I have the honour to deliver this statement on behalf of the Group of 77 and China. At the outset, please allow me to express my appreciation and congratulations on behalf of the Group to the Government of the Republic of Turkey, for the convening of this very important forum to exchange views and experiences on South-South Cooperation.

I would also like to start this meeting by commending Turkey's generosity of hosting the Technology Bank for the LDCs and its commitment to support the operationalization of the Bank. We call upon all relevant stakeholders to ensure continued financial and in-kind support for the effective functioning of the Technology Bank.

Mr. Chairman,

The Global South-South Development (GSSD) Expo this year highlights the South-South Cooperation in the Era of Economic, Social and Environmental Transformation. In this regard I have to emphasize that South-South cooperation is a manifestation of solidarity among peoples and countries of the South that contributes to their national well-being, national and collective self-reliance and the attainment of the 2030 Agenda.

We strongly believe that importance of South-South and Triangular Cooperation must be recognized but at the same time must not be overemphasized considering its role as a complement to but not a substitute of North-South Cooperation. We would like to stress the need to urgently address the unmet Official Development Assistance (ODA) - in accordance with the historical commitments of developed countries - taking into account that it is still the main channel of financing development for developing countries.

South-South cooperation has been taking place in a wide range of areas, in support of development processes in all their dimensions, including eradicating poverty and ending hunger, addressing effects of climate change, reinforcing infrastructure and humanitarian assistance. It is recognized the efforts made by the South through different and innovative ways and methods to the consecution of development projects, such as technical cooperation based on knowledge exchange with the ultimate goal of expanding capacities through mobilization of experts, field missions, technical outputs, and training, as well as financing and new resources granted among developing countries.

Furthermore, we would like to highlight the role of new regional banks of developing countries which are designed to operate within and across regions under the belief that a revitalized partnership among Southern countries is possible.
 
Mr. Chairman,

The Second UN High-level Conference on South-South Cooperation, to be held in 2019, in Buenos Aires, represents a key milestone in the evolution of South-South Cooperation, when developing countries will yet once again celebrate the fortieth anniversary of the adoption of the Buenos Aires Plan of Action for Promoting and Implementing Technical Cooperation Among Developing Countries, the very basis of the Nairobi outcome document of the High-level United Nations Conference on South-South Cooperation which defined the underlying principles of South-South Cooperation.

The Buenos Aires Conference will provide a unique opportunity to review lessons learned over the past four decades, reach a deeper understanding of Buenos Aires Plan of Action's message in a different international context, create new commitments, and work together in an integrated manner to create a suitable and inclusive environment, promoting multilateralism, regional integration and collective pursuit of sustainable development.

In this context, we believe this present meeting can be a platform to review how South-South and triangular cooperation evolved in the past decades and what are the challenges ahead of us. The GSSD has proven to contribute immensely to networking among developing countries to addressing common development challenges by bringing together result-based solutions and evidence-based initiatives along with various stakeholders during the course of the past four days. A fruitful discussion during this meeting will prepare us for the upcoming negotiations and enable us to consolidate existing mechanisms and enhance the current institutional arrangements to better support South-South cooperation and promote the South-South agenda.

The Group is of the view that this forum is an opportune meeting that allow us to maximize the potentiality of South-South Cooperation as we move towards a roadmap for Buenos Aires Plan of Action + 40, while moving along with the critically important Nairobi Outcome document principles.

In closing, I would like to express our appreciation to the Government of the Republic of Turkey for the warm welcome and hospitality to all delegations, as well as to the people of Turkey including our friends in the city of Antalya.

Tengo el honor de presentar esta declaración en nombre del Grupo de los 77 y China. En primer lugar, permítanme expresar mi agradecimiento y mis felicitaciones en nombre del Grupo al Gobierno de la República de Turquía por convocar este foro tan importante para intercambiar opiniones y experiencias sobre la cooperación Sur-Sur.

También me gustaría comenzar esta reunión elogiando la generosidad de Turquía como anfitriona del Banco de Tecnología para los Países Menos Adelantados y su compromiso de apoyar la puesta en funcionamiento del Banco. Hacemos un llamado a todos los actores interesados para garantizar un apoyo financiero y en especie continuo para el funcionamiento eficaz del Banco de Tecnología.

Sr. Presidente,

La Exposición Mundial sobre el Desarrollo Sur-Sur de este año destaca la Cooperación Sur-Sur en la Era de la Transformación Económica, Social y Ambiental. A este respecto, debo hacer hincapié en que la cooperación Sur-Sur es una manifestación de solidaridad entre los pueblos y los países del Sur que contribuye a su bienestar nacional, a la autosuficiencia nacional y colectiva y al logro de la Agenda 2030.

Creemos firmemente que la importancia de la cooperación Sur-Sur y Triangular debe ser reconocida pero, al mismo tiempo, no debe sobreestimarse, teniendo en cuenta su papel como complemento, pero no como sustituto de la Cooperación Norte-Sur. Quisiéramos enfatizar la necesidad de abordar urgentemente el incumplimiento de la Asistencia Oficial al Desarrollo (AOD), de conformidad con los compromisos históricos de los países desarrollados, teniendo en cuenta que sigue siendo el principal canal de financiación para el desarrollo de los países en desarrollo.

La cooperación Sur-Sur se ha venido dando en una amplia gama de áreas, en apoyo de los procesos de desarrollo en todas sus dimensiones, que incluyen la erradicación de la pobreza y el fin hambre, el enfrentamiento del cambio climático, y el reforzamiento de la infraestructura y la asistencia humanitaria. Se reconocen los esfuerzos realizados por el Sur a través de formas y métodos diferentes e innovadores para la consecución de proyectos de desarrollo, tales como la cooperación técnica basada en el intercambio de conocimientos, con el objetivo final de ampliar las capacidades mediante la movilización de expertos, misiones sobre el terreno, productos técnicos y capacitación, así como financiamiento y nuevos recursos otorgados entre los países en desarrollo.

Adicionalmente, quisiéramos destacar el papel de los nuevos bancos regionales de los países en desarrollo, que están diseñados para operar dentro y entre regiones con la convicción de que una asociación revitalizada entre los países del Sur es posible.

La Segunda Conferencia de las Naciones Unidas sobre Cooperación Sur-Sur que se celebrará en 2019, en Buenos Aires, representa un hito clave en la evolución de la Cooperación Sur-Sur, cuando los países en desarrollo nuevamente celebrarán el cuadragésimo aniversario de la adopción del Plan de Acción de Buenos Aires para Promover y Realizar la Cooperación Técnica entre los Países en Desarrollo, la base misma del documento final de Nairobi de la Conferencia de Alto Nivel de las Naciones Unidas sobre Cooperación Sur-Sur, que definió los principios subyacentes de la cooperación Sur-Sur.

La Conferencia de Buenos Aires brindará una oportunidad única para revisar las lecciones aprendidas en las últimas cuatro décadas, llegar a una comprensión más profunda del mensaje del Plan de Acción de Buenos Aires en un contexto internacional diferente, crear nuevos compromisos y trabajar juntos de manera integrada para crear un entorno adecuado e inclusivo, promoviendo el multilateralismo, la integración regional y la búsqueda colectiva del desarrollo sostenible.

En este contexto, creemos que esta reunión puede ser una plataforma para revisar cómo evolucionó la cooperación Sur-Sur y triangular en las últimas décadas y cuáles son los desafíos que tenemos por delante. La Exposición Mundial sobre el Desarrollo Sur-Sur ha demostrado contribuir enormemente a la creación de redes entre países en desarrollo para abordar los desafíos comunes de desarrollo, al reunir soluciones basadas en resultados e iniciativas basadas en evidencias junto con varios actores interesados durante los últimos cuatro días. Una discusión fructífera durante esta reunión permitirá prepararnos para las próximas negociaciones y nos permitirá consolidar los mecanismos existentes y mejorar los arreglos institucionales actuales para apoyar mejor la cooperación Sur-Sur y promover la agenda Sur-Sur.

Para el Grupo este foro es una reunión oportuna que nos permite maximizar la potencialidad de la Cooperación Sur-Sur a medida que avanzamos hacia una hoja de ruta para la Segunda Conferencia de las Naciones Unidas sobre Cooperación Sur-Sur, mientras avanzamos junto con los principios fundamentales del documento final de Nairobi

Para concluir, quisiera expresar nuestro agradecimiento al Gobierno de la República de Turquía por la cálida bienvenida y la hospitalidad brindada a todas las delegaciones, así como al pueblo de Turquía, incluidos nuestros amigos de la ciudad de Antalya.
