Excellencies, Distinguished representatives, Ladies and Gentlemen,

I have the pleasure and honour to deliver this statement on behalf of the Group of 77 and China.

At the outset, let me congratulate the Republic of Fiji and the Kingdom of Sweden for their appointment as Presidents of the Conference. We pledge to you our full support to achieve a meaningful outcome of this Conference and to fulfill its main objective to constitute a tipping point for reversing the decline in the health of our Ocean for the sake of benefit of our people and planet and their prosperity. The Group of 77 and China would also like to express its appreciation for the warm and meaningful opening ceremony and for the cultural event shared with us.

Distinguished Excellencies,

The Ocean is an important part of our cultural and natural heritage, it is an interconnected body of water that covers over 70% of our planet, that supports the well-being and livelihoods of humans and animals by providing water and oxygen, food security, employment, protection from natural disasters, other benefits fundamental to us. We must take ambitious actions to sustain and conserve the Ocean for future generations, preventing its exploitation, contamination and other harmful activities that impair its irreplaceable role in the Planet.

Today, we gather with the single purpose to support the implementation of Sustainable Development Goal 14 (SDG 14). This represents our common endeavor to take appropriate actions to heal our Ocean.

The Group of 77 and China believes that for a successful implementation of SDG 14, it is necessary to take into account the 2030 Agenda for Sustainable Development as the overarching framework of the goal; while underscoring the integrated, indivisible and universal nature of the SDGs, specially SDG 14, restating the importance of its linkages, and balancing the three dimensions of sustainable development, which is essential to live in harmony with nature. Accordingly, it is imperative that the actions taken for the conservation and sustainable use of the Ocean are guided by the Agenda, especially by the principles reaffirmed therein.

The wide economic and development differences between states in order to address the conservation and sustainable use of the Ocean must be taken into account; and we ought to recognize that we have common but differentiated responsibilities with the world and in relation with global environmental issues. Developed countries must take the lead in addressing the challenges of the Ocean and in providing support by enhancing the capabilities of countries that are unable to engage in the implementation of SDG 14, bridging the gap of available resources that constrains the actions that needed to be taken.

In order to ensure that all countries are able to implement the goal and its targets, we need to consolidate a revitalized global partnership. The role of international cooperation for development to foster mobilization of domestic resources is crucial to ensure that no one is left behind and that all countries are able to work together for the lasting protection of the planet, the Ocean and its natural resources. Partnership would also provide the necessary means of implementation, like predictable and adequate financial resources, the transfer of environmentally sound technologies to developing countries on favorable terms, including on concessional and preferential terms, as mutually agreed, capacity building and the sharing of knowledge to States that lack the means to fully address the state of the Ocean. The Group reiterates the importance of and the need for these tools, to ensure that we are all on the same track and adequately capable and equipped to protect the Ocean from degradation.

Distinguished Excellencies,

The Group of 77 and China acknowledges that the Ocean is closely linked with the atmosphere, with both influencing the other; that Ocean is the primary regulator of the global climate and an important sink for greenhouse gases, since absorbing one quarter of all carbon dioxide released by human activity.

By now, we all know that the adverse effects of climate change on oceans are likely to have profound and unpredictable dire consequences for marine organisms and ecosystems, with huge costs in the long run for humanity if we do not take immediate actions. The preservation of the Ocean depends solely on our actions and on the reduction of emissions of carbon dioxide into the atmosphere, as it impairs the role and health of the Ocean and exacerbates the effects of climate change. The long-term protection and sustainable management of the Ocean's health is critical to build the resilience of Ocean ecosystems. In this regard, the effective implementation of the Paris Agreement, under the United Nations Framework Convention on Climate Change (UNFCCC), is instrumental, recognizing that the UNFCCC is, and should remain, the primary international, intergovernmental forum for negotiating the global response to climate change.

Distinguished Excellencies,

The "Call for Action" to be adopted at the end of this conference, raises awareness of the commitments needed to achieve the targets of Goal 14 within the timelines, and the need to sustain action over the long term to address the causes that impair the irreplaceable role and the health of the Ocean. The commitments to be adopted in the document are just one step and one way forward to conserve and sustain the use of our Ocean.

It is essential to embark collectively in building commitments and in taking actions beyond those mentioned in the Call for Action, either by establishing voluntary commitments or by fostering measures in our daily life activities, that would allow us to contribute to the conservation and sustainable use of the Ocean and to ensure that it supports the needs of present and future generations. We sincerely hope that all the commitments adopted in this Conference and the ones formulated beyond are immediately put into practice with the participation and involvement of all the citizens of the world, starting with us, as representatives of States, advocate for the well being and common good of humanity and the planet.

Excelencias, Distinguidos delegados, Señoras y señores,

Tengo el placer y el honor de pronunciar esta declaración a nombre del Grupo de los 77 y China.

En primer lugar, permítanme felicitarles, Excelencias, Josaia Voreqe Bainimarama, Primer Ministro de Fiji, e Isabella Lo?vin, Vice Primera Ministra de Suecia, por sus designaciones como Presidentes de la Conferencia. El Grupo se compromete a brindarles todo su apoyo a fin de lograr un resultado significativo de esta Conferencia y alcanzar su objetivo principal, constituir un punto de inflexión para revertir el deterioro de la salud de nuestro Océano para el beneficio de nuestros pueblos, nuestro planeta y su prosperidad. El Grupo de los 77 más China desea expresar además su agradecimiento por la cálida ceremonia de inauguración llevada a cabo el día de ayer.

Excelencias,

El Océano es una parte importante de nuestro patrimonio cultural y natural, es una masa de agua interconectada que cubre más del 70% de nuestro planeta, que sostiene el bienestar y los medios de vida de humanos y animales. Nos proporciona, además, agua y oxígeno, seguridad alimentaria, empleo, protección contra desastres naturales, y otros beneficios fundamentales para nosotros. Por esto debemos tomar acciones ambiciosas para mantener y conservar el Océano para las futuras generaciones, impidiendo su explotación, contaminación y otras actividades nocivas que afectan su irremplazable rol en el planeta.

Hoy nos reunimos con el único propósito de apoyar la implementación del Objetivo de Desarrollo Sostenible 14 (ODS 14) que representa nuestro esfuerzo común para tomar medidas apropiadas para sanar nuestro Océano.

El Grupo de los 77 más China considera que para lograr una exitosa implementación del ODS 14 es fundamental tomar en cuenta a la Agenda 2030 como el marco global para el Desarrollo Sostenible, recordando el carácter integrado, indivisible y universal de todos los Objetivos de Desarrollo Sostenible, especialmente el ODS 14 y reafirmando la importancia de su vinculación con los otros objetivos y metas, equilibrando de esta menara las tres dimensiones del desarrollo sostenible, lo que es esencial para vivir en armonía con la naturaleza. En consecuencia, es imperativo que las acciones tomadas para la conservación y el uso sostenible del Océanos e guíen por la Agenda, en especial, por los principios reafirmados en ella.

Se deben tomar en cuenta las amplias diferencias económicas y de desarrollo existentes entre los Estados para abordar la conservación y el uso sostenible del Océano; debemos reconocer que tenemos responsabilidades comunes pero diferenciadas con el mundo y, en especial, con relación a los temas ambientales globales. Los países desarrollados deben asumir el liderazgo en abordar los retos que enfrenta el Océano y en brindar apoyo, mediante el incremento de capacidades, para superar las brechas existentes en la disponibilidad de recursos para los países en desarrollo, hechos que restringen las acciones a tomarse por los países que no pueden participar en la implementación del ODS 14.

Con el fin de garantizar que todos los países puedan implementar el ODS 14 y sus metas, necesitamos revitalizar y consolidar una alianza global. El rol de la cooperación internacional para el desarrollo es crucial para la promoción de la movilización de recursos nacionales y para garantizar que nadie se quede atrás, asegurando así que todos los países puedan trabajar juntos en la protección duradera del planeta, del Océano y de sus recursos naturales. Esta alianza global brindaría también los medios necesarios para la implementación, tales como recursos financieros predecibles y adecuados, la transferencia de tecnologías ambientalmente racionales a los países en desarrollo en condiciones favorables, en condiciones concesionarias y preferenciales, según convenga mutuamente, el desarrollo de capacidades y el intercambio de conocimientos a los Estados que carecen de los medios para atender plenamente el estado del Océano. El Grupo reitera la importancia y la necesidad de contar con estas herramientas, para garantizar que todos avancemos por el mismo camino y estemos adecuadamente capacitados y equipados para proteger al Océano de su degradación.

El Grupo de los 77 y China reconoce que el Océano está estrechamente vinculado con la atmósfera, pues el uno influye en la otra; el Océano es el regulador fundamental del clima global y un importante sumidero de gases de efecto invernadero, pues absorbe una cuarta parte del dióxido de carbono generado por las actividades humanas.

Actualmente sabemos que es muy probable que los efectos adversos del cambio climático en los Océanos tengan consecuencias profundas y nefastas para los organismos y ecosistemas marinos, con enormes costos a largo plazo para la humanidad si no tomamos acciones inmediatas. La preservación del Océano depende solamente de nuestras acciones y de la reducción de las emisiones de dióxido de carbono en la atmósfera, puesto que éstas deterioran el rol y la salud del Océano y exacerban los efectos del cambio climático. La protección a largo plazo y el manejo sostenible de la salud del Océano son críticos para desarrollar la resiliencia de los ecosistemas oceánicos. En este sentido, la implementación efectiva del Acuerdo de París, bajo la Convención Marco de las Naciones Unidas sobre el Cambio Climático (CMNUCC), es fundamental y de gran importancia, reconociendo que la Convención Marco es, y debe seguir siendo, el principal foro intergubernamental internacional para negociar la respuesta global al cambio climático.

Excelencias,

El "Llamamiento a la Acción", que será adoptado al finalizar esta Conferencia, crea conciencia sobre los compromisos que se necesitan para alcanzar las metas del Objetivo de Desarrollo Sostenible14 dentro de los plazos establecidos, y la necesidad de mantener la acción a largo plazo para abordar las causas que afectan el rol irremplazable y la salud del Océano. Los compromisos que serán adoptados en el documento son solo un paso y una forma de conservar y mantener el uso de nuestro Océano.

Es esencial avanzar colectivamente para desarrollar compromisos y tomar acciones más allá de las mencionadas en el Llamamiento a la Acción ,ya sea estableciendo compromisos voluntarios o promoviendo medidas en nuestras actividades cotidianas que nos permitan contribuir a la conservación y al uso sostenible del Océano, para poder así garantizar que el Océano pueda sustentar las necesidades de las generaciones presentes y futuras. Esperamos sinceramente que todos los compromisos adoptados en esta Conferencia, y los que se formulen posteriormente a esta, sean puestos en práctica de manera inmediata con la participación y la intervención de todos los ciudadanos del mundo, comenzando con nosotros que, como representantes de nuestros Estados, debemos abogar por el bienestar y el bien común de la humanidad y el planeta.
