Madam Chair,

1. I have the honour to speak on behalf of the Group of 77 and China and express our thanks to the Secretary-General for his reports on the financing of the United Nations Interim Force in Lebanon (UNIFIL), as contained in documents A/71/640, A / 71/765 and its Corr.1 and to the Chair of the Advisory Committee on Administrative and Budgetary Questions for the related report contained in document A/71/836/Add.5.

Madam Chair,

2. In response to General Assembly resolution 70/280, the Secretary-General states in his report that Israel has not paid the amount of $1,117,005 due as accounts receivable for UNIFIL resulting from the tragic incident in Qana on 18 April 1996. The Secretary-General further explains that he has received no response to his subsequent letters addressed to the Permanent Mission of Israel in this regard, the latest dated 16 January 2017.

Madam Chair,

3. The Group of 77 and China stresses once again that the amount due from the incident in Qana on 18 April 1996 should be paid by Israel, and requests the Secretary-General to report on this matter to the General Assembly at its seventy-second session.
 
4. In this regard, the Group of 77 and China is the sponsor of preambular paragraph (4) and operative paragraphs (4), (5) and (13) of draft resolution A/C.5/71/L.31, and of the draft resolution as a whole, entitled "Financing of the United Nations Interim Force in Lebanon".

Madam Chair,

5. I would like to reiterate the appreciation of the Group of 77 and China to the Secretary-General for his efforts in this regard and to the United Nations Interim Force in Lebanon for their sacrifices and positive contribution to restoring peace and security in the region.

DECLARACIÓN EN NOMBRE DEL GRUPO DE LOS 77 Y CHINA POR LA SRTA. LOURDES PEREIRA SOTOMAYOR, PRIMER SECRETARIA, DE LA MISIÓN PERMANENTE DE LA REPÚBLICA DEL ECUADOR ANTE LAS NACIONES UNIDAS SOBRE EL PROYECTO DE RESOLUCION A/C.5/71/L.31 TITULADA "FINANCIACION DE LA FUERZA PROVISIONAL DE LAS NACIONES UNIDAS EN EL LIBANO", EN LA QUINTA COMISIÓN DURANTE LA SEGUNDA REUNIÓN DEL SEPTUAGESIMO PRIMER PERÍODO DE SESIONES DE LA ASAMBLEA GENERAL (NUEVA YORK, 25 MAYO 2017)

Señora Presidenta,

1. Tengo el honor de intervenir en nombre del Grupo de los 77 y China y expresar nuestro agradecimiento al Secretario General por sus informes sobre la financiación de la Fuerza Provisional de las Naciones Unidas en el Líbano (FPNUL), que figuran en los documentos A/ 71/640 y A/71/765 y su Corr.1 y al Presidente de la Comisión Consultiva en Asuntos Administrativos y de Presupuesto por el informe correspondiente que figura en el documento A/71/836/Add.5/Corr.1.

2. El Secretario General en respuesta a la resolución 70/280 de la Asamblea General, destacó una vez más en su informe que Israel no ha pagado la suma de 1.117.005 dólares, suma que se ha consignado como una cuenta por cobrar en la Cuenta Especial de la FPNUL como consecuencia del trágico incidente ocurrido en Qana el 18 de abril de 1996. El Secretario General explica además que no ha recibido ninguna respuesta a sus sucesivas cartas dirigidas a la Misión Permanente de Israel en relación con el tema, la última de fecha 16 de enero de 2017.

Señora Presidenta,

3. El Grupo de los 77 y China hace hincapié una vez más en que el monto adeudado por el incidente ocurrido en Qana el 18 de abril de 1996 debe ser pagado por Israel y pide al Secretario General que informe sobre este asunto a la Asamblea General en su 72º período de sesiones.

4. Al respecto, el Grupo de los 77 y China es el patrocinador del párrafo 4 del preámbulo y los párrafos 4, 5 y 13 de la parte dispositiva del proyecto de resolución A/C.5/71/L.31, y el proyecto de resolución en su conjunto, titulado "Financiación de la Fuerza Provisional de las Naciones Unidas en el Líbano".

5. Quisiera reiterar el reconocimiento del Grupo de los 77 y China al Secretario General por sus esfuerzos a este respecto y a la Fuerza Provisional de las Naciones Unidas en el Líbano por sus sacrificios y su contribución positiva al restablecimiento de la paz y la seguridad en la región.
