Mr. Chairman,

1. I have the honor to speak on behalf of the Group of 77 and China on agenda item 136: Proposed Program Budget for the Biennium 2018-2019: Seismic mitigation retrofit and life cycle replacements at the Economic and Social Commission for Asia and the Pacific (ESCAP).

2. At the outset, the Group of 77 and China would like to thank Mr. Patrick Carey, Officer-in-Charge, for introducing the report of the Secretary-General on the Proposal for the seismic mitigation retrofit and life-cycle replacements project at the ESCAP premises in Bangkok. The Group would also like to thank Mr. Carlos Ruiz Massieu, Chair of the Advisory Committee on Administrative and Budgetary Questions, for introducing its related report.

Mr. Chairman,

3. Consideration of the capital projects in United Nations duty stations, ESCAP within this context, is a priority for the Group. The Group emphasizes the need for the Organization to continue to address the health and safety of staff and visitors at all premises in order to enhance the effectiveness and efficiency of the Organization as well as the participation of Member States, and to avoid any potential loss of life and damage.

4. The Group wishes to express its appreciation to the Government and people of the Kingdom of Thailand for its continual support to the Commission and other multilateral bodies within the region.

5. In this regard, the Group wishes to indicate that it holds a positive expectation with respect to the discussions being held for a provisional office to be used as an off-site swing space to temporarily accommodate UN staff. The Group trusts that the study of swing space requirements would include cost-benefit analysis of off-site vis-à-vis on-site options as well as their operational feasibility.

6. Additionally, the Group is appreciative of the host government's liaison work with local entities as well as of its in-kind contributions to the work of the Commission.

7. In this regard, the Group encourages the Secretary-General to continue his interactions between the Organization and the host country throughout implementation of the project.

8. The Group also encourages the Secretary-General to continue engaging with Member States to seek voluntary contributions for the project.

Mr. Chairman,

9. The importance of accessibility in all UN capital projects, including that of ESCAP, is not subject to compromise. In this connection, the Group of 77 and China urges the ESCAP project to finalize its compound-wide accessibility assessment while ensuring conformity with UN and global best practices as well as with requirements of General Assembly resolution 70/170.

10. Further regard to staff welfare and productivity should be taken in the context of flexible workplace strategies. While undertaking this initiative, the Group believes that stakeholder feedback and local context ought to be taken into account with a view to concretizing this initiative beyond the pilot project.

11. The Group wishes to encourage the use of local materials and construction techniques as it believes this would introduce the added value of cost efficiency. Also of critical importance to the Group in the project planning and implementation are the elements of energy efficiency and greening. We anticipate progress in this regard and a report thereof.

12. With regard to project management, the Group takes note of efforts to realize efficiencies, in particular, the cost shared with the Africa Hall project of the Economic Commission of Africa on the P4 position of Project Coordinator located in the Office of Central Support Services at HQ. The Group requests the Secretary-General to continue exploring avenues of possible synergies that would enable the optimal use of resources.

13. The Group would also like to acknowledge the extensive outreach efforts of ESCAP to attract qualified female candidates and encourage such measures in future endeavors.

Mr. Chairman,

14. The Group is of the conviction that adherence to the project schedule is important for the timely completion of the project and particularly within the approved cost plan. In this connection, the Group expects that expedite action will be taken on the final contract negotiations with both of the recommended bidders for the lead consultant firm and the independent risk management firm. The Group requests that the next progress report include methodology used in determining the project schedule, including details involving any revisions to the schedule.

15. Going forward, the group reiterates that all efforts be made to ensure accurate budget planning and management.

16. Also, the Group requests the Secretary-General to refine the estimation of project contingencies by using the identification of risks associated with the different phases of the project as a basis. As part of the Group's anticipation of transparency in reporting, the Secretary-General is requested to include in his next progress report, a clear separation of estimated contingencies from the base project cost.

17. The Group attaches great importance to the project governance and oversight as a key driver of the successful implementation of this project. In this regard, guidance, interaction and close coordination between the Secretariat in New York, including the Office of Central Support Services (OCSS), and the Commission in Bangkok, with clear reporting lines, remain essential for the smooth implementation of the project.

18. In conclusion, the Group of 77 and China would like to assure you of our continued commitment to work constructively with other delegations and to engage in constructive deliberations on this item in order to reach a positive outcome in a timely manner.

DECLARACIÓN EN NOMBRE DEL GRUPO DE 77 Y CHINA POR LOURDES PEREIRA SOTOMAYOR, PRIMER SECRETARIO DE LA MISIÓN PERMANENTE DEL ECUADOR ANTE LAS NACIONES UNIDAS SOBRE EL TEMA 136 DEL PROGRAMA: PROYECTO DE PRESUPUESTO POR PROGRAMAS PARA EL BIENIO 2017-2018: CONSTRUCCIÓN Y GESTIÓN DE LA PROPIEDAD: CESPAP, DURANTE LA PARTE PRINCIPAL DEL SEPTUAGÉSIMO SEGUNDO PERÍODO DE SESIONES DE LA QUINTA COMISIÓN DE LA ASAMBLEA GENERAL (Nueva York, 1 de noviembre de 2017)

Sr. Presidente,

1. Tengo el honor de hablar en nombre del Grupo de los 77 y China sobre el tema 136 del programa: Proyecto de presupuesto por programas para el bienio 2018-2019: Rehabilitación para mitigación sísmica y reemplazos del ciclo de vida en la Comisión Económica y Social para Asia y el Pacífico (CESPAP).

2. Para iniciar, el Grupo de los 77 y China desea dar las gracias al Sr. Mr. Patrick Carey, Oficial a Cargo, División de Servicios e Instalaciones Comerciales de la Oficina de Servicios Centrales de Apoyo, por presentar el informe del Secretario General sobre la propuesta para el proyecto de acondicionamiento para la mitigación del riesgo sísmico y la sustitución de los activos al termino de su vida útil en las instalaciones de la CESPAP en Bangkok. El Grupo también desea agradecer al Sr. Carlos Ruiz Massieu, Presidente de la Comisión Consultiva en Asuntos Administrativos y de Presupuesto, por la presentación de su informe conexo.

Sr. Presidente,

3. El examen de proyectos de capital en los lugares de destino de las Naciones Unidas, en particular la CESPAP, es una prioridad importante para el Grupo. Por eso subraya la necesidad de que la Organización continúe abordando la salud y la seguridad del personal y de los visitantes en todos los locales a fin de aumentar la eficacia y la eficiencia de la Organización, así como la participación de los Estados Miembros, y evitar posibles pérdidas de vidas y daños materiales.

4. El Grupo desea expresar su agradecimiento al Gobierno y al pueblo del Reino de Tailandia por su apoyo constante a la Comisión y a otros órganos multilaterales de la región.

5. A este respecto, el Grupo desea indicar que mantiene una expectativa positiva con respecto a las conversaciones que se están llevando a cabo para una oficina provisional que se utilizará como local provisional fuera de la instalación para acoger temporalmente al personal de las Naciones Unidas. El Grupo confía en que el estudio de los requisitos para locales provisionales incluirá el análisis costo-beneficio de las opciones dentro y fuera de la sede, así como su viabilidad operacional.

6. Además, el Grupo expresa su agradecimiento por el trabajo de enlace del gobierno anfitrión con las entidades locales, así como por sus contribuciones en especie al trabajo de la Comisión.

7. A este respecto, el Grupo alienta al Secretario General a que continúe sus interacciones entre la Organización y el país anfitrión durante la ejecución del proyecto.

8. El Grupo también alienta al Secretario General a que continúe colaborando con los Estados Miembros para buscar contribuciones voluntarias para el proyecto.

Sr. Presidente,

9. La importancia de la accesibilidad en todos los proyectos de capital de las Naciones Unidas, incluida la de la CESPAP, no está sujeta a ninguna concesión. Por ello, el Grupo de los 77 y China insta al proyecto CESPAP a que finalice su evaluación de accesibilidad para todo el complejo y garantice la conformidad con las mejores prácticas mundiales y de las Naciones Unidas, así como con los requisitos de la resolución 70/170 de la Asamblea General.

10. Se debe prestar más atención al bienestar y la productividad del personal en el contexto de estrategias flexibles para el lugar de trabajo. Al llevar a cabo esta iniciativa, el Grupo considera que los comentarios de las partes interesadas y el contexto local deben tenerse en cuenta con miras a concretar esta iniciativa más allá del proyecto piloto.

11. El Grupo desea alentar el uso de materiales y técnicas de construcción locales, ya que considera que esto introduciría el valor agregado de la rentabilidad. También son de vital importancia para el Grupo en la planificación e implementación del proyecto los elementos de eficiencia energética y ecologización. Anticipamos progresos en este sentido y un informe al respecto.

12. Con respecto a la gestión de proyectos, el Grupo toma nota de los esfuerzos realizados para lograr eficiencias, en particular, el costo compartido con el proyecto África Hall de la Comisión Económica de África en el puesto P4 del Coordinador de proyectos ubicado en la Oficina de Servicios Centrales de Apoyo en la Sede. El Grupo solicita al Secretario General que continúe explorando vías de posibles sinergias que permitan el uso óptimo de los recursos.

13. El Grupo también desea reconocer los amplios esfuerzos de divulgación de la CESPAP para atraer candidatas mujeres calificadas y alentar esas medidas en futuros esfuerzos.

Sr. Presidente,

14. El Grupo está convencido de que el cumplimiento del cronograma del proyecto es importante para su finalización oportuna y, en particular, dentro del plan de costos aprobado. En este sentido, el Grupo espera que se tomen medidas expeditas sobre las negociaciones finales del contrato con los dos licitantes recomendados como empresa principal de consultoría y empresa independiente encargada de la gestión de riesgos. El Grupo solicita que el próximo informe sobre la marcha de los trabajos incluya la metodología utilizada para determinar el cronograma del proyecto, incluidos detalles sobre cualquier revisión del cronograma.

15. Mirando al futuro, el Grupo reitera que se deben realizar todos los esfuerzos para garantizar una planificación y gestión presupuestaria precisas.

16. Además, el Grupo solicita al Secretario General que refine la estimación de las contingencias del proyecto utilizando como base la identificación de los riesgos asociados con las diferentes fases del proyecto. Como parte de la transparencia que el Grupo espera en los informes presentados, se solicita al Secretario General que incluya en su próximo informe provisional una clara separación de las contingencias estimadas del costo del proyecto básico.

17. El Grupo concede gran importancia a la gobernanza y supervisión del proyecto como un factor clave para la implementación exitosa de este es de gran importancia para el Grupo. En este contexto, la orientación, la interacción y la estrecha coordinación entre la Secretaría en Nueva York, incluida la Oficina de Servicios Centrales de Apoyo (OSCA), y la Comisión en Bangkok, con líneas claras de presentación de informes, siguen siendo esenciales para la ejecución sin problemas del proyecto.

18. Para concluir, el Grupo de los 77 y China desea garantizarle nuestro compromiso constante de trabajar de manera constructiva con otras delegaciones y entablar deliberaciones constructivas sobre este tema a fin de llegar a un resultado positivo de manera oportuna.
