STATEMENT ON BEHALF OF THE GROUP OF 77 AND CHINA BY MS. LOURDES PEREIRA SOTOMAYOR,FIRST SECRETARY, PERMANENT MISSION OF ECUADOR TO THE UNITED NATIONS, ON AGENDA ITEM 135, PROGRAMME BUDGET FOR THE BIENNIUM 2016-2017 - UN OFFICE FOR PARTNERSHIPS, AT THE MAIN PART OF THE SEVENTY-SECOND SESSION OF THE FIFTH COMMITTEE OF THE UNITED NATIONS GENERAL ASSEMBLY (New York, 6 October 2017)

Mr. Chair,

1. I have the honour to deliver this statement on behalf of the Group of 77 and China on agenda item 135, Programme budget for the biennium 2016-2017- UN Office for Partnerships.

2. The Group would like to thank Mr. William Kennedy, Senior Programme Officer, United Nations Fund for International Partnerships, for introducing the report of the Secretary-General on the activities of the United Nations Office for Partnerships as per the request of the General Assembly decisions 52/466 and 53/475.

Mr. Chair,

3. The Group welcomes the efforts of the United Nations Office for Partnerships for striving to serve as a gateway for public-private partnerships in order to advance the implementation of the 2030 Agenda for Sustainable Development.

4. The Group notes the cooperation of the United Nations Fund for International Partnerships (UNFIP) with many institutions to address key global health priorities, including the elimination of preventable diseases such as poliomyelitis, measles, rubella and malaria, and the engagement in advocacy regarding the health and well-being of women, children and adolescents. The Group calls for more efforts in these areas.

5. The Group notes the valuable contributions on advocacy and communications, working with some institutions, on data, on development and humanitarian efforts, the canalizations of investment and action by the telecommunications industry, some education programmes for children in refugee camps, the empowerment of women and the protection of the environment, among others.

6. The Group also commends some of the initiatives undertaken in the area of democracy, by strengthening municipal capacity for access to public information, accountability tool in the hands of local communities, advocacy activities led to improved gender-sensitive service delivery.

LOURDES PEREIRA SOTOMAYOR, PRIMER SECRETARIA, MISIÓN PERMANENTE DEL ECUADOR ANTE LAS NACIONES UNIDAS, SOBRE EL TEMA 135 PRESUPUESTO POR PROGRAMAS PARA EL BIENIO 2016-2017 - OFICINA DE LAS NACIONES UNIDAS PARA LAS ASOCIACIONES DE COLABORACIÓN, EN LA PARTE PRINCIPAL DEL SEPTUAGÉSIMO SEGUNDO PERÍODO DE SESIONES DE LA QUINTA COMISIÓN DE LA ASAMBLEA GENERAL DE LAS NACIONES UNIDAS (Nueva York, 6 de octubre de 2017)

Sr. Presidente,

1. Tengo el honor de presentar esta declaración en nombre del Grupo de los 77 y China sobre el tema 135 del programa Presupuesto por programas para el bienio 2016-2017 - Oficina de las Naciones Unidas para las Asociaciones de Colaboración.

2. El Grupo desea dar las gracias al Sr. William Kennedy, Oficial Superior de Programas de la Oficina de Alianzas de las Naciones Unidas, por haber presentado el informe del Secretario General sobre las actividades de la Oficina de las Naciones Unidas para las Asociaciones de Colaboración contenido en el documento A/72/167 de conformidad con lo solicitado por las decisiones 52/466 y 53/475 de la Asamblea General.

Señor Presidente,

3. El Grupo acoge con satisfacción los esfuerzos de la Oficina de las Naciones Unidas para las Asociaciones de Colaboración por esforzarse por servir de puerta de enlace para las alianzas público-privadas a fin de avanzar en la aplicación de la Agenda 2030 para el Desarrollo Sostenible.

4. El Grupo toma nota de la cooperación del Fondo de las Naciones Unidas para la Colaboración Internacional (UNFIP) con muchas instituciones para abordar las principales prioridades mundiales en materia de salud, incluida la eliminación de enfermedades prevenibles como la poliomielitis, el sarampión, la rubéola y el paludismo; y su compromiso en la defensa de la salud y el bienestar de mujeres, niños y adolescentes. El Grupo pide más esfuerzos en estas esferas.

5. El Grupo toma nota de las valiosas contribuciones sobre la promoción y las comunicaciones, trabajando con algunas instituciones, sobre datos, desarrollo y esfuerzos humanitarios, las canalizaciones de la inversión y la acción de la industria de las telecomunicaciones, algunos programas de educación para niños en los campamentos de refugiados, el empoderamiento de las mujeres y la protección del medio ambiente, entre otros.

6. El Grupo encomia también algunas de las iniciativas emprendidas en el ámbito de la democracia, mediante el fortalecimiento de la capacidad municipal de acceso a la información pública, el instrumento de rendición de cuentas en manos de las comunidades locales y las actividades de promoción encaminadas a mejorar la prestación de servicios que tomen en cuenta las diferencias de género.

7. El Grupo alienta a la Oficina a seguir colaborando con todas las instituciones potenciales y a estudiar las oportunidades de alianza con el sistema de las Naciones Unidas en apoyo de los Estados Miembros en la aplicación de la Agenda 2030 para el desarrollo sostenible y el Programa de Acción de Addis Abeba sobre el financiamiento para el desarrollo.

8. El Grupo también alienta a la Oficina a que colabore estrechamente con las organizaciones regionales y subregionales y apoyen los esfuerzos de desarrollo de los países en desarrollo.

9. El Grupo considera que algunos aspectos de la Agenda 2030 requieren una mayor atención de las oficinas, en particular la promoción de la industrialización y los sectores de servicios como componentes clave para el desarrollo sostenible, la creación de empleo, en particular para los jóvenes y las mujeres.

10. También creemos que es necesario un esfuerzo concertado en el ámbito de la creación de capacidad en la movilización de recursos para la aplicación de la Agenda 2030. En este sentido, pedimos a las oficinas que hagan todo lo posible para apoyar a los planes nacionales de desarrollo de los Estados miembros.

11. Por último, el Grupo solicita el intercambio de información detallada con todos los Estados miembros sobre las mejores prácticas, así como sobre los instrumentos financieros disponibles.

Mr. Chair,

7. The Group encourages the Office to continue engaging with all potential institutions and exploring opportunities for partnership with the United Nations system in support of Member States in the implementation of the 2030 Agenda for Sustainable Development and the Addis Ababa Action Agenda on Financing for Development.

8. The Group also encourages the Office to work closely with the regional and sub-regional organizations and support the development efforts of the developing countries.

9. The Group believes that some aspects of the 2030 Agenda need further attention from the offices, in particular the promotion of industrialization and the service sectors as a key component for sustainable development, job creation, in particular for youth and women.

10. We also believe that concerted efforts are needed in the area of capacity building in resource mobilization for the implementation of the 2030 Agenda. In this regards, we call for the offices to make every efforts to support the national development plans of member states.

11. Finally, the Group calls for the sharing of detailed information with all the Member States regarding the best practices, as well the financial instruments available.
