Mr. President,

1. I have the honour to speak on behalf of the Group of 77 and China on agenda item 39: Necessity of ending the economic, commercial and financial embargo imposed by the United States of America against Cuba. I would like to thank the Secretary-General for his comprehensive report on the item we are discussing today.

2. The Group regrets that the economic, commercial and financial embargo imposed by the United States 55 years ago against Cuba remains in full application and continues to be strengthened.

3. The Group recalls the positive steps taken by the former U.S. Administration between 2015 and 2016, which were still inadequate to effectively end the impact of the embargo, but were focused in the right direction.

4. The Group regrets the new policy established by the current President of the United States, aimed at strengthening the embargo against Cuba. The Group believes this is a setback in the process of achieving normalized relations between both countries.

Mr. President,

5. The Group of 77 and China would like to reiterate our commitment to the principles, purposes and spirit of the Charter of the United Nations, in particular the principles of sovereign equality of States, non-intervention and non-interference in their internal affairs, as well as the freedom of international trade and navigation. The Group believes that it is the duty and responsibility of every Member State to strictly comply with these principles. The Group are of the view that any policy or action disregarding these principles, in this case, unilateral economic sanctions against Cuba, should be seriously considered for an immediate repeal.

6. Given the fact that the US embargo against Cuba has continued for over fifty years, the Group of 77 and China would like to express our deep concern about the prolonged negative effects that the economic sanctions and travel restrictions have had on Cuba and its people. From April 2016to June this year, the impact of the US embargo on Cuba's foreign trade amounts to more than 4 billion US dollars. Limited foreign investment and difficult access to development credits translate directly into economic hardship and humanitarian impacts for the people of Cuba. The country's socio-economic reforms have also been hampered by the embargo.

7. The Group of 77 and China are concerned that, if these economic sanctions continue, Cuba's development potential, in both economic and human development terms, will be unfairly undermined and it would be impossible for Cuba to successfully embark on the path towards sustainable development, envisaged in the 2030 Agenda for which all Member States have pledged support.

8. Over many decades, Cuba has extensively and continuously contributed to the international community, particularly through its remarkable supply of medical assistance to countries in need. Cuba's emergency assistance to the African countries affected by the Ebola crises in West Africa is a great example of its solidarity with the international community. The Group of 77 and China hereby commend Cuba's contribution in humanitarian assistance, and would like to express our hope that, with the permanent lifting of the US embargo, Cuba would be granted the opportunity it has long deserved to fully cooperate with the global community and international organisations on health, environment and agriculture, among other important issues.

9. The Group of 77 and China would like to reiterate our strong support for the implementation of the recommendations of the General Assembly resolution 71/5, and would like to reiterate our call for the economic, commercial and financial embargo by the US against Cuba to cease. The urgency and necessity of our call is further highlighted by the ongoing global collective strive to implement the 2030 Agenda for sustainable development. The Group of 77 and China, therefore, would like to appeal to the international community to further step up efforts in support for the lifting of the embargo, not only for the prospect of Cuba alone, but also for the full achievement of economic and social development of all members of the global community as a whole.

DIEGO MOREJÓN PAZMIÑO, EMBAJADOR Y REPRESENTANTE PERMANENTE DEL ECUADOR ANTE LAS NACIONES UNIDAS, PRESIDENTE DEL GRUPO DE LOS 77, SOBRE EL PUNTO 42 DEL PROGRAMA: "NECESIDAD DE PONER FIN AL EMBARGO ECONÓMICO, COMERCIAL Y FINANCIERO IMPUESTO POR LOS ESTADOS UNIDOS DE AMÉRICA CONTRA CUBA", EN LA PLENARIA DEL SEPTUAGÉSIMO SEGUNDO PERIODO DE SESIONES DE LA ASAMBLEA GENERAL (Nueva York, 1 de noviembre de 2017)

Señor presidente,

1. Tengo el honor de hablar en nombre del Grupo de los 77 y China sobre el punto 39 del programa: Necesidad de poner fin al bloqueo económico, comercial y financiero impuesto por los Estados Unidos de América contra Cuba. Me gustaría dar las gracias al Secretario General por su exhaustivo informe sobre el tema que estamos debatiendo hoy.

2. El Grupo lamenta que el bloqueo económico, comercial y financiero impuesto por los Estados Unidos hace 55 años contra Cuba siga en plena aplicación y continúe fortaleciéndose.

3. El Grupo recuerda las medidas positivas adoptadas por la Administración anterior de los Estados Unidos entre 2015 y 2016, que seguían siendo inadecuadas para poner fin de manera efectiva al impacto del bloqueo, pero que iban en la dirección correcta.

4. El Grupo lamenta la nueva política establecida por el actual Presidente de los Estados Unidos, encaminada a fortalecer el embargo contra Cuba. El Grupo cree que esto es un revés en el proceso para lograr la normalización de las relaciones entre ambos países.

5. El Grupo de los 77 y China desea reiterar nuestro compromiso con los principios, propósitos y espíritu de la Carta de las Naciones Unidas, en particular los principios de la igualdad soberana de los Estados, la no intervención y la no injerencia en sus asuntos internos, así como la libertad de comercio internacional y de navegación. El Grupo considera que es deber y responsabilidad de cada Estado miembro cumplir estrictamente estos principios. El Grupo considera que cualquier política o acción que no respete estos principios, en este caso, las sanciones económicas unilaterales contra Cuba, debe ser considerada seriamente para su revocación inmediata.

6. Dado que el embargo de los Estados Unidos contra Cuba ha continuado durante más de cincuenta años, el Grupo de los 77 y China desea expresar nuestra profunda preocupación por los prolongados efectos negativos que las sanciones económicas y las restricciones de viaje han tenido sobre Cuba y su pueblo. Desde abril de 2016 hasta junio de este año, el impacto del embargo estadounidense en el comercio exterior de Cuba asciende a más de 4 mil millones de dólares. La inversión extranjera limitada y la dificultad de acceder a créditos de desarrollo se traducen directamente en dificultades económicas e impactos humanitarios para el pueblo de Cuba. Las reformas socioeconómicas del país también se han visto obstaculizadas por el embargo.

7. El Grupo de los 77 y China teme que, si continúan estas sanciones económicas, el potencial de desarrollo de Cuba, tanto en términos económicos como de desarrollo humano, se verá socavado injustamente y sería imposible que Cuba emprenda con éxito el camino hacia el desarrollo sostenible, previsto en la Agenda 2030, para el cual todos los Estados miembros han comprometido su ayuda.

8. Durante muchas décadas, Cuba ha contribuido extensa y continuamente a la comunidad internacional, particularmente a través de su notable prestación de asistencia médica a países necesitados. La asistencia de emergencia de Cuba a los países africanos afectados por la crisis del Ébola en África Occidental es un gran ejemplo de su solidaridad con la comunidad internacional. El Grupo de los 77 y China elogia por este medio la contribución de Cuba en materia de asistencia humanitaria y deseamos expresar nuestra esperanza de que, con el levantamiento permanente del embargo de los Estados Unidos, se brindará a Cuba la oportunidad que merece desde hace mucho tiempo de cooperar plenamente con la comunidad mundial y los organismos internacionales en temas de salud, medio ambiente y agricultura, entre otros temas importantes.

9. El Grupo de los 77 y China desea reiterar nuestro firme apoyo a la aplicación de las recomendaciones de la resolución 71/5 de la Asamblea General, y quisiéramos reiterar nuestro llamado al cese del embargo económico, comercial y financiero de los Estados Unidos contra Cuba. La urgencia y la necesidad de nuestro llamado se destacan aún más por el esfuerzo colectivo mundial en curso para implementar la Agenda 2030 para el desarrollo sostenible. El Grupo de los 77 y China, por lo tanto, desea hacer un llamado a la comunidad internacional para que intensifique aún más los esfuerzos en apoyo del levantamiento del embargo, no solo para las perspectivas de Cuba, sino también para el pleno logro del objetivo de desarrollo económico y social de todos los miembros de la comunidad global en su conjunto.
