Mr. Chair,

1. I have the honour to deliver this statement on behalf of the Group of 77 and China on agenda item 136, Proposed programme budget for the biennium 2018-2019: Conditions of Service of International Civil Service Commission and of the Chair of the Advisory Committee on Administrative and Budgetary Questions.

2. The Group would like to thank Ms. Bettina Tucci Bartsiotas, Assistant Secretary-General, Controller, Office of Programme Planning, Budget and Accounts, for introducing the report of the Secretary-General related to this agenda item contained in document A/72/366.

Mr. Chair,

3. The Group of 77 and China takes note of the report the Secretary-General that has been submitted directly to the General Assembly as per the request of the General Assembly in paragraph 9 of section III of its resolution 65/268.

4. Regarding the conditions of service of the full-time members of the International Civil Service Commission and the Chair of the Advisory Committee on Administrative and Budgetary Questions, the Group notes that no change was proposed by the Secretary General both for the compensation and other conditions of service of the concerned officials. However, the Group would like during the informals to receive more detailed information on the current level of the cost-of-living adjustment of these officials.

5. The Group of G-77 and China looks forward to having constructive deliberations on this agenda item during the informal meetings.

DECLARACIÓN EN NOMBRE DEL GRUPO DE LOS 77 Y CHINA POR LOURDES PEREIRA SOTOMAYOR, PRIMER SECRETARIO, MISIÓN PERMANENTE DEL ECUADOR ANTE LAS NACIONES UNIDAS, PRESIDENTE DEL GRUPO DE LOS 77, SOBRE EL TEMA 136 DEL PROGRAMA: CONDICIONES DE SERVICIO DE LA CAPI Y DE LA CCAAP, EN LA PARTE PRINCIPAL DEL SEPTUAGÉSIMO SEGUNDO PERIODO DE SESIONES DE LA QUINTA COMISIÓN DE LA ASAMBLEA GENERAL (Nueva York, 6 de octubre de 2017)

Señor Presidente,

1. Tengo el honor de hacer esta declaración en nombre del Grupo de los 77 y China sobre el tema 136, Presupuesto por programas bienio 2018-2019: Condiciones de servicio de la Comisión de Administración Pública Internacional y del Presidente de la Comisión Consultiva en Asuntos Administrativos y de Presupuesto.

2. El Grupo desea dar las gracias a la Sra. Bettina Tucci Bartsiotas, Subsecretaria General y Contralora, por haber presentado el informe del Secretario General relativo a este tema del programa contenido en el documento A/72/366,

3. El Grupo de los 77 y China toma nota del informe que el Secretario General ha presentado directamente a la Asamblea General de conformidad con la solicitud formulada por la Asamblea General en el párrafo 9 de la sección III de su resolución 65/268.

4. En lo que respecta a las condiciones de los servicios de los miembros a tiempo completo de la Comisión de Administración Pública Internacional y del Presidente de la Comisión Consultiva en Asuntos Administrativos y de Presupuesto, el Grupo observa que el Secretario General no ha propuesto ninguna modificación tanto para la compensación como para otras condiciones de los servicios de los funcionarios interesados. Sin embargo, el Grupo desearía recibir durante las consultas oficiosas información más detallada sobre el nivel actual del ajuste por costo de vida de estos funcionarios.

5. El Grupo del G-77 y China espera mantener deliberaciones constructivas sobre este tema del programa durante las reuniones oficiosas.
