Mr. Chair,

1. I have the honour to speak on behalf of the Group of 77 and China on agenda item 136: programme budget for the biennium 2018-2019: Subvention to the United Nations Institute for Disarmament Research (UNIDIR).

2. At the outset, the Group would like to thank Ms. Bettina Tucci Bartsiotas, Assistant Secretary-General, Controller, for introducing the note by the Secretary-General on the request for a subvention to the United Nations Institute for Disarmament Research (UNIDIR) resulting from the recommendations of the Board of Trustees of the Institute on the work programme of the Institute for 2018-2019, as contained in document A/72/369. I also wish to thank Mr. Carlos Ruiz Massieu, Chair of the Advisory Committee on Administrative and Budgetary Questions, for introducing its related report contained in document A/72/7/Add.2.

3. The Group of 77 and China supports the proposed subvention to UNIDIR resulting from the recommendations of the Board of Trustees of the Institute on the work programme of the Institute for 2018-2019.

4. The Group looks forward to the independent third-party assessment of UNIDIR, which is expected to be carried out in early 2018 and to be followed by a report of the Secretary-General.

5. The Group welcomes the call of the Board of Trustees to have a sustainable and stable funding structure and operating model that must be consistent with the mandate and objectives of the Institute, as contained in the statute of the Institute.

6. In conclusion, the Group wishes to assure you of its full cooperation during deliberations on this important agenda item with the objective of concluding in a timely manner.

Señor Presidente,

1. Tengo el honor de hablar en nombre del Grupo de los 77 y China sobre el tema 136 del programa: Presupuesto por programas para el bienio 2018-2019: Subvención al Instituto de las Naciones Unidas de Investigación sobre el Desarme (UNIDIR).

2. Al inicio, el Grupo desea agradecer a la Sra. Bettina Tucci Bartsiotas, Subsecretaria General Adjunta por haber presentado la nota del Secretario General sobre la solicitud de una subvención al Instituto de las Naciones Unidas de Investigación sobre el Desarme (UNIDIR) resultante de las recomendaciones de la Junta de Consejeros del Instituto sobre el programa de trabajo del Instituto para 2018-2019, que figura en el documento A/72/369. También deseo dar las gracias al Sr. Carlos Ruiz Massieu, Presidente de la Comisión Consultiva en Asuntos Administrativos y de Presupuesto, por haber presentado el informe correspondiente que figura en el documento A/72/7/Add.2.

3. El Grupo de los 77 y China apoya la propuesta de subvención al UNIDIR resultante de las recomendaciones de la Junta de Consejeros del Instituto sobre el programa de trabajo del Instituto para 2018-2019.

4. El Grupo espera con interés la evaluación externa del UNIDIR, que se espera que se lleve a cabo a principios de 2018 y que sea seguida por un informe del Secretario General.

5. El Grupo acoge con beneplácito la convocatoria de la Junta de Consejeros para disponer de una estructura de financiamiento y un modelo de funcionamiento sostenibles y estables que deben ser compatibles con el mandato y los objetivos del Instituto, tal como figuran en el estatuto del Instituto.

6. En conclusión, el Grupo desea asegurarle su plena cooperación durante las deliberaciones sobre este importante tema del programa con el objetivo de concluirlas oportunamente.
