STATEMENT ON BEHALF OF THE GROUP OF 77 AND CHINA DELIVERED BY THE DELEGATION OF THE REPUBLIC OF IRAQ AT THE FOURTH SESSION OF THE PREPARATORY COMMITTEE FOR THE FOURTH INTERNATIONAL CONFERENCE ON FINANCING FOR DEVELOPMENT - PANEL DISCUSSION 5: INTERNATIONAL DEVELOPMENT COOPERATION (New York, 1 May 2025)

Thank you, Co-Chairs.

I have the honour to deliver this statement on behalf of the G77 & China. Allow me to briefly outline the G77 priorities in this section.

First, on ODA, the G77 is pursuing the following:

- Reaffirming the unique indispensable contribution ODA makes in International Development Cooperation
- Securing a commitment to the 0.7% ODA target, as well as a political commitment to reversing recent cuts in ODA
- Securing a commitment to enhance the quality of ODA: including by enhancing ODA provided in the form of budget support, a more precise definition of ODA to exclude non development costs, and increasing the proportion of grants in ODA

Second, on MDBs, the G77 is pursuing:

- A commitment to triple MDB lending as well as to capital increases
- Supporting proposals for facilitating SDR re-channelling through MDBs
- Improving MDB lending terms, including enhanced concessionality, longer tenor loans, and scaling up lending in local currency.

Third, on expanding access to concessional finance, the G77 would like the document to reflect:

- A commitment to utilise measures beyond GDP to determine access to concessional finance

Fourth, on development cooperation, the Group:

- Supports a commitment to country leadership and ownership, untying aid, reducing fragmentation, promoting transparency and mutual accountability and enhancing predictability through multi-year cooperation agreements and core funding.
- Strengthening and reinforcing the UN's leading role, as the most inclusive organization, in norm setting and monitoring of development cooperation through strengthening the Development Cooperation Forum.

Fifth, on climate finance, the Group's priorities are:

- Reaffirming the principle of additionality of climate finance, including through a clear commitment to avoid double counting of ODA and climate finance.
