Dialogue with Executive Heads of UN development system: Planning and delivering collective results

The Group emphasizes that QCPR's mandate should be the basis for the UNDS system-wide strategic policy orientations as well as the operational modalities for the development cooperation. The group believes that the UNDS reform should aim at ensuring system-wide support to national priorities and needs of developing countries. In this vein, the UN country-teams and UNDS entities should align their work and strategic plans respectively with national development strategies of the developing countries.
  
The group would like to note that there is substantive overlap between the Secretary General's Report and the UN system-wide strategic document. The group views that this could lead to unnecessary duplication and confusion. The group expresses its preference to focus on the Secretary General's Report.

In our view, QCPR is a development- focused resolution that seeks to address the overarching goal of the global agenda of development, which is poverty eradication.
In this context, the proposed "cross-pillar approaches" go beyond mandate of the QCPR in this regard. The Group reaffirms that the activities of the UNDS should maintain their development focus.

Concerning the linkage between development, humanitarian assistance and peace-building efforts, the Group views that this should be limited to enhancing coordination among the three areas at the national level within the specific context of countries facing humanitarian emergencies, and those in conflict or post-conflict situations in accordance with OP24 of the QCPR.

Finally, the group believes that the proposal of considering the system-wide strategic document as a living document can lead to a parallel track to that of the QCPR, and goes beyond the QCPR mandate.
