STATEMENT ON BEHALF OF THE GROUP OF 77 AND CHINA BY MS. LOURDES PEREIRA SOTOMAYOR, FIRST SECRETARY, PERMANENT MISSION OF ECUADOR TO THE UNITED NATIONS, ON AGENDA ITEM 136: PROPOSED PROGRAMME BUDGET FOR THE BIENNIUM 2018-2019: REVISED ESTIMATES RESULTING FROM RESOLUTIONS AND DECISIONS ADOPTED BY THE ECONOMIC AND SOCIAL COUNCIL DURING 2017, AT THE MAIN PART OF THE SEVENTY-SECOND SESSION OF THE UNITED NATIONS GENERAL ASSEMBLY, FIFTH COMMITTEE (New York, 22 November 2017)

Mr. Chair,

1. I have the honor to speak on behalf of the Group of 77 and China on agenda item 136: Proposed programme budget for the biennium 2018-2019, on the revised estimates resulting from resolutions and decisions adopted by the Economic and Social Council during 2017.

2. At the outset, the Group would like to thank Ms. Bettina Tucci Bartsiotas, Assistant Secretary-General, Controller, for introducing the report of the Secretary-General as contained in document A/72/398, as well as Mr. Carlos Ruiz Massieu, Chair of the Advisory Committee on Administrative and Budgetary Questions, for introducing the related report of the Advisory Committee as contained in document A/72/7/Add.22.

Mr. Chair,

3. The Group continues to attach great importance to the adequate funding of mandates approved by intergovernmental bodies of the United Nations. Such funding must provide the Organization with the necessary level of financial, as well as human, resources in order for it to be able to deliver as expected by Member States.

4. The Group of 77 and China notes that the additional budgetary requirements resulting from a resolution and decisions adopted by the Economic and Social Council (ECOSOC) during its 2017 session are estimated at USD 288,700, of which USD 247,200 would required an additional appropriation to be charged against the Contingency Fund for the biennium 2018-2019.

5. In this regard, the second decision 2017/241 related to the preparations for the sixty-second session of the Commission on Narcotic Drugs will give rise to additional appropriation of USD 247,200 to be charged against the contingency fund. The Group would like to emphasize that the Advisory Committee notes that the approved level of the contingency fund for the biennium 2018-2019 was USD 40.5 million and the proposed programme budget implications/revised estimates amounted to USD 25.7 million. The ACABQ also notes that if approved in full, the remaining balance of the contingency found for 2018-2019 would be USD 14.8 million. Furthermore, the Group will be interested in receiving more information on this issue in the informal sessions.

The Group also notes that the requirement in the amount of USD 39,000 resulting from the adoption of resolution 2017/26 which extended the mandate of the Ad Hoc Advisory Group on Haiti, is proposed to be accommodated within the proposed programme budget for the biennium 2018-2019, while the requirements of USD 2,500 resulting from decision 2017/2014 related to the appointment of an additional member of the Ad Hoc Advisory Group on Haiti would be absorbed within the programme budget for 2016-2017.

7. In this context, the Group wishes to recall that the mandate of the Ad Hoc Advisory Group on Haiti was extended with the purpose of following closely and providing advice on the long-term development strategy of Haiti to promote socioeconomic recovery, reconstruction and stability, with particular attention to the need to ensure coherence and sustainability in international support for Haiti, based on the long-term national development priorities, building upon the Strategic Plan for the Development of Haiti.

8. The Group of 77 and China, therefore, supports the provision of the required resources to finance the resolution and decision adopted by the ECOSOC at its 2017 session.

LOURDES PEREIRA SOTOMAYOR, PRIMER SECRETARIO, MISIÓN PERMANENTE DEL ECUADOR ANTE LAS NACIONES UNIDAS, SOBRE EL TEMA DEL PROGRAMA 136: PROYECTO DE PRESUPUESTO POR PROGRAMAS PARA EL BIENIO 2018-2019: ESTIMACIONES REVISADAS RESULTANTES DE RESOLUCIONES Y DECISIONES ADOPTADAS POR EL CONSEJO ECONÓMICO Y SOCIAL EN 2017, EN LA PARTE PRINCIPAL DEL SEPTUAGESIMO SEGUNDO PERÍODO DE SESIONES DE LA ASAMBLEA GENERAL DE LAS NACIONES UNIDAS, QUINTA COMISIÓN(Nueva York, 22 Noviembre 2017)

Sr. Presidente,

1. Tengo el honor de hablar en nombre del Grupo de los 77 y China sobre el tema 136 del programa: Proyecto de presupuesto por programas para el bienio 2018-2019, sobre las estimaciones revisadas resultantes de las resoluciones y decisiones adoptadas por el Consejo Económico y Social durante su período de sesiones del 2017.

2. Ante todo, el Grupo desea agradecer a la Sra. Bettina Tucci Bartsiotas, Subsecretaria General, Contralora, por la presentación del informe del Secretario General que figura en el documento A/72/398, así como al Sr. Carlos Ruiz Massieu, Presidente de la Comisión Consultiva en Asuntos Administrativos y de Presupuesto, por la presentación del informe conexo que figura en el documento A/72/7/Add.22.

3. El Grupo sigue otorgando gran importancia a la financiación adecuada de los mandatos aprobados por los órganos intergubernamentales de las Naciones Unidas. Esa financiación debe proporcionar a la Organización el nivel necesario de recursos financieros, así como humanos, para que pueda cumplir los compromisos esperados por los Estados Miembros.

4. El Grupo de los 77 y China observa que las necesidades presupuestarias adicionales resultantes de la resolución y dos decisiones adoptadas por el Consejo Económico y Social (ECOSOC) durante su período de sesiones de 2017 se estiman en USD288.700, de los cuales USD247.200 requerirían una consignación adicional para ser aplicado al Fondo de Contingencia para el bienio 2018-2019.

5. A este respecto, la segunda Decisión de 2017 relacionada con los preparativos para el sexagésimo segundo período de sesiones de la Comisión de Estupefacientes dará lugar a la consignación adicional de USD 247.200 que se aplicará al fondo para imprevistos. El Grupo desea hacer hincapié en que la Comisión Consultiva observa que el nivel aprobado del fondo para imprevistos para el bienio 2018-2019 fue de USD 40,5 millones y la suma propuesta de las estimaciones revisadas y las consecuencias para el presupuesto por programas ascendía a USD 25,7 millones. La Comisión Consultiva también nota que, si esta suma es aprobada en su totalidad, el saldo del fondo para imprevistos para el bienio 2018-2019 sería USD de 14,8 millones. Además, el Grupo estará interesado en obtener más información sobre este tema en las sesiones informales.

El Grupo también observa que las necesidades presupuestarias adicionales de USD 39.000 dólares resultantes de la adopción de la resolución 2017/26 que prorrogó el mandato del Grupo Asesor Especial sobre Haití, se financiarán con cargo a la sección relacionada del proyecto de presupuesto por programas para el bienio 2018-2019, mientras que los requisitos de USD 2,500 resultantes de la decisión 2017/2014 relacionada con el nombramiento de un miembro adicional del Grupo Asesor Especial sobre Haití se absorberá dentro del presupuesto del programa para 2016-2017.

En este contexto, el Grupo desea recordar que el mandato del Grupo Asesor Especial sobre Haití se amplió con el con el fin de que siga de cerca y proporcione asesoramiento sobre la estrategia de desarrollo a largo plazo de Haití para promover su recuperación socioeconómica, su reconstrucción y su estabilidad, con especial atención a la necesidad de garantizar la coherencia y la sostenibilidad del apoyo internacional a Haití, sobre la base de las prioridades nacionales de desarrollo a largo plazo, basándose en el Plan Estratégico para el Desarrollo de Haití.

8. El Grupo de los 77 y China, por lo tanto, respaldan la provisión de los recursos necesarios para financiar la resolución y la decisión adoptadas por el ECOSOC en su sesión de 2017.

9. El Grupo le garantiza nuestro compromiso continuo de participar activa y constructivamente en las consultas sobre este importante tema del programa.
