Madam Chair,

1. I have the honor to speak on behalf of the Group of 77 and China at this closing session of the second part of the resumed seventy-first session of the Fifth Committee.

2. This has been a particularly intense and challenging session, running almost to the end of June. However, the Group of 77 and China expresses our great appreciation to you, Madam Chair, for your calm, able, and impartial leadership, in guiding us to a successful conclusion. The Group is pleased that the Committee was able to finish its work before the end of the fiscal year on 30 June 2017, and takes this opportunity to also acknowledge the spirit of constructiveness and flexibility that allowed us to reach consensus.

3. From the first, the Group of 77 and China have reaffirmed our strong belief that peacekeeping budgets must provide the necessary resources to enable the United Nations to fulfill its mandates. The Group does not believe in arbitrary, across-the-board cost-cutting exercises that do not take into consideration the situation on the ground. We acknowledge that our negotiations over the last two months have been difficult at times. We hope that the conclusions we have reached will enable the Secretariat to carry out its work effectively and efficiently.

4. On substantive issues, the Group is pleased that we have we have made progress towards addressing sexual exploitation and abuse. The Group reiterates that the United Nations must continue efforts to harmonize its approach to this issue, prioritizing the needs of victims. The zero-tolerance policy must also apply equally to all whether they are uniformed personnel or civilians, including all non-United Nations forces authorized under a Security Council mandate.

5. The Group of 77 and China also recognizes the invaluable contribution of troop and police contributing countries to the maintenance of international peace and security. We emphasize the importance of continued close consultation between the Secretary-General and troop and police contributing countries on all matters related to peacekeeping operations.

6. The Group notes the progress that the Secretariat has made over the past year in making peacekeeping more field-focused and effective. The Group looks forward continued efforts in this regard, including the full utilization of the Regional Service Centre in Entebbe to maximize efficiency gains and benefits.

7. The Group of 77 and China regrets that once again, we could not reach agreement on addressing closed peacekeeping missions. We trust that when we next consider this issue, there will be new options for a sustainable solution to address claims payable to Member States, particularly troop and police contributing countries from closed peacekeeping operation budgets.

8. The Group of 77 and China reiterates our sincere appreciation for your professional leadership and guidance during this entire Seventy-first session, especially through the most intense period of work for the Committee. Your constant engagement on all levels was highly appreciated.

9. We also wish to extend our appreciation to all members of the Bureau for their contributions, and to all facilitators and burden-sharers who played key roles in our difficult negotiations. We thank our colleagues for their flexibility and constructive engagement to reach consensus during this session, and look forward to building on this positive momentum during the main part of the seventy-second session.

10. The Group of 77 and China expresses our highest gratitude to the members of the Secretariat, especially Ms Sharon Van Buerle and her team, for their dedication and effective work that made possible to adopt a large number of resolutions, as well as to the conference officers and interpreters, and the other members of the Secretariat staff who supported the work of this Committee. The Group would further like to thank the Secretariat of the Group of 77 and China for its dedicated and tireless support to the Group.

11. As always, there comes a time to wish some of our colleagues adieu as they continue to a different phase of their lives. In this regard, we would like to extend our warmest wishes for continued success in their future endeavors to the distinguished and valued delegates who will be leaving after the conclusion of this session. We also extend a warm welcome to all the new colleagues who have joined us and reassure them that all the rumors about the Fifth Committee are true.

12. Finally, the Group reaffirms our commitment to engage constructively in the work of the Fifth Committee in the next seventy-second session. We hope that the spirit of cooperation and flexibility will continue guiding our work at the next session.

DECLARACIÓN EN NOMBRE DEL GRUPO DE LOS 77 Y CHINA POR LOURDES PEREIRA SOTOMAYOR, PRIMER SECRETARIO, MISION PERMANENTE DEL ECUADOR ANTE LAS NACIONES UNIDAS, DURANTE EL PERÍODO DE CLAUSURA DE LA SEGUNDA PARTE DE LA REUNIÓN DE LA SÉPTIMA REUNIÓN DE LA QUINTA COMISIÓN DE LA ASAMBLEA GENERAL DE LAS NACIONES UNIDAS (Nueva York, 29 de junio de 2017)

Señora Presidenta,

1. Tengo el honor de intervenir en nombre del Grupo de los 77 y China en esta sesión de clausura de la segunda parte de la continuación del septuagésimo primer periodo de sesiones de la Quinta Comisión.

2. Esta ha sido una sesión particularmente intensa y desafiante, que se ha desarrollado durante casi dos meses. Sin embargo, el Grupo se congratula que la Comisión haya podido concluir su labor antes del final del año fiscal del 30 de junio de 2017. El Grupo de los 77 y China expresa nuestro gran agradecimiento a usted, Sra. Presidenta, por su dirección tranquila, capaz e imparcial, al guiarnos a una conclusión exitosa. Aprovecho esta oportunidad también para reconocer el espíritu constructivo y de flexibilidad que nos ha permitido llegar a un consenso.

3. Desde el primer momento, el Grupo de los 77 y China ha reafirmado nuestra firme convicción de que los presupuestos de mantenimiento de la paz deben proporcionar los recursos necesarios para que las Naciones Unidas puedan cumplir sus mandatos. El Grupo no cree en ejercicios arbitrarios de corte de costes que no tengan en cuenta la situación sobre el terreno. Reconocemos que nuestras negociaciones en los últimos dos meses han sido difíciles a veces, confiamos que las conclusiones a las que llegamos permitan a la Secretaría llevar a cabo su labor de manera eficaz y eficiente.</p>

4. En lo que respecta a cuestiones sustantivas, el Grupo se congratula de que hayamos avanzado en la lucha contra la explotación y el abuso sexuales. El Grupo reitera que las Naciones Unidas deben proseguir sus esfuerzos para armonizar su enfoque de esta cuestión, dando prioridad a las necesidades de las víctimas. La política de tolerancia cero también debe aplicarse igualmente a todos, ya se trate de personal uniformado o civiles, e independientemente del color de su casco.</p>

5. El Grupo de los 77 y China también reconoce la invalorable contribución de los países que aportan contingentes militares y de policías al mantenimiento de la paz y la seguridad internacionales. Hacemos hincapié en la importancia de que se mantenga una estrecha consulta entre el Secretario General y los países que aportan contingentes militares y de policías en todas las cuestiones relacionadas con las operaciones de mantenimiento de la paz.</p>

6. El Grupo toma nota de los progresos realizados por la Secretaría durante el último año para hacer que las operaciones de mantenimiento de la paz estén más centradas en el terreno y sean más eficaces. El Grupo espera que continúen los esfuerzos en este sentido, incluida la plena utilización del Centro de Servicios Regionales en Entebbe para maximizar las ganancias y beneficios de la eficiencia.

7. El Grupo de los 77 y China lamenta que, una vez más, no hayamos podido llegar a un acuerdo para abordar las misiones cerradas de mantenimiento de la paz. Confiamos en que cuando consideremos este tema, se presenten nuevas opciones para una solución sostenible para hacer frente a las reclamaciones pagaderas a los Estados Miembros, en particular a los países que aportan contingentes y policías, de los presupuestos cerrados de las operaciones de mantenimiento de la paz.

8. El Grupo de los 77 y China reitera nuestro sincero aprecio por su liderazgo profesional y su orientación durante todo este 71º período de sesiones, especialmente durante el período más intenso de trabajo del Comité. Su compromiso constante en todos los niveles fue muy apreciado.

9. También deseamos expresar nuestro agradecimiento a todos los miembros de la Mesa por sus contribuciones y a todos los facilitadores y partícipes que desempeñaron un papel clave en nuestras difíciles negociaciones. Damos las gracias a nuestros colegas por su flexibilidad y compromiso constructivo para llegar a un consenso durante esta sesión, y esperamos aprovechar este impulso positivo durante la parte principal del 72º período de sesiones.

10. El Grupo de los 77 y China expresa nuestra más profunda gratitud a los miembros de la Secretaría, especialmente a la Sra. Sharon Van Buerle y su equipo que con total dedicación y efectividad hizo posible la adopción de un gran número de resoluciones que pudimos concluir, a los funcionarios e intérpretes del servicio de conferencias y a los demás miembros del personal de la Secretaría que apoyaron la labor de esta Comisión. El Grupo también desea agradecer a la Secretaría del Grupo de los 77 y China por su dedicado e incansable apoyo al Grupo.

11. Como siempre, llega el momento de decir a algunos de nuestros colegas adiós, mientras continúan en una fase diferente de sus vidas. En este sentido, deseamos expresar nuestros más calurosos deseos de éxito en las nuevas funciones a los distinguidos y valiosos delegados que se irán tras la conclusión de este período de sesiones. También damos una cálida bienvenida a todos los nuevos colegas que se han unido a nosotros y les aseguramos que todos los rumores sobre la Quinta Comisión son ciertos.

12. Por último, el Grupo reafirma nuestro compromiso de participar constructivamente en la labor de la Quinta Comisión en el próximo 72º período de sesiones. Esperamos que el espíritu de cooperación y flexibilidad siga guiando nuestro trabajo en la próxima sesión.
