCIACIÓN DE LAS OPERACIONES DE MANTENIMIENTO DE LA PAZ DE LAS NACIONES UNIDAS, CUENTA DE APOYO A LAS OPERACIONES DE MANTENIMIENTO DE LA PAZ EN LA SEGUNDA SESION CONTINUADA DEL SEPTUAGÉSIMO PRIMER PERÍODO DE SESIONES DEL QUINTA COMISIÓN DE LA ASAMBLEA GENERAL (Nueva York, 11 de mayo de 2017)

Señora Presidenta,

1. Tengo el honor de hablar en nombre del Grupo de los 77 y China sobre el tema 149 del programa: Aspectos administrativos y presupuestarios de la financiación de las operaciones de las Naciones Unidas para el mantenimiento de la paz, en particular en la cuenta de apoyo para las operaciones de mantenimiento de la paz.

2. En primer lugar, el Grupo desea agradecer a la Sra. Bettina Tucci Bartsiotas, Subsecretaria General y Contralora; así como al Sr. Carlos Ruiz Massieu, Presidente de la Comisión Consultiva en Asuntos Administrativos y de Presupuesto, por presentar sus respectivos informes.

Señora Presidenta,

3. El Grupo de los 77 y China sigue siendo un firme partidario de las operaciones de mantenimiento de la paz. Los miembros del Grupo de los 77 y China contribuyen financieramente a los presupuestos de las misiones de mantenimiento de la paz; son los contribuyentes de mayores contingentes y fuerzas de policía; y alberga a la mayor parte de las actuales operaciones de mantenimiento de la paz activas. Por lo tanto, el Grupo considera que las operaciones de mantenimiento de la paz de las Naciones Unidas deben contar con los recursos adecuados para el respaldo, a fin de que puedan cumplir eficaz y eficientemente sus mandatos cada vez más complejos.

4. En los últimos años, la naturaleza cambiante de las operaciones de mantenimiento de la paz ha planteado problemas adicionales para su componente de apoyo. El Grupo reconoce que se han aplicado nuevos requisitos al personal, tanto en el terreno como en la sede y en las estructuras de apoyo. Aun así, el Grupo de los 77 y China reitera que el nivel de la cuenta de apoyo debería corresponder en términos generales al tamaño y la complejidad de las operaciones de mantenimiento de la paz sobre el terreno.

5. El Grupo observa que la propuesta del Secretario General para 2017/2018 respecto a los recursos relacionados con puestos y los recursos no relacionados con puestos es de 312,7 millones de dólares. Se trata de un aumento de 3 millones de dólares de los recursos aprobados para el período 2016/17. El Grupo observa además que la propuesta del Secretario General para 2017/2018 dará lugar a una reducción neta de tres puestos y posiciones. Durante las consultas oficiosas, el Grupo analizará cuidadosamente las solicitudes del Secretario General para nuevos puestos y recursos financieros, a fin de garantizar que sean pertinentes para las necesidades de apoyo del personal de las Naciones Unidas, así como de contingentes de tropas y de fuerzas de policía sobre el terreno.

6. Durante las deliberaciones sobre este tema del programa de trabajo, el Grupo de los 77 y China examinarán detenidamente las propuestas del Secretario General para el establecimiento, la supresión, la reclasificación, la reasignación y la redistribución de puestos, hacia la reestructuración prevista de la capacidad de la cuenta de apoyo en ámbitos como la generación de fuerza, la responsabilidad ambiental, el apoyo médico, la seguridad del personal, los derechos humanos, la democracia, la gobernanza y la prevención de la explotación y abusos sexuales, que figuran entre las prioridades del Grupo.

7. El Grupo de los 77 y China concuerda con la opinión de la Comisión Consultiva de que las diversas iniciativas de reforma emprendidas en los últimos años por la Secretaría, como la Estrategia Mundial de Apoyo a las Actividades de Campo, el Sistema de Planificación de Recursos Empresariales de Umoja y otras mejoras en la gestión de la cadena de suministro no han tenido un impacto perceptible en el nivel de recursos solicitados en la cuenta de apoyo. La justificación para la inversión masiva y continua en estas iniciativas fue eficiencia a mediano y largo plazo y economías de escala. Todavía tenemos que ver cómo se materializan. Cabe señalar que el Grupo observa que los requerimientos para el proyecto de planificación de recursos empresariales de Umoja por un monto de $ 25 millones representan un aumento de 48.8% en comparación con la provisión para 2016/2017. El Grupo también examinará la propuesta de reestructuración organizativa de la División de Apoyo Logístico durante las consultas oficiosas.

8. Respecto a la cuestión de la representación, el Grupo sigue observando con preocupación la falta de mejoras en la amplia representación de los países que aportan contingentes y fuerzas de policías dentro de la estructura de apoyo al mantenimiento de la paz, tanto sobre el terreno como en la Sede. El Grupo recuerda que la Asamblea General ha pedido sistemáticamente al Secretario General que haga esfuerzos concretos para mejorar esta situación, especialmente en los Departamentos de Operaciones de Mantenimiento de la Paz y Apoyo a las Actividades sobre el Terreno. A este respecto, el Grupo buscará información actualizada de la Secretaría sobre las medidas adoptadas para mejorar la representación de los países que aportan contingentes y los países que aportan fuerzas de policía durante nuestras consultas oficiosas.

9. En conclusión, el Grupo de los 77 y China desean reiterar nuestro apoyo a las operaciones de mantenimiento de la paz de las Naciones Unidas ya las capacidades adecuadas de apoyo en la Sede. El Grupo le asegura su determinación de comprometerse constructivamente en este tema del programa con miras a dotar a las operaciones de mantenimiento de la paz de los recursos necesarios y suficientes para cumplir eficazmente sus mandatos.
