Mr. Chair,

1. I have the honour to speak on behalf of the Group of 77 and China on agenda item 138: Improving the financial situation of the United Nations.

2. The Group would like to thank Ms. Jan Beagle, Under-Secretary-General for Management, for her presentation on the financial situation of the Organisation made on Friday, 6 October 2017 and updates provided this morning. The Group also wishes to express its appreciation to the Office of Contributions for the updated information on the assessments of Member States and its continued support to Member States.

Mr. Chair,

3. The Group of 77 and China takes note with concern that the financial situation of the Organisation could become dire in the final months of 2017 as regular budget cash is currently exhausted and reserves are at low levels. The Group also express their concern because of the levels of the Working Capital Fund and Special Account which amount to $351 million with the amount in question sufficing for only six (6) weeks of regular budget operation. In that context, the Group looks forward to receive the reform proposal on the level of the Working Capital Fund that will be addressed by the Secretary-General.

4. The Group reiterates the need for ensuring financial stability in order for the Organisation to function effectively and to be able to fully implement all its mandates and activities and asks all stakeholders to remain committed to upholding our legal obligation of bearing the expenses of the Organisation

5. In this regard, the Group wishes to express its appreciation to all the Member States who have made real efforts to reduce their outstanding contributions. As well, Member States are encouraged to take urgent steps to address non-payment and settle their contributions to the regular budget to avert consequences that could gravely impact on the work of the Organisation.

6. The Group notes that the USG has chosen to withhold information from this year's presentation. This sets an unhealthy precedent and runs counter to the Secretary-General's commitment to transparency to Member States. The Group calls for full transparency, honesty, and accountability on the financial health of the Organisation so that Member States can understand why the United Nations continues to face financial difficulties, especially as we discuss the financial future of the Organisation and the UN's ability to implement the mandates that it has been entrusted with.

7. The Group notes that the USG has chosen to withhold information from this year's presentation. This sets an unhealthy precedent and runs counter to the Secretary-General's commitment to transparency to Member States. The Group calls for full transparency, honesty and accountability on the financial health of the Organisation so that Member States can understand why the United Nations continues to face financial difficulties, especially as we discuss the financial future of the Organisation and the UN's ability to implement the mandates that it has been entrusted with.

8. The Group recognizes that the changing demand for peacekeeping activities makes it hard to predict financial requirements and thus urges Member States to hold themselves in readiness for such inconstant tendencies.

9. The Group also urges Member States to fulfill their legal obligation of paying their respective share towards peacekeeping in accordance with the provisions of Article 17 of the Charter of the United Nations, to avoid undermining and reversing hard earned gains of peacekeeping operations.

10. In taking cognizance of the fact that many troop contributing countries are also developing countries who are not in a position to sustain their troop commitments and maintain their equipment on their own for extended periods of time, the Group enjoins the Secretariat to continue its efforts in expeditiously processing payments for TCCs and COE with a view to continuing significantly reducing the outstanding amounts.

Mr. Chair,

11. The Group reaffirms its legal obligations in accordance with the Charter of the United Nations and urges all Member States to pay their assessed contributions in full, on time and without conditions, however recognising the need to extend sympathetic understanding to those temporarily unable to meet their financial obligations, as a consequence of genuine economic difficulties.

12. The Group of 77 and China continues to strongly reject all unilateral coercive measures contrary to international law, which obstruct, and sometimes impede, payments from members of our Group to the different budgets of the Organization.

13. The Group remains concerned about policies of withholding financial obligations due to the United Nations to create linkages to the reform of the United Nations. Withholding funds for approved budgets creates artificial political leverage that undermines the established principles of governance of the United Nations on the basis of the sovereign equality of Member States.

14. I wish to assure that the Group of 77 and China will participate constructively in a collective and inclusive effort toward resolving the perennial financial difficulties of the Organisation.

DECLARACIÓN EN NOMBRE DEL GRUPO DE 77 Y CHINA POR LOURDES PEREIRA SOTOMAYOR, PRIMER SECRETARIO, MISIÓN PERMANENTE DEL ECUADOR ANTE LAS NACIONES UNIDAS, SOBRE EL PUNTO 138 DEL PROGRAMA: MEJORAMIENTO DE LA SITUACIÓN FINANCIERA DE LAS NACIONES UNIDAS, EN LA PARTE PRINCIPAL DEL SEPTUAGÉSIMO SEGUNDO PERIODO DE SESIONES DE LA QUINTA COMISIÓN DE LA ASAMBLEA GENERAL DE NACIONES UNIDAS (Nueva York, 13 de octubre de 2017)

Señor Presidente,

1. Tengo el honor de hablar en nombre del Grupo de los 77 y China sobre el tema 138 del programa: Mejoramiento de la situación financiera de las Naciones Unidas.

2. El Grupo desea agradecer a la Sra. Jan Beagle, Secretaria General Adjunta de Gestión, por su presentación sobre la situación financiera de la Organización realizada el viernes 6 de octubre de 2017 y las actualizaciones proporcionadas esta mañana. El Grupo también desea expresar su agradecimiento a la Oficina de Contribuciones por la información actualizada sobre las evaluaciones de los Estados Miembros y su continuo apoyo a los Estados Miembros.

Señor Presidente,

3. El Grupo de los 77 y China toma nota con preocupación de que la situación financiera de la Organización podría volverse nefasta en los últimos meses de 2017 ya que el efectivo del presupuesto regular se ha agotado y las reservas se encuentran en niveles bajos. El Grupo también expresa su preocupación debido a los niveles del Fondo de Operaciones y de la Cuenta Especial que ascienden a 351 millones de dólares, y el monto en cuestión es suficiente para sólo seis (6) semanas de funcionamiento del presupuesto ordinario. En ese contexto, el Grupo espera recibir la propuesta de reforma al nivel del Fondo de Operaciones que será abordada por el Secretario General.

4. El Grupo reitera la necesidad de garantizar la estabilidad financiera para que la Organización funcione de manera efectiva y pueda implementar plenamente todos sus mandatos y actividades, y pide a todas las partes interesadas que sigan comprometidas con el cumplimiento de nuestra obligación legal de asumir los gastos de la Organización

5. A este respecto, el Grupo desea expresar su agradecimiento a todos los Estados Miembros que han realizado esfuerzos reales para reducir sus contribuciones pendientes. Asimismo, se alienta a los Estados Miembros a que adopten medidas urgentes para solucionar las faltas de pago y liquidar sus contribuciones al presupuesto ordinario, con el fin de evitar consecuencias que podrían tener un grave impacto en la labor de la Organización.

6. El Grupo observa que la SGA ha optado por no incluir cierta información en la presentación de este año. Esto establece un precedente poco saludable y va en contra del compromiso del Secretario General con la transparencia a los Estados Miembros. El Grupo exige una total transparencia, honestidad y responsabilidad sobre la salud financiera de la Organización para que los Estados Miembros puedan comprender por qué las Naciones Unidas sigue enfrentando dificultades financieras, especialmente cuando discutimos el futuro financiero de la Organización y la capacidad de las Naciones Unidas de implementar los mandatos que le han sido encomendados.

7. El Grupo reconoce que la demanda cambiante de las actividades de mantenimiento de la paz dificulta la predicción de las necesidades financieras y, por lo tanto, insta a los Estados Miembros a mantenerse listos para esas tendencias inconstantes.

8. El Grupo también insta a los Estados Miembros a cumplir con su obligación legal de pagar su parte respectiva para el mantenimiento de la paz de conformidad con las disposiciones del Artículo 17 de la Carta de las Naciones Unidas, para evitar socavar y revertir los beneficios obtenidos con esfuerzo de las operaciones de mantenimiento de la paz.

9. Al tomar conciencia del hecho de que muchos países que aportan contingentes son también países en desarrollo que no están en condiciones de mantener sus compromisos de tropas y de mantener su equipo por su cuenta durante largos períodos, el Grupo conmina a la Secretaría a que continúe sus esfuerzos de procesar rápidamente los pagos del TCC y del COE con la intención de continuar reduciendo significativamente las cantidades pendientes.

10. El Grupo reafirma sus obligaciones legales de conformidad con la Carta de las Naciones Unidas e insta a todos los Estados Miembros a pagar sus cuotas en su totalidad, a tiempo y sin condiciones, reconociendo sin embargo la necesidad de entender la situación de aquellos que temporalmente no pueden cumplir sus obligaciones financieras, como consecuencia de auténticas dificultades económicas.

11. El Grupo de los 77 y China continúa rechazando enérgicamente todas las medidas coercitivas unilaterales contrarias al derecho internacional, que obstruyen, y en ocasiones impiden, los pagos de los miembros de nuestro Grupo a los diferentes presupuestos de la Organización.

12. El Grupo sigue preocupado por las políticas de retención de obligaciones financieras adeudadas a las Naciones Unidas para crear vínculos con la reforma de las Naciones Unidas. La retención de fondos para presupuestos aprobados crea una influencia política artificial que socava los principios establecidos de gobernanza de las Naciones Unidas sobre la base de la igualdad soberana de los Estados Miembros.

13. Deseo asegurar que el Grupo de los 77 y China participará constructivamente en un esfuerzo colectivo e inclusivo para resolver las perennes dificultades financieras de la Organización.
