Mr. Chairman,

1. I have the honour to speak on behalf of the Group of 77 and China on agenda item 143, entitled ''United Nations Common System''.

2. The Group wishes to thank Mr. Kingston Rhodes, Chairman of the International Civil Service Commission (ICSC) for presenting the report of the Commission as well as Mr Carlos Ruiz Massieu, Chairman of the Advisory Committee on Administrative and Budgetary Questions, for introducing the related report on this agenda item.

3. We also wish to thank Mr. Johannes Huisman, Director of the Program Planning and Budget Division for presenting the Statement of the Secretary-General on the administrative and financial implications of the decisions and recommendations contained in the report of the ICSC for the year 2017, and Mr. Diab El-Tabary, President of the Federation of International Civil Servants Associations , and Mr. Ian Richards, President of the Coordinating Committee for International Staff Unions and Associations at the United Nations System for their statements.

4. The Group of 77 and China would like to reaffirm its support to the ICSC's mandated role and take note with appreciation of the report of the Commission. However, like the ACABQ we note that all the annexes and the report of the ICSC were not translated into all the official languages, while the recommendations of the Commission are contained in these annexes.

6. The Group regrets this situation which contradicts the Statute of the ICSC according to which all the recommendations and important decisions of the Commission are published in the official languages.

7. In this regard, we look forward to receive very soon a fully translated report of the ICSC, for a better consideration of the recommendations and decisions of the Commission.

8. Turning to some of the specific recommendations of the ICSC, the Group notes that the new guidelines for the employment of National Professional Officers authorize their duty assignments for a short-term period, outside the country of their employment, with the payment of local salaries.

9. In this connection, the Group recalls the principle that all staff serving under similar conditions should receive equal treatment across the United Nations Common System. During the informal consultations, we will be interested to receive further information on all the implications of this recommendation.

10. Regarding the performance management, the Group takes note of the intention of the Commission to reaffirm its earlier recommendation to the General Assembly on this issue, with two revisions to the recognition and rewards framework. We would like to learn more about the add value of a bonus system in the United Nations, the criteria for granting merit award and its funding.

11. With respect to the decision of the Commission related to the danger pay, the Group will seek further clarification on the three years periodicity, taking account this allowance is critical in duty stations with most difficult conditions of work and life.

12. With regard to the issue of Post adjustment, the Group takes note that the results of the cost-of-living survey for 2016 reflected both decreases and increases in salaries of Professionals staff across different duty stations. We also take note of the intention of some Organizations based in Geneva to not implement the decision of the Commission on this issue.

13. In these conditions, the Group will be interested to receive more information of the impact of this situation on the preservation of the Common system, as well as the lessons learned for the next surveys.

14. In conclusion, the Group of 77 and China would like to assure you of its active and constructive participation in the informal consultations on this important agenda item.

DECLARACIÓN EN NOMBRE DEL GRUPO DE 77 Y CHINA POR LA SRTA. LOURDES PEREIRA SOTOMAYOR, PRIMER SECRETARIO MISIÓN PERMANENTE DEL ECUADOR A LAS NACIONES UNIDAS SOBRE EL TEMA DE AGENDA: 143 REGIMEN COMUN DE LAS NACIONES UNIDAS (Nueva York, 16 de noviembre de 2017)

Sr. Presidente,

1. Tengo el honor de hablar en nombre del Grupo de los 77 y China sobre el tema 143 del programa, titulado "Régimen común de las Naciones Unidas".

2. El Grupo de los 77 y China desean dar las gracias al Sr. Kingston Rhodes, Presidente de la Comisión de Administración Pública Internacional (CAPI) por presentar el informe de la Comisión, así como el Sr. Carlos Ruiz Massieu, Presidente de la Comisión Consultiva en Asuntos Administrativos y de Presupuesto, por presentar el informe correspondiente sobre este tema del programa.

3. También deseamos agradecer al Sr. Johannes Huisman, Director de la División de Planificación de Programas y Presupuesto por presentar la Declaración del Secretario General sobre las consecuencias administrativas y financieras de las decisiones y recomendaciones que figuran en el informe de la CAPI para el año 2017, y el Sr. Diab El-Tabary, Presidente de la Federación de Asociaciones de Funcionarios Internacionales, y el Sr. Ian Richards, Presidente del Comité Coordinador de Sindicatos y Asociaciones del Personal Internacional del Sistema de las Naciones Unidas por sus declaraciones.

Sr. Presidente,

4-El Grupo de los 77 y China desean reafirmar su apoyo al mandato de la CAPI y toman nota con reconocimiento del informe de la Comisión.

5-Sin embargo, al igual que la Comisión Consultiva, se observa que los anexos y el informe de la CAPI no se tradujeron a todos los idiomas oficiales, mientras que las recomendaciones de la Comisión figuran en los referidos anexos.

6-El Grupo lamenta esta situación que contradice el Estatuto de la CAPI, según el cual todas las recomendaciones e importantes decisiones de la Comisión se publican en los idiomas oficiales.

7-Al respecto, esperamos recibir muy pronto un informe de la CAPI totalmente traducido a todos los idiomas oficiales, para una mejor consideración de las Recomendaciones y Decisiones de la Comisión.

Sr. Presidente,

8-Refiriéndose a algunas de las recomendaciones específicas de la CAPI, el Grupo observa que las nuevas directrices para el empleo de Funcionarios Nacionales del Cuadro Orgánico autorizan las asignaciones de tareas, fuera del país de su empleo por un período breve, con el pago de salarios locales.

9-A este respecto, el Grupo recuerda el principio de que todo el personal que presta servicios en condiciones similares debe recibir el mismo trato en todo el régimen común de las Naciones Unidas. Durante las consultas informales, estaremos interesados en recibir más información sobre todas las implicaciones de esta recomendación.

10-Con relación a la gestión del desempeño, el Grupo toma nota de la intención de la Comisión de reafirmar su anterior recomendación a la Asamblea General sobre este tema, con dos revisiones del marco de reconocimiento y recompensas. Nos gustaría obtener más información sobre el valor agregado de un sistema de bonificación en las Naciones Unidas, los criterios para otorgar el reconocimiento a la actuación profesional y su financiación.

11-Con respecto a la decisión de la Comisión relacionada con la prestación por peligrosidad, el Grupo solicitará más aclaraciones sobre la periodicidad de tres años, teniendo en cuenta que esta asignación es fundamental en los lugares de destino con las condiciones de trabajo y vida más difíciles.

12-En cuanto a la cuestión del ajuste por lugar de destino, el Grupo toma nota de que los resultados de la encuesta sobre el costo de la vida para 2016 reflejan tanto las disminuciones como los aumentos en los sueldos del personal del Cuadro Orgánico en diferentes lugares de destino. También tomamos nota de la intención de algunas organizaciones con sede en Ginebra de no aplicar la decisión de la Comisión sobre este tema.

13-En estas condiciones, el Grupo estará interesado en recibir más información sobre el impacto de esta situación en la preservación del régimen común, así como en las lecciones aprendidas para las próximas encuestas.

14-En conclusión, el Grupo de los 77 y China desean garantizarle su participación activa y constructiva en las consultas oficiosas sobre este importante tema del programa.
