Madam Chair,

1. I have the honor to speak on behalf of the Group of 77 and China on agenda item 149: Administrative and budgetary aspects of the financing of the United Nations peacekeeping operations - United Nations Logistics Base.

2. The Group would like to thank Ms. Maria Costa, Director, Peacekeeping Financing Division, Programme Planning, Budget and Accounts, and Ms. Heidi Mendoza, Under-Secretary-General for Internal Oversight Services, for introducing the various reports on this agenda item. The Group also thanks Mr. Carlos Ruiz Massieu, Chair of the Advisory Committee on the Administrative and Budgetary Questions (ACABQ) for introducing the related report of the Advisory Committee.

Madame Chair,

3. At the outset, the Group of 77 and China takes note of the reprofiling of the Logistics Base to the Global Service Centre which will comprise the United Nations Logistics Base at Brindisi and the United Nations facility in Valencia as a unified entity, designed as part of efforts of the Secretariat to improve the effectiveness and efficiency of the Logistics Base in supporting peacekeeping missions to better deliver their mandates.

4. In line with improving the functioning of UN logistics services in general and the Logistics Base in particular, the Group would wish raise the following points:

i. The Group, just like the Advisory committee, is concerned about the inconsistent recording of expenditures in budgeting and accounting, which has made it difficult to properly assess budget implementation and make comparisons over time. Underexpenditure in budget classes has also been noted as well as the use of available funds for unbudgeted purposes.

ii. The Group takes note of the Board's recommendation regarding the need for establishment of procedures to support and monitor the missions' preparation of acquisition plans and the evaluation and analysis of mission requirements, the development of a global acquisition plan and of a procurement strategy and will look forward to getting more information on the current arrangements in place from the Secretary-General.

iii. The Group recalls General Assembly resolution 69/309 as well as paragraph 5 of its resolution 67/288 and therefore reiterates the request to the Secretary-General to present a comprehensive study regarding the deployment of the Global Service Centre in two locations. In this respect, the Group also takes note of the comments by the Advisory Committee, regarding the information on the revised study and the two business cases as provided by Secretary General and will seek for more information about the study to understand the implication of deploying the Service Centre in two locations. In the same regard, the Group expects to receive a breakdown of the detailed staffing in both the Brindisi and Valencia locations.

5. The Group will further be interested in getting more information in relation to the Service for Geospatial, Information and Telecommunications Technologies and its client missions, including the resource requirements at the client missions, the status of outputs, the utilization of such outputs and the impact of the Service on mandate delivery.

6. The Group welcomes the restructuring of UNLB's Supply Chain Service with the supply chain structures of the Logistics Support Division of the Department of Field Support and those of peacekeeping and looks forward to understanding the efficiencies to be gained from this initiative during the informal meeting.

7. The G77 and China wishes to recall the report of the Advisory Committee on cross- cutting issues related to peacekeeping operations in which the Secretary-General was requested to clarify the respective roles and responsibilities of different entities involved in air operations management for field missions (A/70/742), including clarifying the roles of the Strategic Air Operations Centre, the Transportation and Movements Integrated Control Centre, which is part of the Regional Service Centre at Entebbe, Uganda, and the Air Transport Section within the Logistics Support Division of the Department of Field Support at Headquarters. The Group looks forward to obtaining updates in this regard.

8. Recalling General Assembly resolution 70/288, the Group further wishes to welcome the report and recommendations of the OIOS regarding the Strategic Deployment Stocks and will be interested in receiving updates from the Secretariat in this regard.

9. By resolution 69/307, the General Assembly requested the Secretary-General to develop scalability models to inform the resource requirements for the support account for peacekeeping operations, UNLB and the Regional Service Centre in Entebbe. The Advisory Committee notes the continued absence of a comprehensive scalability model for UNLB. The Group therefore looks forward to hearing the progress made in this regard.

10. The Group continues to support the use and development of in-house capacity as opposed to hiring external consultancies especially where such capacities already exist within the Secretariat's mandate.

Señora Presidenta,

1. Tengo el honor de hablar en nombre del Grupo de los 77 y China sobre el tema 149 del programa: Aspectos administrativos y presupuestarios de la financiación de las operaciones de las Naciones Unidas para el mantenimiento de la paz - Base Logística de las Naciones Unidas en Brindisi.

2. El Grupo agradece a las Señoras Maria Costa, Directora de la División de Financiación de Operaciones de Mantenimiento de la Paz en la Oficina de Planificación de Programas, Presupuesto y Contabilidad, y Heidi Mendoza, Secretaria General Adjunta de Servicios de Supervisión Interna, por la presentación de los diversos informes sobre este programa. El Grupo también agradece al Sr. Carlos Ruiz Massieu, Presidente de la Comisión Consultiva en Asuntos Administrativos y de Presupuesto, por la presentación del informe respectivo de la Comisión Consultiva.

Señora Presidenta,

3. En principio, el Grupo de los 77 y China toma nota de la reconfiguración de la Base Logística como Centro Mundial de Servicios que funciona como entidad unificada que comprende la Base Logística de las Naciones Unidas en Brindisi y la instalación de las Naciones Unidas en Valencia, como parte de los esfuerzos de la Secretaría para mejorar la eficacia y la eficiencia de la Base Logística en el apoyo a las misiones de mantenimiento de la paz para cumplir mejor sus mandatos.

4. En consonancia con la mejora del funcionamiento de los servicios logísticos de las Naciones Unidas en general y de la Base Logística en particular, el Grupo desearía plantear los siguientes puntos:

i. El Grupo, al igual que el Comité Asesor, está preocupado por el registro inconsistente de los gastos en la presupuestación y la contabilidad, lo que ha dificultado la correcta evaluación de la ejecución presupuestaria y efectuar comparaciones a lo largo del tiempo. También por la subutilización en algunas clases presupuestarias, así como el uso de fondos disponibles para actividades y propósitos no presupuestados.

ii. El Grupo toma nota de la recomendación de la Junta de Auditores acerca de la necesidad de establecer procedimientos para apoyar y supervisar la preparación de las misiones de planes de adquisición, la evaluación y el análisis de los requisitos de la misiones, el desarrollo de un plan global de adquisición y de una estrategia de adquisición y espera con interés obtener más información sobre los arreglos establecidos por el Secretario General para su implementación.

iii. El Grupo recuerda la resolución 69/309 de la Asamblea General así como el párrafo 5 de su resolución 67/288, que reiteraba la petición al Secretario General de que presente un estudio amplio sobre el despliegue del Centro Global de Servicios en dos lugares. Al respecto, el Grupo también toma nota de los comentarios de la Comisión Consultiva en relación con la información sobre el estudio revisado y los dos casos comerciales presentados por el Secretario General y buscará más información sobre el estudio para entender las implicaciones de desplegar el Centro de Servicio en dos lugares. En el mismo sentido, el Grupo espera recibir un desglose del personal detallado tanto en las localidades de Brindisi como de Valencia.

El Grupo también está interesado en obtener más información en relación con el Servicio de Tecnologías Geoespaciales, Informáticas y de Telecomunicaciones y sus misiones clientes, incluidas las necesidades de recursos en las misiones clientes, el estado de los productos, la utilización de dichos productos y el impacto del Servicio en el cumplimiento del mandato.

6. El Grupo acoge con beneplácito la reestructuración del Servicio de la Cadena de Suministro de la BLNU con las estructuras de la cadena de suministro de la División de Apoyo Logístico del Departamento de Apoyo a las Actividades sobre el Terreno y los de las operaciones de mantenimiento de la paz y espera comprender las eficiencias que se obtendrán de esta iniciativa durante la reunión oficiosa.

7. El G77 y China deseamos recordar el informe de la Comisión Consultiva sobre cuestiones intersectoriales relacionadas con las operaciones de mantenimiento de la paz, en el que se pidió al Secretario General que aclarara las funciones y responsabilidades respectivas de las diferentes entidades que participan en la gestión de las operaciones aéreas (A/ 70/742), incluida la clarificación de las funciones del Centro de Operaciones Aéreas Estratégicas, el Centro de Control Integrado de Transporte y Desplazamientos, que forma parte del Centro Regional de Servicios de Entebbe, Uganda, y la Sección de Transporte Aéreo de la División de Apoyo Logístico de la Departamento de Apoyo a las Actividades sobre el Terreno en la sede. El Grupo espera obtener actualizaciones a este respecto.

8. Recordando la resolución 70/288 de la Asamblea General, el Grupo desea también acoger con beneplácito el informe y las recomendaciones de la Oficina de Servicios de Supervisión Interna (OSSI) sobre las existencias para el despliegue estratégico y estará interesado en recibir actualizaciones de la Secretaría a este respecto.

9. En su resolución 69/307, la Asamblea General pidió al Secretario General que elaborara modelos de escalabilidad para la financiación de las necesidades de recursos para la cuenta de apoyo para las operaciones de mantenimiento de la paz, la Base Logística de las Naciones Unidas y el Centro Regional de Servicios de Entebbe. La Comisión Consultiva observa la ausencia de un modelo global de escalabilidad para la Base Logística. Por lo tanto, el Grupo espera conocer los progresos realizados en este sentido.

10. El Grupo sigue apoyando el uso y el desarrollo de la capacidad interna en lugar de contratar consultorías externas, especialmente cuando esas capacidades ya existen dentro del mandato de la Secretaría.

11. Para concluir, permítame asegurarle que el Grupo está dispuesto a comprometerse de manera constructiva para llegar a una conclusión exitosa sobre este punto del orden del día.
