Mr. President,

I have the honor to deliver these remarks on behalf of the Group of 77 and China.

At the outset the Group wishes to thank you for convening this meeting, which itself is an innovative platform in its format for discussing how emerging technologies can be used to foster and ensure implementation of the Sustainable Development Goals.

During the II Science, Technology and Innovation Forum (II STI Forum), on 15 May 2017, the Group of 77 and China delivered a statement about the relevance of STI to fulfill the SDG's, as well as on the need for means of implementation and the strengthening of the Technology Bank for Least Developed Countries.

The spread of information and communications technology and global interconnectedness has great potential to accelerate human progress, to bridge the digital divide, and to develop knowledge societies, as scientific and technological innovation does across areas as diverse as medicine and energy. However, inequality on innovative capacity, connectivity and access to technology, including information and communications technology, are prevailing conditions within and among countries.

The "Digital divide" is a reality for developing countries which ability to sustain healthy levels of sustainable growth is affected by the lack of adequate technology infrastructure. In this regard, the Group underlines the importance of promoting the development and use of information and communications technology, infrastructure, as well as capacity building, including rapid universal and affordable access to the Internet.

Mr. President,

Unless there are concrete mechanisms for the transfer and diffusion of technology, one of the most transformative means to implement sustainable development, we will never achieve the full implementation of the Addis Ababa Action Agenda and the 2030 Agenda for Sustainable Development.

The Group of 77 and China renews its commitment to work in a constructive manner in this debate. Let's take this occasion to exchange views and suggest concrete actions to reduce the digital gap for the benefit of all.

COMENTARIOS EN NOMBRE DEL GRUPO DE LOS 77 Y CHINA POR EL SR. ANDRÉS CÓRDOVA, SEGUNDO SECRETARIO DE LA MISIÓN PERMANENTE DEL ECUADOR ANTE LAS NACIONES UNIDAS, EN EL EVENTO DE ACCIÓN ODS SOBRE INNOVACIÓN Y CONECTIVIDAD (Nueva York, 17 de mayo de 2017)

Sr. Presidente:

Tengo a honra pronunciar esta intervención en nombre del Grupo de los 77 y China.

El Grupo expresa su agradecimiento por haber convocado a esta reunión, que en sí es una plataforma innovadora en su formato para debatir cómo las tecnologías emergentes pueden promover y garantizar la implementación de los Objetivos de Desarrollo Sostenible.

Durante el II Foro de Ciencia, Tecnología e Innovación (II STI Forum), el 15 de mayo de 2017, el Grupo de los 77 y China presentó un discurso sobre la importancia de esta areas para el cumplimiento de los ODS´s, así como la necesidad de contar con medios de implementación y el fortalecimiento del Banco de Tecnología para los Países Menos Desarrolados.

La expansión de las tecnologías de la información y la comunicación y la interconectividad global tienen un gran potencial para acelerar el progreso humano, para cerrar la brecha digital y para desarrollar sociedades del conocimiento, tal y como lo hacen la innovación científica y tecnológica en áreas tan diversas como la medicina y la energía. Sin embargo, la desigualdad en la capacidad de innovación, la conectividad y el acceso a la tecnología, incluyendo a la tecnología de la información y la comunicación, son condiciones imperantes dentro y entre los países.

La "Brecha Digital" es una realidad para los paises en desarrollo cuya capacidad de mantener niveles saludables de crecimiento sostenible se ve afectada por la falta de una adecuada infraestructura tecnológica. En este sentido, el Grupo subraya la importancia de promover el desarrollo y el uso de la tecnología de la información y la comunicación, la infraestructura y el desarrollo de capacidades, incluyendo el acceso rápido, universal y asequible a Internet.

Sr. Presidente:

A menos que se establezcan mecanismos concretos para la transferencia y difusión de la tecnología, que es uno de los medios más transformativos para implementar el desarrollo sostenible, nunca lograremos la implementación plena de la Agenda de Acción de Addis Abeba y de la Agenda 2030 para el Desarrollo Sostenible.

El Grupo de los 77 y China renueva su compromiso de trabajar de manera constructiva en este debate. Tomemos esta ocasión para intercambiar opiniones y sugerir medidas concretas para reducir la brecha digital en beneficio de todos.
