Mr. Chairman,

1. I have the honor to speak on behalf of the Group of 77 and China on agenda item 135: Programme budget for the biennium 2016-2017, Capital Master Plan (CMP).

2. At the outset, the Group would like to thank Mr. Patrick Carey, Officer-in-Charge, Office of Central Support Services, Department of Management, for introducing the fifteenth annual progress report of the Secretary-General on the Capital Master Plan as well as Mr. Anand M. Bajaj, Director of External Audit of India and Chair of the Audit Operations Committee for introducing the report of the Board of Auditors (BoA). Our thanks also go to Mr. Babou Sene, Vice-Chair of the Advisory Committee on Administrative and Budgetary Questions, for introducing the related report.

3. The Group of 77 and China continues to be an advocate and supporter of the modernization and efficient maintenance of all facilities across the United Nations system. It is our objective to appropriately improve the working conditions and safety of staff, delegates and participants. The agenda item under consideration, therefore, remains a priority of the Group.

4. Speaking of priorities, the issue of accessibility continues to be high on the list. While the Group recognizes that a number of accessibility elements have been implemented under the CMP, we are of the view that there is a need to conduct a review of the Headquarters compound in order to identify any gaps in the infrastructure compared with physical accessibility requirements under local building codes. The Group looks forward to the Secretary-General conducting such a review and reporting thereon in his next progress report.

5. With respect to efficiencies, the group welcomes savings that have been realized by the implementation of the capital master plan where, notably, the total energy consumption being reported reduced substantially by more than 75 per cent in 2016 and 2017 compared with the total consumption in 2006.

6. Though the gains are noted, the Group expresses regret that the Secretary-General did not quantify the monetary benefits and savings from the reduction in energy consumption and requests the Secretary-General to provide in his next progress report, data on the quantifiable efficiency gains achieved, both in terms of energy usage and costs of utilities based on the actual data gathered.

7. Maintenance is an important component in the life cycle of a building as this, among other things, would ensure the safety and security of its occupants as well as help retain the value of the property. On that score, the Group expresses disappointment at the non-availability of a maintenance data to track and measure maintenance practices and approaches due to the delayed deployment of the Umoja plant maintenance module. The Secretary-General is thus requested by the Group of 77 and China to address this issue as a matter of priority, and to provide an update thereof.

8. The Group once again stresses that the CMP initially projected an anticipated final cost to renovate five buildings at an amount of $1,876.7 million as against the current project cost which is estimated to be $2,309.3 million for a reduced scope of the project to three buildings. The Group is of the view that it`s imperative to systematically and thoroughly summarize and analyze information with regards to the lessons learned and best practices from CMP so as to provide guidance to the implementation plans of other capital projects and avoid any loss to the Organization. The Group recalls the Board of Auditors' recommendation regarding the need to report the full amount of savings arising from contract closure and in this regard, requests the Secretary-General to include in the sixteenth and final progress report of the project the aggregated cost to completion at the main part of the seventy-third session of the General Assembly.

9. While the Group remains appreciative of the report of the Board of Auditors, it also expresses concern at the high number of outstanding recommendations of the Board as the project enters its final phase. The Group requests that every effort be made to implement the remaining recommendations expeditiously, and that a comprehensive update on the status of the outstanding recommendations be provided in the next report of the Board of Auditors and the final progress report of the Secretary-General.

10. In conclusion, the Group of 77 and China wishes to assure you of its readiness for a constructive engagement on this important agenda item during informal consultations.

DECLARACIÓN EN NOMBRE DEL GRUPO DE 77 Y CHINA POR LOURDES PEREIRA SOTOMAYOR, PRIMER SECRETARIO, MISIÓN PERMANENTE DEL ECUADOR ANTE LAS NACIONES UNIDAS SOBRE EL TEMA 135 DE LA AGENDA: PRESUPUESTO POR PROGRAMAS PARA EL BIENIO 2016-2017: PLAN MAESTRO DE MEJORAS, EN LA PARTE PRINCIPAL DEL SEPTUAGÉSIMO SEGUNDO PERÍODO DE SESIONES DE LA QUINTA COMISIÓN DE LA ASAMBLEA GENERAL DE LAS NACIONES UNIDAS (Nueva York, 23 octubre 2017)

Sr. Presidente,

1. Tengo el honor de hablar en nombre del Grupo de los 77 y China sobre el tema 135 del programa: Presupuesto por programas para el bienio 2016-2017, Plan maestro de mejoras de infraestructura (PMM).

2. Ante todo, el Grupo desea agradecer al Sr. Mr. Patrick Carey, Oficial a Cargo, División de Servicios e Instalaciones Comerciales de la Oficina de Servicios Centrales de Apoyo, por la presentación del 15º informe anual del Secretario General sobre la marcha de la ejecución del plan maestro de mejoras de infraestructura, así como el Sr. Anand M. Bajaj, Director de Auditoría Externa de la India y Presidente del Comité de Operaciones de Auditoría por la presentación del informe de la Junta de Auditores (BoA). Nuestro agradecimiento también al Sr. Babou Sene, Vicepresidente de la Comisión Consultiva en Asuntos Administrativos y de Presupuesto, por la presentación de su informe respectivo.

3. El Grupo de los 77 y China siguen abogando y apoyando la modernización y el mantenimiento eficiente de todas las instalaciones en todo el sistema de las Naciones Unidas. Nuestro objetivo es mejorar de forma adecuada las condiciones de trabajo y la seguridad del personal, de los delegados y de los participantes. Por lo tanto, el tema del programa que se examina sigue siendo una prioridad para el Grupo.

4. Hablando de prioridades, el tema de la accesibilidad sigue siendo la mayor prioridad en la lista. Si bien el Grupo reconoce que se han implementado varios elementos de accesibilidad en el marco del CPM, consideramos que es necesario realizar una revisión del complejo de la Sede para identificar cualquier deficiencia en la infraestructura creada en comparación con los requisitos de accesibilidad física bajo los códigos de construcción locales. El Grupo espera con interés que el Secretario General lleve a cabo ese examen y presente informes al respecto en su próximo informe sobre la marcha de ejecución.

5. Con respecto a las eficiencias, el Grupo celebra los ahorros que se lograron con la implementación del plan maestro de mejoras de infraestructura, donde el consumo total de energía reportado se redujo sustancialmente en más del 75% en 2016 y 2017 en comparación con el consumo total en 2006.

6. Aunque se observan avances, el Grupo lamenta que el Secretario General no haya cuantificado los beneficios monetarios y las economías derivadas de la reducción del consumo de energía y solicita al Secretario General que en su próximo informe sobre la marcha de la ejecución proporcione datos exhaustivos sobre las ganancias en eficiencia cuantificables obtenidas, tanto en cuanto al consumo energético como a los costos de servicios públicos, basados en los datos reales recopilados.

7. El mantenimiento es un componente importante en el ciclo de vida de un edificio, ya que esto, entre otras cosas, garantizaría la seguridad de sus ocupantes y también ayudaría a retener el valor de la propiedad. En ese sentido, el Grupo expresa su decepción por la falta de disponibilidad de datos de mantenimiento para rastrear y medir las prácticas y los enfoques de mantenimiento debido a la demora en el despliegue del módulo de mantenimiento de la planta de Umoja. Por consiguiente, el Grupo de los 77 y China solicitan al Secretario General que aborde esta cuestión con carácter prioritario y que le proporcione una actualización.

8. El Grupo nuevamente enfatiza que el CMP inicialmente proyectó un costo final anticipado para renovar cinco edificios por un monto de $ 1,876.7 millones en comparación con el costo actual del proyecto que se estima en $ 2,309.3 millones para un alcance reducido del proyecto para tres edificios. El Grupo considera que es imperativo resumir y analizar de forma sistemática y exhaustiva la información con respecto a las lecciones aprendidas y las mejores prácticas de CMP, a fin de orientar los planes de implementación de otros proyectos de capital y evitar cualquier pérdida para la Organización. . El Grupo recuerda la recomendación de la Junta de Auditores sobre la necesidad de informar el monto total de los ahorros resultantes del cierre del contrato y, a este respecto, solicita al Secretario General que incluya en el decimosexto y último informe sobre la marcha de la ejecución del plan maestro de mejoras de infraestructura el costo agregado de finalización en la parte principal del 73º período de sesiones de la Asamblea General.

9. Si bien el Grupo sigue agradecido por el informe de la Junta de Auditores, también expresa su preocupación por el elevado número de recomendaciones pendientes de la Junta a medida que el proyecto entra en su fase final. El Grupo solicita que se haga todo lo posible para aplicar las recomendaciones restantes de manera expedita, y que se proporcione una actualización completa sobre la situación de las recomendaciones pendientes en el próximo informe de la Junta de Auditores y en el informe final del Secretario General sobre la marcha de la ejecución.

10. Para concluir, el Grupo de los 77 y China desean asegurarle que está dispuesto a participar constructivamente en este importante tema del programa durante las consultas oficiosas.
