* CLUSTER 1 (PARA 1-5)

Distinguished Co-Facilitators,

I have the honour to deliver this remarks on behalf of the Group of 77 and China.

At the outset, allow me, Excellencies, to express my appreciation on behalf of the Group for convening this very important meeting. We would like to thank you for the efforts and hard work made in preparing the second revised draft of the "Call for Action", as well as for your leadership in conducting this process. We are sure that your guidance will lead us to achieve a document that will cover all of our concerns and recommendations for the implementation of the Sustainable Development Goal 14 (SDG 14).

The Group of 77 and China would like to express some preliminary views on the elements of the second revised draft. In this instance, the Group is of the view that the document is well balanced, fair, action oriented, and that it mostly reflects the concerns expressed by the Member States in the last round of consultations in an integrated manner.

As mentioned in the previous consultations, the Group of 77 and China recognizes and is aware that the Ocean, seas, islands and coastal areas form an integrated and essential component of the Earth's ecosystem. In this regard, the Group is pleased to see the reference of the Ocean as an important part of our natural and cultural heritage.

Likewise, the Group appreciates the inclusion of the Paris Agreement under the UN Framework Convention on Climate Change (UNFCCC), as they are and should remain the primary international, intergovernmental forums for negotiating the global response to climate change.

At this stage, we would like to reserve our comments on other issues of the document for future interventions.

We look forward to see our proposals, in this and the next clusters, reflected in the text, since they will strengthen the document that has been mindfully drafted by you.

The Group would like to assure you once again our continued disposition to engage in a constructive and productive discussion. We, also, pledge our support in helping you bridging existing gaps in order to conclude with this consultation and to proceed with the closure of the document to be adopted in June in the Conference.

* CLUSTER 2 (PARA 6-10)

I have the honour to deliver some remarks in this cluster on behalf of the Group of 77 and China.

Distinguished Co-Facilitators,

While we preferred an explicit mention of the principle of CBDR, we greatly appreciate that your drafting of paragraph 6 is trying to find a balance between the various positions. Our Group acknowledges and firmly supports the critical importance of being guided in our work by the 2030 Agenda, specially by the principles reaffirmed therein. Nevertheless, we would like to express our dissatisfaction for not having mentioned the principle of common but differentiated responsibilities (CBDR) in the text. The Group of 77 and China would like to reiterate the importance that the CBDR principle means to us.

The Group of 77 and China is satisfied to see the reference to the need to sustain action over the long term in paragraph 7. We encourage and reiterate the importance of a continuity of efforts to be taken for the conservation and sustainable use of the Ocean.

Moreover, we firmly support the reference to the need to further increase marine scientific research, the promotion of knowledge hubs and networks to enhance the sharing of scientific data and best practices, capacity building and the facilitation of technology. We suggest that the term "know-how" should be included, in paragraph 10, since it refers to practical knowledge and skills. The Group is of the view that the promotion of networks, data, technology and practices would not be as beneficial to the States that require them if they do not know how to manage or use them properly.

* CLUSTER 3 (PARA 11-13)

Distinguished Co-Facilitators,

The Group of 77 and China recognizes that enhancing scientific knowledge and research, capacity building and the facilitation of technology is fundamental for developing countries in order to be able to carry out the implementation of the SDG 14, and we endorse this as a necessary mean. However, the Group is concerned about the mobilization of financial resources not having been reflected in the text. We are of the view that a predictable and adequate financing is required for a full and effective implementation of the SDG 14 and its targets. Hence, the Group underscores the need to include a reference to the mobilization of financial resources in paragraph 12.

* CLUSTER 5 (PARA 13(f)-13(j)

Distinguished Co-Facilitators,

The Group of 77 and China considers that in order to ensure an adequate response and attention, in a timely manner, to the population that could be affected by extreme weather events such as tropical cyclones, typhoons, hurricanes, tsunamis and phenomena such as the El Niño/La Niña; we would like to see included a reference to strengthening the development of coordinated multi-hazard early warning systems and risk assessments for predicting extreme weather events. It could be added in paragraph 13 (f).

Furthermore, the Group of the 77 and China appreciates and is pleased to see reflected in the text the reference to land-based activities. It is of our understanding that approximately 80% of marine debris entering the sea is considered to originate from land-based sources. Existing pollution, including marine debris, cause problems such as entanglement and appear to reduce the primary production and the uptake of food by zooplankton and filter-feeders. This is of a great concern for the Group, and in this regard, we recommend to include the need to take action to clean up existing pollution, in paragraph 13(g), as this is already harming the marine biodiversity.

Distinguished Co-Facilitators,

The Group of 77 and China endorses the strengthening of capacity building and technical assistance to small-scale and artisanal fisheries. However, we are of the view that small-scale and artisanal fisheries should have access to data in order to promote sustainable fisheries and conservation, and also, an equitable access to markets. We would like to see a reference in this regard in the text.

Distinguidos Cofacilitadores,

Tengo el honor de pronunciar estos comentarios en nombre del Grupo de los 77 y China.
 

En primer lugar, permítanme, Excelencias, expresar mi agradecimiento en nombre del Grupo por haber convocado esta reunión tan importante. Deseamos agradecerles por sus esfuerzos y arduo trabajo en la preparación del segundo borrador preliminar del "Llamamiento a la Acción", así como por su liderazgo en la conducción de este proceso. Estamos seguros de que con su guía lograremos obtener un documento que recogerá todas nuestras inquietudes y recomendaciones para la implementación del Objetivo de Desarrollo Sostenible 14 (ODS 14).

El Grupo de los 77 y China desea expresar algunas opiniones preliminares sobre los elementos del segundo borrador preliminar revisado. En este caso, el Grupo considera que el documento esta adecuadamente equilibrado, es equitativo, orientado a la acción, y refleja en gran medida y de manera integrada las inquietudes expresadas por los Estados Miembros en la última ronda de consultas.

Como ya se mencionó en las consultas anteriores, el Grupo de los 77 y China, reconoce y está consciente de que el Océano, los mares, las islas y las zonas costeras forman un componente integrado y esencial del ecosistema de la Tierra. Con respecto a esto, nos sentimos complacidos al ver la referencia del Océano como una parte importante de nuestro patrimonio natural y cultural en el documento.

De igual modo, el Grupo aprecia la inclusión del Acuerdo de Paris bajo la Convención Marco de las Naciones Unidas sobre Cambio Climático (CMNUCC), pues son y deben seguir siendo los principales foros intergubernamentales internacionales para negociar la respuesta global al cambio climático.

En este punto, nos reservamos nuestros comentarios sobre otras cuestiones del documento para futuras intervenciones.

Esperamos ver nuestras propuestas, tanto en este como en los siguientes grupos de párrafos, reflejadas en el texto, dado que éstas fortalecerán el documento que ha sido cuidadosamente redactado por ustedes.

El grupo desea asegurarles, una vez más, nuestra continua disposición a participar en un debate constructivo y productivo. Así mismo, prometemos nuestro apoyo para ayudarles a cerrar las brechas existentes con el fin de poder concluir con estas consultas y avanzar con el cierre del documento, el cual será adoptado en junio en la Conferencia.

* CLUSTER 2 (PARA 6-10)

Tengo el honor de pronunciar estos comentarios sobre este grupo de párrafos en nombre del Grupo de los 77 y China.

Distinguidos Cofacilitadores,

Si bien preferimos una mención explícita del principio de responsabilidades comunes pero diferenciadas (o CBDR por sus siglas en Ingles) apreciamos mucho que su redacción del párrafo 6 intente encontrar un equilibrio entre las distintas posiciones. Nuestro Grupo reconoce y apoya firmemente la importancia crítica de ser guiados en nuestro trabajo por la Agenda 2030, especialmente por los principios reafirmados en ella. No obstante, deseamos expresar nuestra inconformidad por no haber visto mencionado el principio en el texto. El Grupo de los 77 y China desea reiterar la importancia que representa para nosotros el principio de CBDR.

El Grupo de los 77 y China está satisfecho al ver en el párrafo 7 la referencia de la necesidad de mantener acciones a largo plazo. Fomentamos y reiteramos la importancia de una continuidad de esfuerzos a realizarse para la conservación y el uso sostenible del Océano.

Por otra parte, apoyamos firmemente la referencia a la necesidad de incrementar aún más la investigación científica marina, la promoción de centros de conocimiento y redes para ampliar el intercambio de datos científicos y mejores prácticas, el desarrollo de capacidades y la facilitación de tecnología. Sugerimos que el término "know-how" se incluya en el párrafo 10, dado que hace referencia a conocimientos prácticos y habilidades. El grupo considera que la promoción de redes, datos, tecnologías y prácticas no sería tan beneficiosas para los Estados que los necesitan, si no saben cómo manejarlas o utilizarlas correctamente.

* CLUSTER 3 (PARA 11-13)

Distinguidos Cofacilitadores,

El Grupo de los 77 y China reconoce que el mejoramiento del conocimiento y la investigación científica, el desarrollo de capacidades y la facilitación de tecnología son fundamentales para permitir a los países en desarrollo implementar el ODS 14, y respaldamos esto como un medio necesario para lograrlo. Sin embargo, nos preocupa que en el texto no se hace mención a la movilización de recursos financieros. Consideramos que es necesario contar con una financiación predecible y adecuada para lograr la plena y efectiva implementación del ODS 14 y sus metas. Por lo tanto, el grupo subraya la necesidad de incluir una referencia a la movilización de recursos financieros en el párrafo 12.

Distinguidos Cofacilitadores,

El Grupo de los 77 y China considera que, con el fin de garantizar una respuesta y atención adecuada y oportuna a la población que podría verse afectada por eventos climáticos extremos, como ciclones tropicales, tifones, huracanes, tsunamis y fenómenos como El Niño y La Niña, desearíamos que se incluya una referencia al fortalecimiento del desarrollo de sistemas coordinados de alerta temprana contra riesgos múltiples y evaluaciones de riesgo para predecir eventos climáticos extremos. Esto podría ser añadido en el párrafo 13 (f).

Adicionalmente, el Grupo de los 77 y China agradece y se siente complacido de ver reflejada en el texto la referencia a las actividades realizadas en tierra. Entendemos que se considera que aproximadamente el 80% de los desechos marinos que llegan al mar tienen su origen en fuentes terrestres. La contaminación existente, incluidos los desechos marinos, causan problemas tales como enredos de especies marinos, parecen reducir la producción primaria y la absorción de alimentos por el zooplancton y los animales filtradores. Lo cual es de gran preocupación para el Grupo, y en este sentido, recomendamos incluir la necesidad de tomar acciones para limpiar la contaminación existente en el párrafo 13(g), puesto que ya está causando daño a la biodiversidad marina.

Distinguidos Cofacilitadores,

El Grupo de los 77 y China respalda el fortalecimiento de el desarrollo de capacidades y asistencia técnica a la pesca de pequeña escala y artesanal. Sin embargo, consideramos que la pesca de pequeña escala y artesanal debe tener acceso a datos de información con el fin de promover una pesca sostenible y de conservación, y al mismo tiempo, un acceso equitativo a los mercados. Nos gustaría ver una referencia a este respecto en el texto.
