EXPLANATION OF POSITION ON BEHALF OF THE GROUP OF 77 AND CHINA BY THE REPUBLIC OF GUINEA ON THE OCCASION OF THE ADOPTION OF THE RESOLUTION ON "STRENGTHENING OF THE COORDINATION OF EMERGENCY HUMANITARIAN ASSISTANCE OF THE UNITED NATIONS" DURING THE ECOSOC HUMANITARIAN AFFAIRS SEGMENT 2021 (Geneva, 25 June 2021)

Madam Chair,

1. I have the honour to speak on behalf of the Group of 77 and China in explanation of position after the adoption of the draft resolution on "Strengthening of the coordination of emergency humanitarian assistance of the United Nations".

2. At the outset, let me congratulate you for the successful planning and organization of this year's Humanitarian Affairs Segment, in spite of truly challenging circumstances. The Group also wishes to thank the missions of Indonesia and Switzerland in New York for their able conduction of substantive and productive negotiations for over more than one month. As a result, consensus was reached on all but one paragraph - preambular paragraph six - the latter part of which constitutes a co-facilitators' proposal. While the text as a whole reflects a balanced and adequate approach to the impact of COVID-19 in the humanitarian field, among other pressing issues, the closing lines of this paragraph raise significant concerns for the Group. G77 and China have, however, joined consensus, primarily due to the need to show unity in supporting humanitarian efforts in this challenging moment.

3. The resolution adopted during ECOSOC-HAS and the General Assembly "omnibus" resolution on humanitarian affairs complement each other and constitute the two most important texts adopted annually in the humanitarian sphere. When characterizing the coordination between humanitarian and development actors, these resolutions maintain an enduring standard of reaffirming the necessity of coordination with Member States hosting these actors' activities, as well the requirement of supporting national priorities and respecting humanitarian principles.

4. Throughout negotiations, the Group of 77 and China highlighted the essential nature of these provisions, which, among others, constitute a basic framework for cooperation between humanitarian and development actors. Unfortunately, these elements were omitted in the co-facilitators' proposal for "PP4 ter", thus diverging from previously agreed language and from the paradigm set out in the aforementioned resolutions.

5. These concerns have been registered in a letter to yourself and to the President of ECOSOC, which has been included in the official documentation for this year's Segment. While joining consensus, the Group wishes to reiterate that it does not consider the latter part of "PP4 ter" to be agreed language or to constitute a precedent for future multilaterally negotiated texts.

1. J'ai l'honneur de prendre la parole au nom du Groupe des 77 et de la Chine pour expliquer ma position après l'adoption du projet de résolution sur le "Renforcement de la coordination de l'aide humanitaire d'urgence des Nations Unies".

2. Tout d'abord, permettez-moi de vous féliciter pour la planification et l'organisation réussies du segment des affaires humanitaires de cette année, malgré des circonstances vraiment difficiles. Le Groupe souhaite également remercier les missions de l'Indonésie et de la Suisse à New York pour leur capacité à mener des négociations substantielles et productives pendant plus d'un mois.

3. En conséquence, un consensus a été atteint sur tous les paragraphes sauf un - le sixième alinéa du préambule - dont la dernière partie constitue une proposition des cofacilitateurs. Alors que le texte dans son ensemble reflète une approche équilibrée et adéquate de l'impact de COVID-19 dans le domaine humanitaire, parmi d'autres questions urgentes, les dernières lignes de ce paragraphe soulèvent des préoccupations importantes pour le Groupe.

4. Le G77 et la Chine se sont toutefois joints au consensus, principalement en raison de la nécessité de faire preuve d'unité dans le soutien aux efforts humanitaires en ce moment difficile.

5. La résolution adoptée lors de l'ECOSOC-HAS et la résolution "omnibus" de l'Assemblée générale sur les affaires humanitaires se complètent et constituent les deux textes les plus importants adoptés annuellement dans le domaine humanitaire.

6. Lorsqu'elles caractérisent la coordination entre les acteurs de l'humanitaire et du développement, ces résolutions maintiennent une norme durable en réaffirmant la nécessité d'une coordination avec les États membres qui accueillent les activités de ces acteurs, ainsi que l'exigence de soutenir les priorités nationales et de respecter les principes humanitaires.

7. Tout au long des négociations, le Groupe des 77 et la Chine ont souligné le caractère essentiel de ces dispositions, qui constituent, entre autres, un cadre de base pour la coopération entre les acteurs de l'humanitaire et du développement. Malheureusement, ces éléments ont été omis dans la proposition des co-facilitateurs pour le "PP4 ter", s'écartant ainsi du langage précédemment convenu et du paradigme établi dans les résolutions susmentionnées.

8. Ces préoccupations ont été consignées dans une lettre adressée à vous-même et au président de l'ECOSOC, qui a été incluse dans la documentation officielle du segment de cette année. Tout en se ralliant au consensus, le Groupe souhaite réaffirmer qu'il ne considère pas la dernière partie du "PP4 ter" comme un langage convenu ou comme un précédent pour les futurs textes négociés au niveau multilatéral.
