STATEMENT ON BEHALF OF THE GROUP OF 77 AND CHINA BY MS. LOURDES PEREIRA SOTOMAYOR, FIRST SECRETARY, PERMANENT MISSION OF ECUADOR TO THE UNITED NATIONS, ON AGENDA ITEM 136: PROPOSED PROGRAMME BUDGET FOR THE BIENNIUM 2018-2019: INTERNATIONAL PUBLIC SECTOR ACCOUNTING STANDARDS, AT THE MAIN PART OF THE SEVENTY-SECOND SESSION OF THE FIFTH COMMITTEE OF THE UNITED NATIONS GENERAL ASSEMBLY (New York, 13 October 2017)

Mr. Chair,

1. I have the honour to speak on behalf of the Group of 77 and China on agenda item 136: Proposed Programme Budget for the Biennium 2018 - 2019 in particular on the Progress on the implementation of the International Public Sector Accounting Standards - IPSAS.

2. At the outset, allow me to thank Ms. Bettina Tucci Bartsiotas, Assistant Secretary-General, Controller, Office of Programme Planning, Budget and Accounts, for introducing the Secretary-General's Tenth and final progress report on the adoption of the International Public Sector Accounting Standards by the United Nations, contained in document A/72/213. We also wish to thank Mr. Carlos Ruiz Massieu, Chair of the Advisory Committee on Administrative and Budgetary Questions, for introducing its related report contained in document A/72/7/Add.4.

3. The Group recalls once again that by its resolution 60/283, the General Assembly approved the adoption by the United Nations of the International Public Sector Accounting Standards (IPSAS) as a means of improving the Organization's accounting standards and hence efficiency in financial management. In this regard, the Secretary General has submitted annual progress reports on the adoption of IPSAS to the General Assembly since 2008.

4. The Group would like to commend the efforts of the Secretary-General to complete the implementation of IPSAS project.

5. The Group of 77 and China concurs with the view of the Advisory Committee that, despite the implementation of IPSAS in 24 organizations of the United Nations system and the following unqualified audit opinions, much work remains to be done, including further utilize information generated by IPSAS at all levels of management to better inform decision-making and to benefit Member States.

6. With regard to the benefits attributable to the adoption of IPSAS and Umoja-related system enhancements, the Group remains of the view that relevant future reports should provide clarity on this issue.

7. Turning to the strengthening of the internal control, the Group of 77 and China has taken note of the efforts made by the Secretary-General to provide training and skills development to promote IPSAS sustainability.

8. The Group concurs with the view of the Advisory Committee that, despite the fact that the Secretary-General planned a pilot exercise to test the assurance process in selected peacekeeping missions, he doesn't include relevant information in the final progress report as a result of the six months delay of the preparation of the statement of internal control. The Group looks forward to receiving the result of the pilot next year.

9. The Group understands that the challenge for the entities is to utilize the information under IPSAS as an instrument for the improvement of accountability, transparency, efficiency, control and financial sustainability of the Organization. In this regard, the Group requests the Secretary-General, as Chair of the Chief Executive Board, to continue to coordinate all aspects related to the transmission from the United Nations System Accounting Standards to IPSAS, including the need to continue to gather, analyze and disseminate information with regard to the challenges faced, lessons learned, best practices and benefits realized by the Organization so as to further refine the implementation plans and strategies of the Organization until the full implementation of Umoja. The Group expects that the system-wide collaboration between entities on post-implementation IPSAS compliance matters will be sustained.

10. With regard to the cost recovery for services provided to 13 reporting entities, the Group would like to hear more detailed information in the informal consultations.

11. In conclusion, the Group of 77 and China would like to reassure you of our continued commitment to work constructively with other delegations in order to conclude consideration of this item in a timely fashion.

DECLARACIÓN EN NOMBRE DEL GRUPO DE LOS 77 Y CHINA POR LOURDES PEREIRA SOTOMAYOR, PRIMER SECRETARIO, MISIÓN PERMANENTE DEL ECUADOR ANTE LAS NACIONES UNIDAS, SOBRE EL TEMA 136 DEL PROGRAMA: PROYECTO DE PRESUPUESTO POR PROGRAMAS PARA EL BIENIO 2018-2019: NORMAS INTERNACIONALES DE CONTABILIDAD DEL SECTOR PÚBLICO, EN LA PARTE PRINCIPAL DEL SEPTUAGÉSIMO SEGUNDO PERÍODO DE SESIONES DE LA QUINTA COMISIÓN DE LA ASAMBLEA GENERAL DE NACIONES UNIDAS (Nueva York, 13 de octubre de 2017)

Señor Presidente,

1. Tengo el honor de hablar en nombre del Grupo de los 77 y China sobre el tema 136 del programa: Proyecto de presupuesto por programas para el bienio 2018-2019, en particular sobre los avances en la aplicación de las Normas Internacionales de Contabilidad del Sector Público - IPSAS.

2. Al inicio, permítame agradecer a Sra. Bettina Tucci Bartsiotas, Subsecretaria General y Contralora, Oficina de Planificación de Programas, Presupuesto y Contaduría por haber presentado el décimo y último informe del Secretario General sobre la adopción de las Normas Internacionales de Contabilidad del Sector Público por las Naciones Unidas, que figura en el documento A/72/213. Deseamos también dar las gracias al Sr. Carlos Ruiz Massieu, Presidente de la Comisión Consultiva en Asuntos Administrativos y de Presupuesto, por haber presentado el informe correspondiente que figura en el documento A/72/7/Add.4.

3. El Grupo recuerda una vez más que en su resolución 60/283 la Asamblea General aprobó la adopción por las Naciones Unidas de las Normas Internacionales de Contabilidad del Sector Público (IPSAS) como medio para mejorar las normas contables de la Organización y, por consiguiente, la eficiencia en la gestión financiera. A este respecto, el Secretario General ha presentado informes anuales sobre la adopción de las IPSAS a la Asamblea General desde 2008.

4. El Grupo desea encomiar los esfuerzos del Secretario General para completar la ejecución del proyecto IPSAS.

5. El Grupo de los 77 y China concuerda con la opinión de la Comisión Consultiva de que, a pesar de la aplicación de las IPSAS en 24 organizaciones del sistema de las Naciones Unidas y de las siguientes opiniones de auditoría sin salvedades, queda mucho por hacer, incluyendo una mayor utilización de la información generada por las IPSAS a todos los niveles de la gestión, a fin de adoptar decisiones mejor fundamentadas y beneficiar a los Estados Miembros.

6. En lo que respecta a los beneficios atribuibles a la adopción de IPSAS y mejoras en los sistemas relacionados con Umoja, el Grupo sigue considerando que los informes futuros pertinentes deberían aportar claridad al respecto.

7. En cuanto al fortalecimiento del control interno, el Grupo de los 77 y China ha tomado nota de los esfuerzos realizados por el Secretario General para brindar capacitación y desarrollar las competencias necesarias para promover la sostenibilidad de las IPSAS.

8. El Grupo está de acuerdo con la opinión de la Comisión Consultiva de que, a pesar de que el Secretario General planificó un ejercicio piloto para probar el proceso de garantía en determinadas misiones de mantenimiento de la paz, no incluye información pertinente en el informe de progreso final, como resultado del retraso de seis meses en la preparación de la declaración de control interno. El Grupo espera recibir el resultado del proyecto piloto el próximo año.

9. El Grupo entiende que el reto para las entidades es utilizar la información de las IPSAS como instrumento para mejorar la rendición de cuentas, la transparencia, la eficiencia, el control y la sostenibilidad financiera de la Organización. A este respecto, el Grupo pide al Secretario General que, como Presidente del Consejo Ejecutivo, siga coordinando todos los aspectos relacionados con la transmisión de las Normas de Contabilidad del Sistema de las Naciones Unidas a las IPSAS, incluida la necesidad de seguir reuniendo, analizando y difundiendo información sobre los desafíos que se enfrentan, las lecciones aprendidas, las mejores prácticas y los beneficios obtenidos por la Organización a fin de perfeccionar los planes y estrategias de implementación de la Organización hasta la plena implementación de Umoja. El Grupo espera que se mantenga la colaboración a nivel de todo el sistema entre las entidades sobre cuestiones de cumplimiento de las IPSAS posteriores a la implementación.

10. Con respecto a la recuperación de los costos de los servicios prestados a 13 entidades auditadas, el Grupo desearía recibir información más detallada en la consulta oficiosa.

11. En conclusión, el Grupo de los 77 y China desea reiterarle nuestro compromiso continuo de trabajar constructivamente con otras delegaciones a fin de concluir el examen oportuno de este tema.
