REMARKS ON BEHALF OF THE GROUP OF 77 AND CHINA BY MS. SHEYAM ELGARF, FIRST SECRETARY OF THE PERMANENT MISSION OF EGYPT TO THE UNITED NATIONS, AT THE PRESENTATION OF THE ANNUAL REPORT OF THE SECRETARY-GENERAL ON "STRENGTHENING OF THE COORDINATION OF EMERGENCY HUMANITARIAN ASSISTANCE OF THE UNITED NATIONS" AT THE ECONOMIC AND SOCIAL COUNCIL (New York, 27 April 2018)

1- I have the honor to deliver the following remarks on behalf of the Group of 77 and China. The Group of 77 would like to thank the Secretary General for his report on "Strengthening of the Coordination of Emergency Humanitarian Assistance of the United Nations", submitted in response to Assembly resolution 72/133 and Economic and Social Council resolution 2017/14.

2- The Group takes note of the report, and would like to make the following comments:

- The Group reiterate it's strong belief that the ECOSOC and the General Assembly have different mandates and functions, and should avoid duplications in their respective work. ECOSOC is a technical organ of the General Assembly; its Humanitarian Affairs Segment should focus mainly on the operational aspects of humanitarian assistance and humanitarian emergencies.

- The Group of 77 and China would like to acknowledge that the Secretary General report this year has responded to the Group's concerns, as our observations of last year has been taken into account. In this regard, we would like to express our appreciation that this year's report included sections addressing issues of a great importance to the Group, namely the famine and food insecurity, and natural hazards.

- While we expressing our appreciation to the drafters of the report. We would like to point out that the report has neglected to address some of the reasons of the humanitarian emergencies. We also would like to mention that the report continued references does not enjoy global consensus.

- We have noticed that the recommendations section is tailored more on conflict and security related issues. The Group would have wished the recommendations would be formulated in a more balanced manner, and took into account all the dimensions, and subjects covered in the report.

3- I would like to conclude by reiterating the Group's commitment to engage constructively in the upcoming informal consultations on the 2018 ECOSOC humanitarian resolution.
