Mr. Chairman,

I have the honor to deliver this statement on behalf of the Group of 77 and China.

At the outset, the Group of 77 and China would like to thank the Secretariat for the presentation of the documents for our consideration under the Agenda Item 63.

While the G77 and China welcomes the recent report of the United Nations Economic and Social Commission for Western Asia (ESCWA) and appreciates the efforts exerted on it, it must be noted that we have seen a decline in the quality of this report in comparison to previous reports. We hope that all the comments made during the interactive discussion will be taken into consideration in future reports.

In the 2030 Agenda we acknowledged that sustainable development cannot be realized without peace and security; and peace and security will be at risk without sustainable development. We called for further effective measures and actions to be taken, in conformity with international law, to remove the obstacles to the full realization of the right of self determination of peoples living under colonial and foreign occupation, which continue to adversely affect their economic and social development as well as their environment.

The Group of 77 and China reiterates and reaffirmes that the implementation and the follow-up and review of the 2030 Agenda must include and address the severe difficulties faced by countries and peoples living under colonial and foreign occupation and strive to remove the obstacles to their full realization of the right of self-determination and right to development, which adversely affect their economic and social development, as well as their environment and their ability to achieve the sustainable development goals and to ensure that they will not be left behind.

Mr. Chairman,

While recalling Security Council´s resolution 2334, we reaffirm that the establishment by Israel of settlements in the Palestinian territory occupied since 1967, including East Jerusalem, has no legal validity and constitutes a flagrant violation under international law and a major obstacle to the achievement of the two-State solution and a just, lasting and comprehensive peace. Once again we demand that Israel immediately and completely cease all settlement activities in the occupied Palestinian territory, including East Jerusalem, and call upon all States, to distinguish, in their relevant dealings, between the territory of the State of Israel and the Palestinian territories occupied since 1967.

We are concerned about the exploitation by Israel, the occupying Power, of the natural resources of the Occupied Palestinian Territory, including East Jerusalem, and other Arab territories occupied by Israel since 1967. We are gravely concern about the extensive destruction by Israel of agricultural land and orchards in the Occupied Palestinian Territory and the grave environmental and economic impact in this regard, as well as for the widespread destruction to vital infrastructure, including water pipelines, sewage networks and electricity networks.

The G77 and China reaffirms the inalienable rights of the Palestinian people and of the population of the occupied Syrian Golan over their natural resources, including land, water and energy resources. We demand that Israel cease the exploitation, damage, cause of loss or depletion and endangerment of the natural resources in these territories, and recognize the right of the Palestinian people to claim restitution as a result from illegal measures taken by Israel.

The G77 and China encourages all States and international organizations to continue to actively pursue policies to ensure respect for their obligations under international law with regard to all illegal Israeli practices and measures in the Occupied Palestinian Territory, including East Jerusalem, particularly Israeli settlement activities and the exploitation of natural resources.

Sr. Presidente,

Tengo el honor de presentar esta declaración en nombre del Grupo de los 77 y China.

El Grupo de los 77 y China agradece a la Secretaría por la presentación de los documentos para nuestra consideración bajo el Ítem 63 de la agenda.

Si bien el G77 y China acoge con beneplácito el reciente informe de la Comisión Económica y Social de las Naciones Unidas para Asia Occidental (CESPAO) y aprecia los esfuerzos realizados por ella, debemos observar que hemos constatado una disminución en la calidad de este informe en comparación con informes anteriores. Esperamos que todos los comentarios formulados durante la discusión interactiva se tengan en cuenta en futuros informes.

En la Agenda 2030 reconocimos que el desarrollo sostenible no puede hacerse realidad sin que haya paz y seguridad, y la paz y la seguridad corren peligro sin el desarrollo sostenible. Hicimos un llamado para la adopción de medidas y acciones más eficaces, de conformidad con el derecho internacional, para eliminar los obstáculos a la plena realización del derecho a la autodeterminación de los pueblos que viven bajo ocupación colonial y extranjera, que siguen afectando negativamente sus condiciones económicas y su desarrollo social, así como su entorno.

El Grupo de los 77 y China reitera y reafirma que la aplicación y el seguimiento y la revisión de la Agenda 2030 deben incluir y abordar las graves dificultades que enfrentan los países y los pueblos que viven bajo ocupación colonial y extranjera y tratar de eliminar los obstáculos a la plena realización de su derecho a la autodeterminación y al desarrollo, que afectan negativamente su desarrollo económico y social, así como su entorno y su capacidad para alcanzar los objetivos de desarrollo sostenible y para garantizar que nadie se quede atrás.

Al tiempo que recordamos la resolución 2334 del Consejo de Seguridad, reafirmamos que el establecimiento de asentamientos por parte de Israel en el territorio palestino ocupado desde 1967, incluida Jerusalén Oriental, no tiene validez legal y constituye una flagrante violación del derecho internacional y un obstáculo importante para el logro de la solución biestatal y de una paz general, justa y duradera. Una vez más, exigimos que Israel ponga fin de inmediato y por completo a todas las actividades de asentamiento en el territorio palestino ocupado, incluida Jerusalén Oriental, y exhortamos a todos los Estados a que establezcan una distinción, en sus relaciones pertinentes, entre el territorio del Estado de Israel y los territorios ocupados de Palestina desde 1967.

Nos preocupa la explotación por parte de Israel, la Potencia ocupante, de los recursos naturales del territorio palestino ocupado, incluida Jerusalén Oriental, y otros territorios árabes ocupados por Israel desde 1967. Estamos profundamente preocupados por la destrucción en gran escala de tierras agrícolas y huertos que Israel ha perpetrado en el Territorio Palestino Ocupado y por el grave impacto ambiental y económico de esos actos, así como por la destrucción generalizada de infraestructura vital, incluidos conductos de agua, redes de alcantarillado y redes de suministro de electricidad.

Exigimos que Israel deje de explotar, dañar, destruir, agotar y poner en peligro los recursos naturales en estos territorios, y que reconozca el derecho del pueblo palestino a reclamar indemnización por las medidas ilegales adoptadas por Israel.

El G77 y China alienta a todos los Estados y organizaciones internacionales a seguir aplicando activamente políticas para garantizar el respeto de sus obligaciones en virtud del derecho internacional con respecto a todas las prácticas y medidas ilegales israelíes en el territorio palestino ocupado, incluida Jerusalén oriental, en particular las actividades de asentamiento israelíes y la explotación de los recursos naturales.
